HomeMy WebLinkAbout03/15/1979CITY COUNCIL 4ar TOWN OF LOS ALTOS HILLS 26379 Fremont Road Los Altos Hills, California MINUTES OF AN ADJOURNED REGULAR MEETING Thursday, March 15, 1979 cc: Reel 117, Side II, Tr. 1, 338-514 Mayor Lucile Hillestad called the Adjourned Regular Meeting of the City Council to order at 5:10 p.m. in the Council Chambers of Town Hall. The City Manager requested consideration of two items not on the agenda, specifically, authorization to replace the dump truck and dispose of the pick-up truck. MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman McReynolds and carried unanimously to adopt Resolution #1188 approving specifications and authorizing going to bid for replacement of dump truck. MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Mayor Hillestad and passed unanimously to authorize the City Manager to sell the pick-up to the highest bidder. A. REVIEW OF NOTICE OF INSUFFICIENCY OF CLAIMS AGAINST THE TOWN - BAS HOMES, INC. The City Attorney introduced into the record the nine Notices of Insufficiency Claims in (boesponse to claims filed by BAS Homes, Inc., outlining procedures to be followed and service by mail to be accomplished. MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilman Proft and carried unanimously to—accept the Notices of Insufficiency and direct the mailing thereof. B. RESOLUTION # APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-ZIBERG URBAN OPEN SP—ACE AND RECREATION PROGRAM. Councilman Perkins expressed his concerns as to strings attached upon acceptance of these monies. The City Manager and City Attorney offered clarification as to intent of the Resolution and the proposed purchase. Further review will also be available at the time of signing the contracl MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilman Perkins and carried unanimnsly to—adopt Resolution #1189 approving the application for grant funds under the Roberti-Z'berg Urban Open Space and Recreation Program. C. RE -ORGANIZATION OF COUNCIL: Before vacating the office, Mayor Hillestad addressed those present as follows: "My year as Mayor has been a year of transition and change, with a dramatic and emotional beginning. It was with knocking knees that I approached the dias to face the hot lights of the news media and the angry and confused faces of the joggers we wanted to protect. Before that issue was settled, we were into hearings and a controversy over a Williamson Act cancellation and a possible annexation concept of 675 acres. We didn't catch our breath between and, sometimes at the same meeting, we had scheduled hearings on the 4aw possible revocation of the Adobe Creek Country Club Use Permit and Williamson Act cancellation. CITY COUNCIL MINUTES - March 15, 1979 Mayor Hillestad's Speech: (Continued) All the meetings and hearings were made easier for me with Tom McReynolds re-elected kar and Jim Nystrom elected to the Council and, later, Bill Perkins appointed to replace Keith Brown. This support and confidence and positive attitude from the entire Council has been much appreciated. The year has been active and progressive with many small, but important items and plans accomplished and others still moving on. Most importantly, the task of up- dating and completing the elements of the General Plan. We took a hard look at whether we were achieving our goals through the General Plan and Ordinances in the Town's development. I feel we are now in compliance with State requirements with all the required elements completed. Through the Steering Committee we should, with Staff consultant contributions, have the Municipal Code compatible with the philosophy of the General Plan. All the seminars and study sessions have been very productive in evaluating and working toward the short and long range planning for our City. Other problems we've had to deal with have been the passage of Proposition 13 and the effects on our budget. ABAG's Environmental Management Plan for the Bay area, the Santa Clara County Corridor Study and many major subdivisions, i.e., Dawson, Perrett, Bahl, Saddle Mountain Estates, to name just a few. The Planning Commission, Committees, Clubs and groups -- Environmental Design, Committee, Noise Abatement Committee, Pathway Committee, Public Works Committee, Traffic & Public Safety Committee, Ad Hoc Committees, Historical Society, West - wind Cooperative, Los Altos Hills Horsemen's Association and Los Altos Hills Little League have all worked for the betterment of the Los Altos Hills and con- tributed a great deal to planning, background information and to the quarterly 4W Newsletter. To you all a hearty Thank You!! We've had some fun, too! Number one was to have a compatible Council working together with common goals - putting on a Retirement Dinner for Alec Russell hosting Inter -City Council for the 15 City Councils of Santa Clara County at Fremont Hills Country Club and the Farewell Bar-B-Que for Keith Brown. My personal goals were to improve the Youth Facility for Little League and soccer games, buy and develop the land for the barn for Town owned equipment, landscape the Town Hall yards and bridge the gap between joggers and the City with a Safety Awareness Run as well as the addition to the Town Hall to provide for more Staff efficiency, which will all be completed soon. It was a good year! Now, let's keep open the lines of communication. Thank you all. I've keenly enjoyed working with the Staff and Council. You've treated me with confidence, respect and cooperation. MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman Nystrom and carried unanimously to nominate Councilman McReynolds as Mayor for a term of one year. MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilwoman Hillestad and passed to cYst a -unanimous white ballot vote electing Councilman McReynolds as Mayor. MOTION SECONDED AND CARRIED: Moved by Councilwoman Hillestad, seconded by Councilman Nystrom N�nFcarried �unanimously to nominate Councilman Proft as Mayor Pro Tem for a terTn of one year. RE -ORGANIZATION OF COUNCIL: (Continued) �Wollowing the necessary seating changes, outgoing Mayor Hillestad was presented with her gavel mounted on a plaque from the Council and an engraved silver platter from the residents of the Town in honor of her achievements over the past year. MOTION SECONDED AND CARRIED! Moved by Councilwoman Hillestad, seconded by Councilman Nystrom and carried unanimously to continue discussion on Council Committee appointments until the next Regular Meeting, March 21, 1979. There being no further new or old business to discuss, the City Council adjourned at 5:35 p.m. to their next regularly scheduled meeting.
