MINUTES OF AN ADJOURNED RBGULAR MEETING
Monday, August 9, 1982

Mayor Perkins called the Adjourned Regular Meeting of the City Council to order at
7:30 p.m. in the Council Chambers of Tam Hall.
A. ImLL CALL ADD PLEDGE OF ALLEGIANCE:
Present: Mayor Perkins, Councilmembers Allison, Proft and van Tamelen
Absent: Councilwoman Hillestad
Staff: Acting City Manages Marty Tarshes, City Planner John Carlson and
City Clerk Pat Dowd
B. BUDGET STUDY SESSION
Ann Throopaid Jim Long, Ins Altos Library Cc=dssion, addressed the Council in
support of library funs ing. They explairedt 1 8 of those who use the libraries
are Los Altos Hills' residents and presently there was a budget deficit which
would result in less service. A handout was distributed which in part showed a
one-time charge for a now circulation system and which was discussed by Council
and the members of the Commission.
Alma Flood, 12151 Stonebrock Drive, reaanmended supporting the libraries but did
question van Tamelen's statement that the Tam's budget had been decreased by 258.
In response van Tamelen and Allison explained that, aside from the one time expen-
diture of $331,000 for Matadero Creek Subdivision, this statement was true.

No changes. Allison did request, hrzaever, a more detailed breakdown of expenses
shown in #11, page 44.
Account #1-462 - Cultural
No changes.
During the discussion on Accounts #1-415 through 1-462 several cements, suggestions
and recamendations were made. A suamary of these caments is given below.
Louise Dronkert, 27431 Black Mountain Road, questioned the Twin's participation
in social security and asked haw much the benefit of life insurance cost a year.
Staff noted that the Town does not participate in social security and the cost
for life insurance is $785/year. Regarding the fires the Town received, Mrs.
Dronkert emphasized that she thought aggressive law enforcement should be made
for safety reasons - not to increase the Twin's funds. Council concurred. It
was further noted that the only asset remaining from the Public Safety Department
was the car and staff was investigating the possibility of selling it. Concerning
the sewer billing refunds, Mrs. Dronkert was informed that the Town was not planning
to pay interest on the amounts due. In conclusion, Mrs. Dronkert noted that if
money were saved on the Town's water bills, it could be budgeted for library support.
it was agreed that when the budget was adopted for 1982-83 the City Manages would
send a letter to CHAC explaining why they would not be receiving any support for
the caning year.
Allison suggested surveying the Town's streets now to as which ones needed atten-
tion before the winter rains arrive. Van Tamelen reavmiended that the Public Works
Carmittee or an interested citizens group investigate each piece of the Town's
equipment: usefulness, frequently used?, possible rental? Concerning the Edith
Avenue Bridge project, the possibility was suggested of asking Los Altos to became
the lead agency.
Staff was directed to report back to Council on the following items: radio lease/
purchase agreement; necessity of maintenance crew uniforms; possibility of Little
League being billed directly for their water; reports on Westwird and Little league
expenditures; and a PG&E survey of Town buildings for possible cost-saving ideas.
In addition Allison requested a summary sheet showing last year's actual figures
and this year's proposed expenditures; a salary plan; and a summary of payments
made for Matadero Creek Subdivision and budgeted and contracted amounts.

B. BUDGED STIDY SESSION (continued):
Council discussed several items which were a high priority but net budgeted
for in 1982-83. This list included the S -Curve, C=unity Health Abuse Council,
Radar Gun, Library and the Edith Avenue Bridge Project. It was agreed to ask
the Acting City Manager to review these projects and consider possible alter-
natives for support.
PASSED BY ODNSEQSUS: To defer payment of certain bills accrued in 1982-83 to the
1983-84 budget.
PASSED BY CONSENSUS: 7o approve the six reo mendations made by the Acting City
Manager in his budget report dated July 30, 1982 (page three) and to add the
seventh reommendation, as mentioned in the report, instructing the City Manager
to subnit on or about October 1, 1982 a report and recommendation on cost -of -
living salary increases.
The City Council then adjourned to Closed Session for Personnel at 10:40 a.m.
and reconvened at 11:20 a.m.
C. ADJOUHIZMENP:
These being no further new or old business to discuss, the City Council adjourned
at 11:20 a.m. to a Closed Session - Personnel at 7:00 p.m. on Wednesday, August 18,
1982.
