Mayor Nystrom called the Regular Meeting of the City Council to order at 7:40 p.m.
in the Council Chambers of Town Hall.

MOTION SffiAEIDED AND CARRIED: Moved by Perkins, seconded by McReynolds and
passed unanimously by all members present to approve balance of Consent Calendar,
specifically:
1. Approval of Minutes: May 7, 1980 and May 14, 1980
2. Approval of Warrants: $25,687.73
4. Time Extension Request:
a) Request for extension to July 31, 1980 for Planning Camdssion con-
sideration, LANDS OF AVILA, File TM 2-80.
b) Request of Ghulam Nabi for Time Extension Lots 1 and 2, Tract No.
4392, for recorded map.

`, Councilman Proft stated that he asked for a revised use permit which listed
only these items related to the new wrditional use permit and removed the
items which had been completed. The City Manager noted that this use _emit
was an amendment to the original use pennit. Prior conditions had been com-
plied with and this related to ongoing conditions.
YDITON SBOO DID ASID CARRIED: Moved by Proft, seconded by McReynolds and passed
unanimously by all members present to adopt Conditional Use Permit #1-80 as
recommended by Planning Claamission and as reflected on the pink sheet.
The City Council then adjourned to Executive Session for Litigation at 7:45 p.m.
and reconvened at 8:05 p.m.
SPECIAL REPORTS:

3. Reports from the Planning Czrmission:
Planning Cammissioner Stewart reported on the Planning C3mission's reoaumexdation
that the City Council establish an agreement with Fbothill College to improve the
availability and accessibility of Pbothill College recreational facilities for use
by Town residents. Councilmembers asked for more specifics regarding this matter.
Planning Omadssioner Rydell is to check with Foothill College, find out the rules
f. and regulations regarding the courts, pools, tracks, etc. and report back to
Council. This information will also go in the next issue of the LAH Newsletter.

City Manager
a) Fire Department Report: Scottsdale Fire Progran and Request for
authorization to retain the firms of Rural/Metro as a consultant for
this project.
The City Manager reported on the trip he, the Mayor axd Cordon Penfold had taken
to Scottsdale to study their fire progran. Regarding retaining Rural/Metro as a
consultant Councilman McReynolds noted that Rural/Metro would not be the sole
consultant; the Town already had one consultant, Chief Sanders, Ios Altos Fire
District. This gave the Town the opportunity to objectively study the issue;
Rural/Metro would present a different viewpoint. At the least this study should
present the Town with timely information and possibly the opportunity to improve
the services. Councilman Perkins asked staff to provide a time schedule showing
what goals were to be expected by what dates and what were the alternatives if
they were not met.
MOTION SBCONDED AM CARRIED: Moved by Perkins, seconded by McReynolds and passed
unanimously by all members present to request the services of Rural/Metro within
L the terns of their proposal dated 5/14/80, with the stipulations that the study
�/ be completed within 45 days and does not exceed $5,000.

E. SPECIAL ORDERS:
1. Ordinance # amending Section 9-4.703, and Subsections (a) and (b) of
Section 9-4.704, respectively, of Chapter 4 entitled "Subdivisions" of
Title 9 entitled "Planning and Zoning" of the Ins Altos Hills Municipal
Code, and repealing Sections 9-4.707 and 9-4.710, thereof (right-of-way
widths) (FIRST READING)

