A. CONISENT CALENDAR: MOTION SEODMED AIM CARRIED: Moved by Perkins, seconded by Hillestad and passed by all members present to approve the Consent Calendar, specifically: 1. Approval of Minutes: March 16, 1981 2. Approval of Warrants: $25,009-38 3. Actions of the Planning Cam�dssion: recomw�nded granting of the following: a) LAMS OF SLUSEr, LTD., File SA #2-81 4. Resolution for Adoption: a) Resolution #1342 accepting certain improvements in connection with Tract #6530, LN4DS OF BERRY HILL 5. Motion for Adoption: a) Motion setting April 15, 1981 as the Public Hearing date for LRIDS OF RAM[IREZ, File VAR #10-80 - appeal of Variance and Permit Commission denial CITY CDUNCIL MINUTES - April 1, 1981 C. Presentations from the Floor: i, 27073 Horsesh�e Lane, addressed the Council concerning the parking mTt . on Horseshoe 1,ane. Tne parking situation was becoming a problem for the many interrational visitors the Dais had; some had been ticketed by the Sheriff's Department. There had also been a problem with neighoors on Horseshoe Lane and Mr. Dai hoped the situation could be resolved to everyone's benefit. It was agreed that Mr. Dai would meet with staff, the parking situation on Horseshoe Iane would be investigated and staff would report back to Council. D. STAFF - REPORTS, CORRESPONDENCE AND AN"DLNCEMENTS: 1. city Manager: a) Request for additional appropriation of! funds for printing/ publication of Town Booklet The City Manager suggested that Council review a final copy of the Town Booklet and than make their recomnendation on additional allocation of funds. Council agreed to this recommendation. b) Request from "parents Who Car�e" to me the Municipal Facilities Building for a square dance on May 2, 1981 The City Manager reported that he had received a request from Mrs. Stella Karras of "Parents Who Care" to me the Municipal Facilities Building ("Barn") for a dance for the Gunn High School Sophomore Class on May 2, 1981. The City Manager noted that they would provide their own insurance for the event and he was per- sonally satisfied that they would work out the technicalities and that it was a worthwhile event for the Town to support. nYIIGN SECaMED AM CARRIED: Moved by Perkins, seconded by Hillestad and passed by all members present to allow the me of the Municipal Facilities Building for the evening of May 2, 1981 by the Gunn High School Sophomore Class under the sponsorship of the "Parents Who Caxe�" with the understanding that all the techni- calities are worked out and their insurance policy is approved by the City Attorney. -2- 4%W CITY ODUCIL MINUTES - April 1, 1981 D. STAFF - REPORrS, CORRESPONDENCE AM ANNOWnENrS: I- City Manager (continued): c) Request from little League to use the Municipal Facilities Building on April 25, 1981 The City Manager stated that he had received a request from the Little League for permission to use the outside area of the Municipal Facilities Building on April 25, 1981 for their opening day celebration and a white Elephant Sale. (It was probable that the items for the sale would be stored inside the building until the sale began.) The City Manager further noted that the Little League carried their own insurance policy to cover such events. MOTION SBCONDED AND CARRIED: Moved by Perkins, seconded by Hillestad and passed by all manbers present to approve the use of the Municipal Facilities Building by the Little League on April 25, 1981. E. SPE= ORDERS: 1. Request for Final Map Approval, LANDS OF PRILBRICK, Tract #6928 The City Engineer noted for Council's information too changes that had been made: 1) the form of security had been changed from an Instrument of Credit to a Certificate of Deposit and 2) at the request of the Pathway C3nnittee, the path on LaPalcma will be moved back from the curb (This change will be made on the final map.). f4w MYTION SECONDED AND CARRIED: Moved by Hillestad, seconded by Perkins and passed by all members present to adopt Resolution #1343 approving final sub- division map and approving and authorizing execution of subdivision agreement as amended. 