MINUTES OF A REGULAR MEETING
Wednesday, August 5, 1981

Mayor Pmft called the Regular Meeting of the City Council to order at 7:36 p.m.
in the Council Chambers of Town Hall.
A. ROLL CALL AND PLEDGE OF ALIMIANCE:

B. CONSENT CALENDAR:
YorION SECONDED AND CARRIED: Moved by Perkins, seconded by Hillestad and passed
unanimously by all members present to approve the Consent Calendar, specifically:
1. Approval of Minutes: July 13, 1981 and July 21, 1981
2. Approval of Warrants: $33,535.58
3. Time Extension Request:
a) Request for extension to August 6, 1982 for filing of final map,
LANDS OF AVILA, File TM #2-80
4. Resolutions for Adoption:
a) Resolution #1372 accepting easement deed and ordering recordation
thereof.
b) Resolution #1373 authorizing execution and delivery of easement deed
to Pacific Gas and Electric Company, and the Pacific Telephone and
Telegraph Company.
c) Resolution 41374 setting the time and place of hearing on the report
of sewer service charges proposed to be collected on the 1981-82
tax roll.

2. Reports of Ad Hoc Connittees:
Hillestad noted that there should be a meeting of the Ad Hoc 25th Anniversary
Coanittee the end of the month to discuss plans for the October Event at
Westwind.
3. Reports from the Planning CCmTftission:
Planning Commissioner Dochnahl reported that the Planning Commission had agreed
to keep control of the Design Review Ccmittee with the guidance of the City
Engineer and with outside counsel as needed.

1. City Manager's Report:
a) Sanitary Landfill area
The City Manager reported that possible sites were becoming quite scarce and
the costs were becoming very expensive. In the near future he hoped to have at
least a rough estimate of the purchase cost for a disposal site. This project
was being discussed in conjunction with the plans of the JPA regarding a resource
recovery facility. The City Manager wou:.0 report to Council as soon as he had
additional information.
b) Mediterranean Fruit Fly
The City Manager noted that the California Conservation Corps had been in Toon
since August 4, 1981 to assist senior citizens and handicapped residents in
stripping their fruit.
2. City Engineer's Report:
a) LANDS OF OSRAY, File CDP #8029-79
At approximately 7:45 p.m. Councilman McReynolds arrived.
The City Engineer reported that since the nublic hearing had been scheduled at
the City Council, the Planning Commissio., had reevaluated the conditions of CUP
#8029-79 and had found the owner to be in a - l.iance.

passed unanimously by all members present to table the public hearing for LANDS
OF OSRAY, File CUP #8029-79.

AW E. SPECIAL ORDERS:
1. Public Hearings:
a) Ordinance #269 amending Title 8 entitled "Building Regulations" of
the Los Altos Hills Municipal Code by adding thereto Chapter 8
entitled "Fire Code" to adopt by reference the 1979 edition of the
uniform fire code, including certain appendices, and amendments
thereto
MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed
unanimously by all members present to waive further reading of Ordinance #269.
MOTION SECONDED AMID CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously by all members present to adopt Ordinance #269.
b) Request for Tentative Map Approval, IANDS OF TAAFFE, File TM 14-80
MOTION SECONDED AMID CARRIED: Moved by McReynolds, seconded by Perkins and passed
unanimously by all members present to adopt the Negative Declaration, LANDS OF
TAAFFE, File TM #14-80.
PASSED By CONSENSUS: To made the following corrections and/or additions to the
Conditions of Approval:
Condition S.B. amended to read: "The house and garage on Parcel 2 encroach on
the side setback of Parcel 2. They may remain as pre-existing structures. No
variance is required."
MOTION SECONDED APED CARRIED: Moved by Hillestad, seconded by Proft and passed
unanimously by all members present to approve the Tentative Map, Lands of Taaffe,
File TM #14-80, subject to conditions of approval as recommended by the Planning
Co mission and as amended by Council.
2. Request for Final Map Approval, LANDS OF MATADERO CREEK, File TM #1-81
John Knox-Seith, 27741 Via Cerro Cordo and Peter Wallace, 27975 Via Ventana,
addressed the Council regarding the final map. They were against the density
of development and thought there should be more public debate and/or input on
the matter of developrtent versus open space.
MOTION SECONDED AMID CARRIED: Moved by Hi'lestad, seconded by Perkins and passed
unanimously by all members present to adopt Resolution #1375 approving final
subdivision map of Tract No. 7187, entitled "Msatadero Creek Subdivision', and
approving subdivision improvement plan therefor.
The City Manager then explained that because it is a public project, authoriza-
tion must be received for bids to be obtained. He suggested the bid deadline be
set for 2:00 p.m. on August 24, 1981 and the August 19, 1981 City Council meeting
be adjourned to a meeting on the 24th for bid awards. He further noted that bids
would be received for a general contractor as well as for individual contractors,
t i.e. sewer, water. Either a general contractor would be named or the Town would
A► act as the general contractor.

