Mayor
McReynolds called the Regular Meeting of the City Council to order at 5:00
p.m. in the Council Chanheis of Town Hall.

Iten B. 4a) was taken off the Consent Calendar for separate consideration.
MUTTON SECONDED ASID CARRIED: Moved by Mayor McReynolds, seconded by Nystrom
and passed unanimously to adopt Resolution #1275 declaring canvass of returns
and result of General Municipal Election.
Mr. Crowe, in his capacity as City Clerk, administered the Oath of Office to
the incumbent Councidmenbers Lucile Hillestad, Willian Perkins and David Proft.
He then awarded than the Oatls of Affirmation.

MOTION SECONDED AM CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously to approve balance of Consent Calendar, specifically:
1. Approval of Minutes: April 2, 1980
2. Approval of Warrants: $69,384.75
3. Notions for Adoption: Motion setting May 7, 1980 as the Public Hearing
date for the following Tentative Map Application:
a) LANDS OF PHILBRICK, File TM #2102-79
5. Actions of the Variance and Pemmit Commission - remmended granting of
the following:

Councilman Perkins reported that he had looked at the property and reocnnnended
that the variance be granted with the following reasons entered as a part of
the record. These points substantiate Item 1 of Section 9-5.1107(b) of the
Los Altos Hills Municipal Code.
1. A line of trees had been planted along the westerly boundary for wird
control. �unss�It is necessary that these trees mature to minimize existing wird

3. The construction of garage roof will not support panels.
4. The panels have to be raised to avoid shadow line of the garage.
5. By virtue of the topography the proposed area of installation is named
for parking ; therefore, since the panels must be raised as described in
Item 4 the present need for parking can be continued.

Planning Cc missioner Mary vanllemelen noted that the Planning Cbmuission was
considering a number of possible ordinance changes which would mitigate effects
of intense development on individual lots.

a) Report on Adobe Creek
The City Manager reported that the hearing on the request for a preliminary
injunction was scheduled for April 16 and he would be attending if called to
testify. The foreclosure sale was scheduled for May but would depend on the
outoome of the April 16 hearing.

4W 1. City Manager:
b) Proposal frau los Altos Fire Protection Oamussion
The City Manager reported on the proposed amendment to the agreement for
fire protection services between Los Altos County Fire Protection District
and the city of 1,os Altos. This amendment would add additional taxes to
cover any loss of revenue due to Proposition 13.
Mayor McReynolds further cminented that there were several problems with the
present fire protection service: very expensive; even more expensive if taxes
are increased and no choice in the kind of protection we receive. Other
alternatives should be investigated which might be more reasonable in cost
and might better suit our specific needs (i.e. we have no stores, cluster
buildings, etc.) Such alternatives would include: our own fire protection;
renewal of the current contract or private fire protection services in other
areas. The Mayor asked the City Manager to prepare a report for the Council
comparing the alternatives, providing a cost study and presenting a proposal
regarding our awn fire protection system (fire protection and police services -
dual program).

a) Claim - Wallace Such

City Attorney remnnended that the claim of Wallace Such be rejected and
sent to our Los Altos Insurance Company, Flamer & Company.
MOTION SDOONDED ADID CARRIED: Moved by Nystrom, seconded by Hillestad and
passed unanimously to reject the claim of Wallace Buch.
b) Resolution #1276 appointing William H. Hughes as assistant City
Attorney for the City of the Town of Ios Altos Hills.
MOTION SEDMIDED AND CARRIED: Moved by Perkins, seconded by Hillestad and
passed unanimously to adopt Resolution #1276 appointing William H. Hughes as
assistant City Attorney for the City of the Town of Los Altos Hills.
E. SPECIAL ORDERS:
1. Public Hearing:
a) Ordinance #262 amending Article 3 of Chapter 9 entitled "Sub-
divisions" of Title 9 of the Los Altos Hills Municipal Code by
adding Section 9-9.311 thereto. (FIRST READING)
The City Attorney reported that presently if there was a certificate of compli-
ance it was issued by the City Manager. However, it was considered important
that Council be aware of the process and determine if certificates were necessary.

4r MOTION SECONDED AMID CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously to waive further reading of Ordinance #262.
MOTION S]XDMDED AMID CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously to introduce Ordinance #262 amending Article 3 of Chapter 4 entitled
"Subdivisions" of Title 9 of the Ios Altos Hills Municipal Code by Adding
Section 9-4.311 thereto.
2. Ordinance #261 anenling Section 9-5.303 of Chapter 5 of Title 9 of the
Eos Altos Hills Municipal Code by providing for the prezoning of certain
property. (SECOND READING)
MOTION SEOONDED AMID CARRIED: Moved by Nystrom, seconded by Perkins and passed
unanimously to waive further reading of Ordinance #261.
MOTION SECONDED AMID CARRIED: Moved by Hillestad, seconded by Nystrom and passed
unanimously to adopt ordinance #261 amending Section 9-5.303 of Chapter 5 of
Title 9 of the Ios Altos Hills Municipal Code by providing for the prezoning of
certain property.
3. Resolution #1277 approving Final Parcel Map, LAMIDS OF JOHNSON, File FM
#3081-79.
MOTION SECONDED AND CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously to adopt Resolution #1277 approving final parcel map of the lards
6W of Johnson and approving and autlnrizing execution of subdivision agreement.
G. NEW BUSINESS:
1. Reorganization of Council:
a) Vacation of office of Mayor and Mayor Pro Tanpore
MOTION SECONDED AND CARRIED: Moved by Mayor McReynolds, seconded by Councilman
Proft and passed unanimously to vacate the office of Mayor and Mayor Pro Tem.
b) Election of Mayor
MOTION SBODDED AMID CARRIED: Moved by Councilwoman Hillestad, seoonded by
Councilman Perkins and passed unanimously to aminate Councilman Nystrom as
Mayor for a tens of one year.
M13TION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman
Perkins and passel to cast a unanimous white ballot vote electing Councilman
Nystrom as Mayor.

$r c) Election of Maar Pro Tempore
monoN sBa%DED Am CARRIED: Moved by Nystrom, seconded by Perkins and
passed unanimously to nrminate Councilman Proft as Mayor Pro Tan for a term
of one year.
MORTON SECONDED NO CARRIED: Moved by Nystrom, seconded by Perkins and
passed to cast a unanimous white ballot electing Councilman Proft as Mayor
Pro Tan.
Following the necessary seating changes, outgoing Mayor McReynolds was
presented with his gavel mounted on a plaque from the Council and an engraved
silver platter from the residents of the Tuan in honor of his achievements
over the past year. He thanked everyone for their help during his year as
Mayor and noted that he was leaving the incoming Mayor with several important
issues to be handled, namely, Adobe Creek, fire and police protection services
and the question of beaming a Charter City.
The City Council then adjourned to Executive Session for Litigation at 5:55 p.m.
and reconvened at 6:45 p.m.
There being no further new or old business to discuss, the City Cormcil
adjourned at 6:46 p.m. to an Adjourned Meeting at 5:00 p.m. on Tuesday,
April 22, 1980.
