II, 183-1106 Mayor Nystrom called the Regular Meeting of the city Council to order at 7:45 p.m. in the Council Chambers of Town Hall. A. POLL CALL & PLEDGE OF ALLEGIANCE: Present: Mayor Nystrom, Councilmenbers Hillestad, McReynolds, Perkins and Proft Absent: None Staff: City Manager Robert Crowe, City Attorney Frank Gillio, City Engineer/ Planner John Carlsson and Deputy City Clerk Pat Dowd Press: Florence Pallakoff, Lee Altos Tann Crier; Mary Schmich, Peninsula Times Tribune; Steve Gruber, San Jose Mercury; John Flinn, San Francisco Examiner B. CONSENT CALENDAR: MOTION SDtiPIDED AND CARRIED: Moved by Perkins, seconded by Hillesta3 and passed umaninnusly to approve the Consent Calendar, specifically: 1. Approval of Warrants: $26,232.94 C. SPECIAL REPORTS: 1. Reports of Standing CmTnittees: none 2. Reports of Pd Hoc Conmittees: none 3. Reports from the Planning Commission: none 4. Presentations from the Floor: none D. STAFF - REPORTS, CORRESPONDENCE APED ANNOU14ZEKEdTS: 1. City Manager: a) Public Safety Report The City Manager listed the options open to the Town regarding the Los Altos County Fire District: 1) "do nothing" which would lead the County to continue the current contract with Los Altos and attempt another tax election in April; 2) reorganize the political/econandc structure of the Fire Commission and request `, an extension of the time period to cancel the contract with Los Altos and 3) reorganize the structure of the Camnission and cancel the current contract with Los Altos effective June 30, 1981. LM CITY COUNCIL MINUTES - Decenber 3, 1980 l.a) Public Safety Report (continued): Councilmenbess discussed these options, specifically options two and three. McReynolds and Hillestad supported option three, noting that option two was a continuation of a contract that was not workable. Perkins stated that the District must be autonomous acid was against canceling the contract. Proft stressed the importance of waiting for the reccumeidations of the Ad Hoc Public Safety Study Committee. MOTION SECONDED AMID FAILED: Moved by Perkins, seconded by Nystrom and failed by the following roll call vote that the Town of Los Altos Hills reccnmends to the Board of Supervisors that the Ice Altos Fire Protection District be made autonomous and independent of the Board of Supervisors as the governing board of the Fire District. AYES: Mayor Nystrom and Councilman Perkins NOES: Councilmembers Hillestad, McReynolds and Proft Council agreed with McReynolds suggestion to continue this discussion at an adjourned meeting on Monday, December 8, 1980 at 9:30 p.m. 2. City Attorney's Report The City Attorney presented his report and a copy of the ordinance for adoption concerning subcontractor's business licences. MYTION SECONDED AMID CARRIED: Moved by Proft, seconded by Perkins and passed unanimously to waive further reading of Ordinance #266. MOTION SEXONDED AND CARRIED: Moved by Proft, seconded by Perkins and passed unanimously to introduce Ordinance #266 amending Article 1 of Chapter 1 entitled "Business Licenses" of Title 3 of the Los Altos Hills Municipal Code, and by amending subsection (a) of Section 3-1.111. E. SPECIAL ORDERS Regarding the Town's proposed purchase of the Palo Alto Unified School District property (Page Mull/Alexis School Site), the City Attorney outlined the necessary steps to be taken. The procedure included the adoption of the following three resolutions and minute order. MOTION SECONDED ASID CARRIED: Moved by Hillestad, seconded by Perkins and passed unanimously to adopt Resolution #1318 finding and determining that public lands in the vicinity of the Page Mill/Alexis school site are inadequate for outdoor recreational and open space community purposes. MOTION SECONDED ASID CARRIED: Moved by Perkins, seconded by Hillestad and passed unanimously to adopt Resolution #1319 establishing and creating a special fund to be called the "Revenue Fund". -2- 7 CITY COUNCIL MINUIES - Decanher 3, 1980 E. SPECIAL ORDERS (continued): MOTION SECONDED AND CARRIED: Moved by Hillestad, seconded by Nystrom and passed unanimously to adopt Resolution #1320 approving and authorizing execution of agreement between the City of the Tuan of Los Altos Hills and the Palo Alto Unified School District, authorizing execution and delivery of note and deed of trust, and accepting grant deed and authorizing recorda- tion thereof. NOTION SECONDED AM CARRIED: Moved by Proft, seconded by Hillestad and passed unanimously to approve a minute order to transfer $10,000 to the "Revenue Fuel". MOTION SBODNDED ANID CARRIED: Moved by Nystrom, seconded by Hillestad and passed unanimously giving City Manager authorization to solicit proposals for engineering services. g7jil 13144 17974' Walter Babbitt. Paul Reneau, Byrd Lane and Peter Wallace, Via Ventana addressed the Council in support of the Town's purcnase or tnus property. ric: were also advised by Council that when the time of development began, public hearings would be held and all information would be made available. GENERAL ORDERS AND UNFINISHED BUSINESS: 1. Lands of Lee, Site Development Permit No. 4775 (continued from 10/30/80 Council Meeting) MOTION SECONDED AM CARRIED: Moved by Proft, seconded by Hillestad and passed unanimously to continue Lands of Lee, Site Development Permit No. 4775 to the next City Council Meeting. G. NEW BUSINESS: Councilman Proft referred to the City Attorney's m oraxdum dated November 10, 1980 cancerning 1980 Lard Use Regulations. MOTION SECONDED AND CARRIED: Moved by Proft, seconded by Hillestad and passed unanimously to refer these regulations to the Task Force for review and ask for their report to Council sanetime in March. Councilman Proft referred to the Sierra Club's letter to Council concerning the possibility of aerial spraying of malathion to control the Mediterranean fruit fly and possible alternatives. Proft noted that he ]anew a resident of Los Altos Hills who would be willing to coordinate ccnnunity efforts rather than have the aerial spraying. H. ADJOUR,�: There being no further new or old business to discuss, the City Council adjourned at 10:06 p.m. to an Adjourned Meeting at 4:30 p.m. on Monday, December 8, 1980.