4W MOTION SECONDED AND CARRIED: Ymed by McReynolds, seconded by Hillestad and
passed unanimously by all menl:ers present to adopt Resolution #1376 ordering
the performance of certain work.
PASSED BY mNSENSUS: The bids will go out as defined by the City Manager and as
approved by the City Attorney.
GENERAL ORDERS AND UNFINISHED BUSINESS:
1. Los Altos Library Commission - request for funding
Ann Throop, Chairman of the Los Altos Library Commission, addressed the Council
and requested $6,842 frun the Tuan in support of the libraries. She noted that
Los Altos had already authorized library support. This financial support was
needed to maintain the current level of service.
Barbara Campbell, County Librarian, explained the County's budget situation as
it related to libraries and referred to her chart entitled, 'Santa Clara County
Library - Distribution of Regional Payroll Budget 1981-82.'
Council agreed that the libraries were an essential service but did question
the fact that those residents of the unincorporated area would be using the
service, yet the County was stating thattheir general funds could not be used
for support.
4W PASSED BY CONSENSUS: To direct the Mayor to write a letter to the Board of
Supervisors requesting them to assume their responsibility in the financial
support of the libraries.
MOTION SECONDED AND CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously by all members present to taule consideration of this item until
the August 19, 1981 budget study session.
2. Petition from residents of Page Mill Estates regarding trees
Mr. Carl Sorensen, 14188 Stanford Court, addressed the Council reiterating his
concerns expressed in the petition signed by all residents of Page Mill Estates.
The petition stated their concerns regarc_ing the eucalyptus trees along Arastra-
dero Road which, in their opinion, were creating a hazardous situation.
Mr. and Mrs. Keith Wadsworth, 14199 Stanford Court, also comented on the fire
hazard created by these trees and on the increased traffic situation at the
entrance to Page Mill Estates.
The City Manager reported that he had contacted a tree service and was waiting
for their estimate to remove the trees. He had also contacted Rosemarie Bednar
of the Palo Alto School District and she too was waiting for an estimate for
remval of the trees on their property. Regarding the trees on private property,
the City Manager noted that there was an abatment procedure and the owners would
be notified of the procedure. He would confer with the City Attorney as to the
proper notification and report back to Council at the next meeting. Perkins
rec=ezx1ed that a deadline be established for ccapletion of this project - not
later than mid-October.

F. RAL ORDERS AND UNFINISHED BUSINESS (continued):
4WO3. Request from the Los Altos Fire Department for Council authorization
to remove fire hazard on the following property in Tann: APN 182-19-057
(Fdgerton)
MOTION SECONDED AMID CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously by all members present to approve request and authorize the City
Manager to abate fire hazard.
G. HEN BUSINESS:
Ordinance # amending Chapter 1 of Title 8 to adopt by reference the
1979 edition of the uniform building code, including the appendix thereto,
and the uniform building code stmidaxds, 1979 edition; amending Chapter 1.1
to adopt by reference the uniform housing code, 1979 edition; amending
Chapter 2 of Title 8 to adopt by reference the 1981 edition of the
national electrical code; and amending Chapter 3 of Title 8 to adopt by
reference the uniform plumbing code, 1979 edition, respectively, of the
Ins Altos Hills Municipal Code.
MOTION SECONDED AMID CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously by all members present to waive further reading of Ordinance #270.
MYFION SECONDED AMID CARRIED: Moved by Hillestad, second by McReynolds and passed
unanimously by all members present to introduce Ordinance #270 amending Chapter 1
`, of Title 8 to adopt by reference the 1979 edition of the uniform building code,
including the appendix thereto, and the uniform building code standards, 1979
edition; amending Chapter 1.1 to adopt by reference the uniform housing code,
1979 edition; amending Chapter 2 of Title 8 to adopt by reference the 1981
edition of the national electrical code; and amending Chapter 3 of Title 8 to
adopt by reference the uniform plumbing code, 1979 edition, respectively, of
the `.os Altos Hills Municipal Code.
MYTION SECONDED AMID CARRIED: Moved by Hillestad, seconded by McReynolds and
passed unanimously by all members present to adopt Resolution #1377 setting the
time and place of public hearing of the proposed adoption of certain uniform
building, housing, electrical and plumbing codes by reference with certain
amendments proposed thereto.
2. Budget Study Session
PASSED BY CONSENSUS: To adjourn to a meeting at 9:00 a.m. on August 19, 1981
for a budget study session.
ingress/egress from Town Hall Parking lot
Proft questioned the legality of the ingress/egress from the parking lot. Council
discussed whether it should be closed off or made into an actual driveway.
Staff was asked to consider future needs and suUtit a reoamiendation to Council.
PASSED BY CoRSENSUS: To temporarily barricade the ingress/egress from the Town
Hall Parking Lot until a definite decision is made for its future use.

The City Council then adjourned to Executive Session for Litigation and
Personnel at 8:53 p.m, and rewnvened at 9:15 p.m.
H. AD.IOURIZ ENP:
There being no further ne. or old business to discuss, the City Council adjourned
at 9:15 p.m. to an Adjourned Meeting at 9:00 a.m. on Wednesday, August 19, 1961.
