II, 001-540 Mayor Nystrom called the Adjourned Meeting of the City Council to order at 4:45 p.m. in the Council Chambers of Town Hall. A. RDLL CALL AMID PLEDGE OF ALLE(IANCE: Present: Mayor Nystrom, Councilmenbers Hillestad, McReynolds, Perkins and Proft Absent: None Staff: City Manager Robert Crowe, City Attorney Frank Gillio and. Deputy City Clerk Pat Dawd Press: Florence Pallakoff, Los Altos Town Crier; Mary Schmich, Peninsula Times Tribune; Fd Herring, San Jose Mercury B. PUBLIC SAFETY REPORT: The City Manager presented the Ad Hoc Public Safety Study Committee's report to the Council. Among the mmiusions of the Committee were the following: 1) the Ins Altos Fire Protection District be kept intact; 2) District obtain irrevocable autonomy with City Council as representatives sitting as members of the Commission along with two unincorporated members. The existing revenue sources be maintained. Councidmembers then discussed the Ommittee's recommendations. While agreeing that the District should remain intact and the commission should be autonomous, Councilman Perkins questioned whether it was the appropriate time to designate win would be on the commission. Robert Cheney, 10737 Magdalena, addressed the Council in support of keeping the District intact. Walter Schulze, La Loma Drive, agreed control should be in the District but questioned whether it should new be stipulated who would be on the Gwmission. x� MOTION SECONDED AMID CARRIED: Moved by McReynolds, seconded by Hillestad and passed by the following roll call vote to reccm end to the Santa Clara County Board of Supervisors that the Los Altos Fire Protection District remain intact with control delegated to a seven -member commission, consisting of five City Council members and two residents to be appointed from the unincorporated portion of the District. Commission members would serve four-year terms with vacancies on Council seats filled by new Councilmembers. Further all current sources of revenues will be retained within the District. PUBLIC SAFETY REPORT (continued): COUncilmambers then discussed recommending that the Board of Supervisors notify Los Altos that they would net renew, the fire protection contract in its present form beyond the current year. While Council agreed that the contract was not workable and needed to be renegotiated, they decided this action would be premature and shnuld be left to the decision of the new Cmmission. C. NEW BUSINESS• Paul Nowack and Jean Scothern, Los Altos, introduced Mr. Gale Carr, Gale Carr and Associates, Inc., Chino, California who presented to the Council a brief overview of Redevelopment Agencies. Mr. Gale Carr noted that redevelopment agencies are an excellent funding source for projects that are needed in municipalities. The State gives the Council the authority to form the agency and the Council is on the Board of tun agency. The agency is established at no cost to the city - tax increment financing. The Council selects a survey area from which the project area is defined. The project most be of benefit to the majority in the project area. Mr. Carr further commented that the planning costs depended on several factors and the project took approximately nine months to one year to implement. Councilmanbers thanked Mr. Carr for his presentation and asked him to submit literature and background materials so they could study this issue. D. ADJOUJ Nr: There being no further new or old business to discuss, the City Council adjourned at 6:25 p.m. Respectfully submitted, Patricia Dowd Deputy City Clerk ** The 12/8/80 minutes were amended at the 12/17/80 Council meeting to add the following paragraph: MDTION Mr sBaNDED APED FAILED: Moved by Perkins to recommend to the Board of Supervisors that the Los Altos Fire Protection District remain intact but that the authority controlling the district be transferred totally from the present Board of Supervisors to the Commission either in its present form or revised. -2-