unanimously by all members present to waive further reading of Ordinance #
MOTION SECONDED AND CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously by all members present to introduce Ordinance # by title.
2. Public Hearing:
a) Ordinance # amending Section 9-5.303 of Chapter 5 of Title 9 of
the Ins Altos Hills Municipal Code by providing for the prezoning of
certain property (SECOND READING)
MOTION SECONDED AMID CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously by all members present to waive further reading of Ordinance #
MOTION SECONDED AND FAILED: Moved by McReynolds, seconded by Perkins and failed
by the following roll call vote to adopt Ordinance # anerding Section 9-5.303
of Chapter 5 of Title 9 of the Los Altos Hills Municipal Code by providing for the
prezoning of certain property.
AYES: Mayor Nystrom, Councilman McReynolds
NOES: Councilmonbers Perkins and Proft
ABSENT: Councilwoman Aillestad
Lorraine Morgan, Altamont Circle, spoke on behalf of the Altamont Hills Home-
owners and asked Council three question: 1) were there any guidelines for the
dedication of land for open space? 2) if Alta ont Hills was anneal, would their
circles be maintained by the Town? and 3) could Altamont Hills be assuaged of
the sane level of urban service as the rest of Ios Altos Hills?
Coumcilmanbers and the City Attorney responded with the following information:
1) open space was an element of the Town's General Plan; 2) if the 'Town annexed
a public street, the Tuan maintained it; if it annexed a private street, it did
not. A private street could be dedicated to the Town. If the Tann accepted such
an offer, it then maintained the street. 3) all areas of Los Altos Hills receive
the sane level of service.
Councilman Perkins questioned why prezoning was taking place at this time, par-
ticularly if the Town had no definite plans for annexation. He further cemented
that the Altamont Hills area was fully developed; the Tuan had nothing to offer
then. Also the Altamont Hills area was zoned PTD (planned unit development or
cluster housing) and this was different from the zoning in the rest of the Hills.
Councilman Proft asked if PTD zoning was ompatible with the Town's philosophy
and wondered what impact it would have if anne�d.

by the following roll call vote to adopt Ordinance # emending Section 9-5.303
of Chapter 5 of Title 9 of the Ins Altos Hills Municipal Code by providing for the
prezoning of certain property but excluding Altamont Circle on Exhibit A.

MOTION SECONDED AND CARRIED: Moved by McReynolds, accorded by Nystrom and passed
unanimously by all members present to introduce anerded Ordinance # anending
Section 9-5.303 of Chapter 5 of Title 9 of the Los Altos Hills Municipal Code by
providing for the prezoning of Casa Mia Way; to continue the issue of prezoning
Altamont Circle and to direct staff to provide additional information on the leaal
and financial aspects of PID zoning for the second meeting in June.
F. GENERAL ORDERS APED UN MSH D BUSINESS:
1. Request for amendment to conditions for Rancho Murietta Subdivision
(deletion of parallel sewer at Adobe Larne)
Paul Nowack, Civil Engineer, submitted his request by letter that the subdivision's
coxclition stating that he must construct a parallel sewer be deleted. It was
his finding that this parallel sewer was not needed to provide the necessary
e capacity.
The City Engineer stated that this matter was still being considered by staff.
The consultant was measuring the line and would present a report. He continued
that it was not only a matter of capacity but also of future development.
MOTION SECONDED APD CARRIED: Moved by Nystrom, seconded by McReynolds and passed
by the following roll call vote to uphold the condition that a parallel sewer
be constructed.
AYES: Mayor Nystrom, (buncilmembers McReynolds and Proft

ABSENT: Councilwoman Hillestad
2. Ardrew Allison, 27360 Natma Road: barhdng dog mnplaint
Since Mr. Allison was rot present to address this issue, Wumcil did not consider
it.
G. NEW BUSINESS:
1. Historical Heritage Commission: Nomination for 1980 Marl for Excellence
in Historic Resources Preservation.
PASSED BY CDNSENSUB: Council cast a unanimous white ballot vote nominating Ima
Goldsmith for the 1980 hoard for Excellence in Historic Resources Preservations.
`' Ima Goldsmith, President ALstorical Society, thanked the Council for this
n cmination.

G. NEW BWINESS (continued)
`• 2. Reductions in Library Department Progran Preliminary Report - Barbara
Campbell, Cbumty Librarian.
Barbara Campbell, (bumty Librarian, gave her report which outlined her remnnen-
dations for resolving the problem of anticipated reduced revenues for the Library
Department beginning July, 1980. Ms. Campbell was also attempting to detennine
the extent of financial help that may be possible from some of the cities. If
Ins Altos Hills participated their share would be approximately $14,000. Cbumcil
agreed that this item would be discussed during this year's budget sessions.
3. Alcohol and Drug Abuse Progran - Reduction of County Program Support
At the request of Mayor Nystrom this item was continued to the next meeting.
The City Council then adjourned to Executive Session for Litigation at 9:45 P.M.
and reconvened at 10:45 P.M.

There being no further nea or old business to discuss, the City Council adjourned
at 10:46 p.m. to an Adjourned Meeting at 3:00 p.m. on Friday, May 30, 1980.
