MINUTES OF A REGULAR MEETING
Wednesday, August 19, 1981

Mayor Proft called the Regular Meeting of the City Council to order at 7:35 p.m.
in the Council Chambers of Town Hall.
A. FDLL CALL & PLEDGE OF ALLEGIANCE:
Present: Mayor proft and CouncilmemUers Hillestad, Nystrom and Perkins
Absent: Councilman McReynolds
Staff: City Manager Robert Crowe, Assistant City Attorney Vfilliam Hughes
and Deputy City Clerk Pat Dowd Vince Troia, Los Altos Town

v B. CONSENT CALENDAR:
Item Removed: B.3.b) (Crowe)
MOTI0N SECONDED AND CARRIED: Moved by Nystrom, seconded by Perkins and passed
unanimously by all members present to approve the balance of the Consent Calendar,
specifically:
1. Approval of Minutes: August 5, 1981
2. Approval of Warrants: $48,660.44
3. Resolutions for Adoption:
a) Resolution #1378 urging the California Public EWloyees Retirement
System to increase its rate of return on investments.
c) Resolution #1379 requesting the tax collector of the County of Santa
Clara to levy certain charges against real properties.
Item Removed:
c) Resolution #_authorizing borrowing of money
The City Manager reported that this item related to the Matadero Creek Subdivision
He removed it from the agenda at this time because the resolution Was not in its
proper form and the proper procedure Was being investigated.

C. SPECIAL REPORTS:
1. Reports from Standing Committees:
In response to a question from Proft, Hillestad reported that there was no
action regarding Solid Waste pending the decision by the city of Mountain View.
2. Reports of Ad Hoc Committees. none
3. Reports frau the Planning Commission: none
4. Presentations from the Floor:
a) Mr. Brian Gruber, Field Representative - Senator Dan O'Keefe's office:
Update of Legislative Activities
Mr. Brian Gruber noted that the Senator's office was starting a program of
bringing reports to the community and they would be glad to answer requests of
Council to report on issues of particular interest. Mr. Gruber reported the
status of serveral bills, i.e., SB 215(gas tax bill), SB 1151 (passed into law
by Governor Brawn last month), SB 799 and �!R 1132 (regarding fireworks), AS 1361
(extending, radar authority on residential streets), SB 521 and SB 522 (use of
electric cars and energy savings) , AB 2003 and AB 2004 (regarding IAF'CO - how the
two city members are chosen and conflict of interest votes), AS 2853 and SB 77
(regarding the housing issue and the housing element guidelines).
D. STAFF - REPORTS, CORRESPONDENCE AND ANNOUNCUIEtITS:
1. City Manager's Report:
a) Matadero Creek Subdivision:
The City Manager reported that the bid deadline was Monday, August 24, 1981 at
2:00 p.m. and the response had been very good. He suggested Council adjourn to
a meeting on Wednesday, August 26, 1981 to award bids. Presently discussions
were being held with banks regarding borrowing of money for improvements. The
City Manager expected a response from the banks within a week.
At approximately 8:00 p.m. Councilman McReynolds arrived.
b) Request from the Los Altos Fire Department for Council authorization
to remove fire hazard on the following property in Tuan: APN 182-26-15
(Menalto)
NDTION SECDNDFD AND CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously to approve request and authorize the City Manager to abate the fire
hazard.
c) Arastradem Road - Tree Situation
The City Manner reported he had received an estimate to remove all the trees.
The Palo Alto School District had also received an estimate to remove their trees
and the next step was to notify the private property owners of their responsibility
The City Manager further stated that he Would keep Council informed of the status
of this matter.

D. STAFF - REPORTS, CORRESPONDENCE AMID ANNOUNCEMENTS:
2. City Engineer's Report:
a) Proposed Housing Element - General Plan
MIPION SECONDED AND CARRIED: Moved by Hillestad, seconded by Nystrom and passed
unanimously to authorize staff to submit the proposed housing element to the
Department of Housing and Community Development for crnment and review.
E. SPECIAL ORDERS:
1. Public Hearings:
a) Resolution # adopting the Los Altos Sewer Service charge final
report and authorizing transmittal to the Santa Clara County Assessor's
Office.
MOTION SENDIDED AMID CARRIED: Moved by Hillestad, seconded by Perkins and passed
unanimously to adopt Resolution #1380 adopting the Los Altos Sewer Service charge
final report and authorizing transmittal to the Santa Clara County Assessor's
Office.
b) Resolution # adopting the Palo Alto Sewer Service charge final
report and authorizing transmittal to the Santa Clara County Assessor's
Office.
kw MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed
unanimously to adopt Resolution #1381 adopting the Palo Alto Sewer Service charge
final report and authorizing transmittal to the Santa Clara County Assessor's
Office.
F. GENERAL ORDERS AND UNFINISI-IED BUSINESS:
1. Budget Review:
Councilmembers held a budget review. Account Numbers 1-405, 1-406, 1-415, 1-430,
1-440, 1-450, 1-451, 1-460, 1-462 were approved. Council suggested that a page
52A be added noting 'Capital Improvements not included in the 1981-82 Budget'.
MOTION SECONDED AND CARRIED: Moved by Hillestad, seconded by McReynolds and
passed unanimously to adjourn to an adjourned regular meeting on Wednesday,
August 26, 1981 at 2:00 p.m. for bid awards, Matadero Creek Subdivision.
G. NEW BUSINESS:

There being no further new or old business to discuss, the City Council adjourned
at 9:10 P.M. to an Adjourned Regular Meeting at 2:00 p.m. on Wednesday, August 26,
1981.
