HomeMy WebLinkAbout12/28/1982CITY COUNCIL TOWN OF LOS ALTOS HILLS %W-26379 Fremont Road Los Altos Hills, California MINUTES OF A REGULAR ADJOURNED MEETING Wednesday, December 28, 1982 cc: Reel 140, Side I, Tract II, 000-200 Mayor Perkins called the Adjourned Regular Meeting of the City Council to order at 4:00 p.m. in the Council Chambers of the Town Hall. A. ROLL CALL: Present: Mayor Perkins and Councilmembers Allison, Proft and vanTamelen Absent: Councilwoman Hillestad Staff: Acting City Manager Marty Tarshes; City Engineer/Planner John A. Carlson; Secretary Leslie Penfold Press: Mary Duenwald, Peninsula Times Tribune; Martin Kaehler, Los Altos Town Crier; Ed Herring, San Jose Mercury B. MATTERS RELATED TO MATADERO CREEK SUBDIVISION: E. Mr. Tarshes informed Council of the meeting between the Palo Alto Unified School District and the Town on December 27, 1982, for discussion of an extension of the agreement between the Town and the PAUSD. Mr. Tarshes referred to an outline presented to Council, "Proposed Note Extension Terms", noting the total amount cash payment to be paid to the PAUSD is $1,236,060 (re- conveyance payments included), with a remaining balance of $1,594,310. Mr. Tarshes indicated for each remaining 12 lots, at least 568 of the sale price shall be paid to PAUSD in order to secure reconveyance. With regard to the meeting of December 27, 1982, Mr. Tarshes, noted the PAUSD suggested in addition to the 56%, that a minimum Reconveyance of $-1-54@7-0&0*be paid, indi- cating this would be no problem to the Town. Mr. Tarshes noted a tentative agreement had been reached, since this cannot be finally approved until after the new year, this agreement shall be retroactive to January 1, 1983. The City Attorney and the Attorney for PAUSD will draft a final agreement, which will be reviewed by the PAUSD Board of Directors at their meeting of Janaury 4, 1983. MOTION SECONDED AND CARRIED: Moved by Allison, seconded by Proft and passed unanimously that the City Council is in agreement with Mr. Tarshes' outline "Proposed Note Extension Terms", with minimum reconveyance of S1-SQ,009� this shall be forwarded to the City Attorney. ` *(hMENDED BY COUNCIL - 1/5/83 COUNCIL MEETING) �r FIGURE SHOULD BE $100,000 CITY COUNCIL MINUTES - DECEMBER 28, 1982 PAGE TWO C. NEW BUSINESS: 1) Mr. Tarshes informed council on a recent judgement awarded on a case involving an accident on Moody Road near Foothill College, indicating at this time he has been informed the liability policy carrier is giving 30 day cancellation notice. Mr. Tarshes noted a letter had been sent out to Flamer Insurance Company today, indicating work the Town will be performing in this area on Moody Road, i.e. installation of warning signs on pavement and shoulder, and future installment of guard rail, and road re -alignment. City Council asked that the City Attorney report on this matter, since no contact had been made with the Town or the Attorney, regarding this settlement. It was also suggested, that the new City Manager prepare a list of claims and that it be reviewed and submitted to the City Council. 2) Mr. Tarshes informed council of a legislative action being proposed that will take away the balance of the Motor Vehicle in -lieu tax and possibly the cigarette tax, could be a loss of $80,000 - 90,000 to the Town this year. Mayor Perkins informed council he and Ann Hinshaw have met with Assemblyman Konnyu to discuss this action; and have sent letters to the Assembly and Senate. 3) Mr. Tarshes informed council that on future warrant lists, there will be warrants for the Sherrif's Dept. for investigative services performed since July 1982, noting there have been past disputes over the amounts, and these amounts are now consistent with the Law Enforcement Contract. 4) Mr. Tarshes indicated this would be his last council meeting, noting it has been most interesting and stimulating and he has enjoyed working with staff and council. City Council thanked Mr. Tarshes for this help in coming at such a difficult time. D.