2. Request for EncmaclTnent Permit, LANDS OF WII&UNSON, Tract #2056 (con- tinued from 3/16/81 meeting) David Wilkinson, 26343 Esperanza Drive, addressed the Council concerning his request for an encreacrment pemit. ne noted that his lot was relatively narrow and backed onto Ascension and he wanted the fence to help protect his family arid animals. He further remarked that his request was for a fence 11' into the public property because he wanted to curtail the area fron being filled with debris, and, in his opinion, plantings would not solve this problem for many years . Mr. Wilkinson did state that he had contacted a landscape arcbi- tect but they had found it difficult to arrive at a set of landscape plans because they were unable to determine where exactly the landscaping should start. Councilmembers Proft and Perkins expressed serious concerns regarding the fence. They noted that the fence should not be on the street side and should be kept from being the visible structure from tie mad. Councidwraian Hillestad expressed the opinion that a rustic fence sufficiently landscaped would be appropriate. %W -3- CITY COUNCJL MINWES - April 1, 1981 E. SPECIAL ORDERS: 2. Lands of Wilkinson (continued): MTION SE03DDED AM FAILED: Moved by Hillestad, seconded by Perkins and failed by the following roll call vote to approve the encroachuent permit for Lands of Wilkinson subject to the applicant working with staff on specifics regarding landscaping and fencing. AYES: CDuncilwnman Hillestad NOES: Mayor Pro Tem Proft and Councilman Perkins ABSENT: Mayor Nystrom and Councilman McReynolds MOTION SBaWED AND CARRIED: Moved by Perkins, seconded by Proft and passed by all members present to approve the encroachnent permit with the stipulations that the enc:roaclment on the 2/17/81 map be no more than was indicated on said map and the fence shall be three feet (3') inside the edge of the planting toward the property. MDTICN SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed by all members present to adopt Ptesolution #1344 accepting certain encroachment permit and ordering recordation thereof 3. Public Hearings: a) Resolution # approving and adopting amerrhents to the General Plan for said—C—.ty The City Engineer presented a brief overview of the project schedule and gave the background to date of the Lands of Los Altos Hills subdivision. He further stated that the proposed amexr1ment reduced the level of use of the parcel by eliminating the school site and restricting the number of lots an said parcel and the impact upon the environment was reduced from that originally contemplated by the current C�eneral Plan. It was the reonnuendation of the staff and the Planning Commission that the Council adopt a negative declaration and the amend- ments to the Ceneral Plan. She was net pleased with the proposed subdivision and felt there should be more open space. Once again he reiterated his previous request,and the Wards supported this request, that the following phrase net be added to the Paragraph entitled "Residential Unit No. I": "and distributed among the residential lots". The City Attorney stated that the Negative Declaration being considered was only for the land formerly designated as the school site on the property; it did net deal with the subdivision of the property. SPECIAL ORDERS: 3.a) Lands to the General Plan for said City as amended. of Los Altos Hills, C�eneral Plan Anerdnent (continued): MOTION SBODNDED AND CARRIED: Moved by Hillestad, seconded by Perkins and passed by all members present to adopt Negative Declaration, Lands of Los Altos Hills, File #PM 1-81. Rime N and expressed their concerns regaiding open space. Could it be located in one section of the Property? Did it have to be distributed among the lots? Gould it be publicly -owned open space? The City Attorney referred to the resolution concerning the amendments to the C,eneral Plan and noted one change that had been made for clarification purposes. To the ayendi�t deleting the designation of the Palo Alto Unified School District property as a school site, the following would be added: "R (v -i) as shown on Exhibit "A", attached hereto and incorporated herein. " The City Attorney reminded Council and these attending the public hearing that the anen]Ments being COuSid�ed were required to delete the school site designa- tion from the General Plan and change it to residential. The City Manager further commented that the adoption of these arwmdments did not preclude changes being made at a later date on the subdivision map. MOTION SECONDED PND CARRIED: Moved by Hillestad, seconded by Perkins and passed by all members present to adopt Resolution #1345 approving and adopting kw amendment to the General Plan for said City as amended. iw F.
