MINUTES OF A REGULAR MEETING
Wednesday, April 7, 1982

Mayor Pmft called the Regular Meeting of the City Council to order at 7:30 p.m. in
the Council Chambers of Town Hall.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Mayor Pmft and Councilmembers Hillestad, McReynolds and Nystrom
(Councilman Perkins arrived at 7:45 p.m.)
Absent: None
Staff: City Manages Robert Crowe, Assistant City Attorney William Hughes,
City Planner John Carlson, Planning Commission Representative
Joseph Dochnahl and Deputy City Clerk Pat Dowd

B. CONSENT CALENDAR:
Items Removed: B.1 March 25, 1982 minutes (Pmft) and B.2 (Hillestad)
MDrION SECONDED APED CARRIED : Moved by Hillestad, seconded by Proft and passed
unanimously by all members present to approve the balance of the Consent Calendar,
specifically:
3. Time Extension Request:
a) Request to extend tentative map approval to 4/14/82 - LANDS OF ESHNER,
File PM #10-81
4. Resolutions for Adoption:
a) Resolution 1432 ordering the City Clerk to Canvass Returns
b) Resolution #1433 of mandation honoring bravery sho m by Mrs.
Elizabeth Rush during heroic rescue efforts.
Items Removed:
1. Approval of Minutes: March 25, 1982
MOTION SECONDED AND CARRIED: Moved by Pmft, seconded by Hillestad and passed
unanimously by all members present to amend the last sentence of Item B to read:
Council unanimously agreed to send to all residents of the Town notification of
the dates of the public safety meetings and a summary of the public safety report.

2. Approval of Warrants: $77,377.03
Hillestad commented on warrant #7684 for $920 for a spanish translation for
the April election materials. In her opinion this was an unnecessary expense
for the community of Ios Altos Hills While she realized this procedure had
been agreed upon due to legal advice given by the City Attorney's office,
Hillestad suggested that in the future other legal options be seriously con-
sidered before again incurring such an expense.
MOTION SECONIDED AND CARRIED: Moved by Hillestad, seconded by Nystrom and
passed unnanvrously by all members present to approve the warrants: $77,377.03.

1. City Attorney:
a) Claim - Paul and Marian Friedl
MYPION SEODNDED AtD CARRIED: Moved by McReynolds, seconded by Nystran and
passed unanimously by all members present to reject time claim of Paul and
Marian Friedl and to send it to the Togo's insurance copany, Flamer and Company.
b) Claim of Indemnity - Tracey
NOTION SECOMED AMID CARRIED: Moved by McReynolds, seconded by Proft and passed
unanimously by all members present to reject the claim of indemnity, Paul and
Walter Tracey, and to rend it to the Town's insurance copany, Flamer and Company.
2. Director Of Public Safety:
a) Request from the Ios Altos High Music Department to hold a May Day Run
in the Town on May 1, 1982.
Chris McCracken los Altos Music Department, explained the Purpose of the proposed
run - to support the Department's Spring Tour and Children' Hospital at Stanford.
He further explained the details of the run: route, approximate number of partici-
pants, release forms and gave Council a copy of the notice concerning the May Day
Run.

Gordon Penfold, Director of Public Safety, recaamerded approval of the run,
with notification of the Sheriff's Department and proper monitoring of the run
by the Los Altos Music Department.
MYTION SENNDED APED CARRIED: Moved by Hillestad, seconded by Nystrom and passed
unanimously to approve the request from the Los Altos High Music Department to
hold a May Day Run in the Town on May 1, 1982 subject to the City Attorney's
approval of the release forms.
b) Report on Public Safety
Gordon Penfold, Director of Public Safety, noted that several meetings had been
held concerning public safety. The meetings had included a slide presentation and two
more meetings were scheduled for Thursday, April 8 at 7:30 p.m. and Saturday,
April 10 at 10:30 a.m.
3. City Manager:
The City Manager compented that he had received an invitation to a Heritage Day
on June 27 at Shoup Park. The event was being sponsored by the Chamber of Cannerce
and the City of Los Altos and the Los Altos Hills' m unity was invited to par-
ticipate.

BUSINESS:
Request from Los Altos Senior Coordinating Council for financial support
Alma Wood, 12151 Stonebrook, thanked Council for including the notice of the Pancake
Day—z the recent newsletter and for their prompt consideration of her request.
Loretta Hogan, Chairman, Los Altos Senior Coordinating Council, addressed the
Council and referred to her letter of March 25 in which she explained the history,
goals and services of the Council. Mrs. Hogan also gave Council a copy of the
1980 Needs Assessment Survey of Los Altos Area Residents. This survey was recently
completed by the Los Altos Senior Coordinating Council.
Council discussed the Council's request for financial support. While they noted
the important services provided by the Coordinating Council, they also asked to be
advised of the overall picture - what would the funds be used for. The Assistant
City Attorney also noted that the Tann could not make any gift of public funds
until such public service was clearly defined.
Altos Hills for United Way, reported that senior citizens' groups were cre nun¢w.
one priori o Uni way. while the budget had been completed for this year,
Mrs. Nystrom noted that funding for the year 1983-89 could be requested.
PASSED BY CONSENSUS: To request the Los Altos Senior Coordinating Council to sumbit
a written, formal request for financial support. This request will be considered at
budget study sessions for the 1982-83 Budget.

` There being no further new or old business to discuss, the City Council adjourned
at 8:15 p.m. to an Adjourned Meeting at 5:00 p.m. on Tuesday, April 20, 1982 to
canvass election returns.
