MINUTES OF A REGULAR MEETING
Wednesday, October 17, 1979

Mayor Thomas McReynolds called the Regular Meeting of the City Council to order at
7:38 p.m. in the Council Chambers of Town Hall.
A. ROLL CALL & PLEDGE OF ALLEGIANCE:
Present: Mayor McReynolds and Councilmembers Hillestad, Perkins and Proft
(Councilman Nystrom arrived at 7:55 p.m.).
Absent: None.
Staff: City Manager Robert Crowe, City Attorney Frank Gillio, City Engineer
John Carlson, Planning Commission Representative Michael Kuranoff and
Deputy City Clerk Susan Carlson.
Press: Florence Pallakoff, Los Altos Town Crier.
B. CONSENT CALENDAR:
Councilman Perkins requested that the Minutes of October 3, 1979 be removed for
separate consideration.
MOTION SECONDED AND CARRIED: Moved by Councilwoman Hillestad, seconded by Councilman
er ins and carried unanimously to approve the balance of the Consent Calendar,
specifically:
2. Approval of Warrants: $22,087.91
3. Time Extension Requests:
a) Request for extension to November 30, 1979 for Planning Commission consideration
LANDS OF RIGGEN, File TM #2095-79.
4. Motions for Adoption:
a) Setting November 7, 1979 as the Public Hearing date, LANDS OF MELCHOR,
File TM #2100-79.
Thereafter, Councilman Perkins was advised by the City Attorney that the manner of
presenting the CALL FOR THE QUESTION on Page 2 of the October 3, 1979 Minutes was
procedurally correct.
MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilwoman
Hillestad and passe unanimously to approve the following:
1. Approval of Minutes: October 3, 1979.

4. Presentations from the Floor:
Mrs. Bodine, 10555 Mora Drive, read the following letter into the record:
"Dear Council Members: For many years, the dangerous, confusing multi -intersection
of E1 Monte Avenue, Voorhees Drive and Interstate 280 Freeway has been a matter of
discussion and concern. On October 5, 1977, St. Nicholas School parents came before
the Los Altos Hills Town Council to ask for the Town's assistance in safeguarding
the children who use this intersection before and after school. The Town's acceptant(
of their responsibility to aid in protecting the children in this hazardous situation
resulted in the assignment of Mr. Gordon Penfold of the Security Patrol to serve as
a crossing guard. The parents and students at St. Nicholas School have greatly
appreciated this service.
Recently, further measures were taken by the Town Council to improve this intersec-
tion. This included additional traffic lights and relocation of the crosswalk. On
the day this work was completed, October 3, 1979, Sister Angela O'Donoghue, Principal
of St. Nicholas School, was verbally notified by Mr. Penfold that his services as
crossing guard had been terminated by the Town Council.
Many concerned parents contacted the school expressing their displeasure over the
removal of the crossing guard. They expressed doubts about the children's ability
to successfully maneuver this confusing intersection.
Several immediate steps were taken. Voluntary crossing guards were recruited.
Observations were made of the light system's effectiveness. An emergency meeting
of the School Board was held and the following conclusions were made:
1. The WALK lights do not allow adequate time for the children to cross the four
lanes of E1 Monte Avenue.
2. Due to the confusing pattern of streets and the excessive traffic caused by
Interstate 280 and Foothill College, adult experience and judgment by a
trained crossing guard are needed to provide adequate protection of the
children.
Therefore, we ask you to adjust the traffic lights and to reassign the crossing
guard immediately.

The City Manager then responded to Council questions, advising that initial Council
direction had been to discontinue the crossing guard services when the signal instal-
lation was completed and that the signal timing had been scrutinized and, if desired,
it could be altered further.
Dr. Russi, Colina, spoke for retaining the crossing guard due to lack of safety and
inconsistency of electronic equipment.
Mr. Gregorwich, Priscilla Lane, concurred with Dr. Russi and told of hazardous
situations which occurred at this intersection in the past.
Mr. Stroger, Mt. View, cited the signal delay time as causing impatience in both
pedestrians and motorists which adds to safety problems.
L Mrs. Whalen, Los Altos, stated that the responsibility factor needed to be clarified
v immediately in order to provide for the best protection for the children.

Councilmembers concurred with the urgency in getting this matter settled, the need
for those involved with the school to explore fully alternative solutions and the
safety problems prevalent at this intersection. Mayor McReynolds urged the Principal,
Sister Angela O'Donoghue, to accept the Town's offer and have the Security Officer
address each classroom on safety precautions.

PASSEDBY CONSENSUS: By all Councilmembers to direct the City Manager to meet with
al Invo ved Inc uding the State which bears a responsibility) to formulate a solution
to the crossing problem at this intersection and that the services of the Town's
Security Officer be retained (with funding approved) for the next three weeks. Also,
that the City Manager return with a full report at the next Council meeting, 11/7/79.
D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS:
1. City Manager:
a) Report on Multi -Purpose Barn.
The City Manager advised of the work accomplished to date and gave a brief review of
expenditures forecasted in his memo of September 22, 1979, noting that the Crew would
perform the installation work on the two fuel tanks with the extra appropriation needed
only to cover actual costs.
MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilwoman
Hillestad and carried unanimously to appropriate $10,000 from the Unappropriated
Capital Reserve for the purchase of two fuel tanks for installation at the Multi -
Purpose Barn.
b) Report on outcome of meeting, Three Forks Lane area,
The City Manager provided an oral report on the outcome of the recent meeting with
the developer of Country Way and the field trip with the Mayor and Councilman Perkins.
Discussion followed between the City Manager and Council as to whether a workable
solution had been reached, the possibility of having the traffic engineer currently
working in the area on another project do an investigation on the Three Forks Lane/
Page Mill Road intersection and the necessity of determining the best resolution to
this problem now that some of the options had been lost to to timing efficiencies.
Commissioner Kuranoff outlined what he believed were the feelings of the majority
of the residents in this area, calling for limited improvements at this time.
MOTION SECONDED AND CARRIED: Moved by Councilwoman Hillestad, seconded by Councilman
Nystrom and passed unanimously to direct the City Engineer to work the traffic
engineer, Mr. Larsen, to provide Council with a traffic study and recommendations at
their next meeting, November 7, 1979.
E. SPECIAL ORDERS:
1. Ordinance # providing for historical preservation. (FIRST READING)
The City Attorney introduced the ordinance, advising of the effects it would have
and, if Council wished, of the stricter enforcement measures which might be included.
Councilmembers discussed with the City Attorney the alternatives of prosecuting
violators which might be used and various guidelines contained in the ordinance now.

L 1. Historical Preservation Ordinance (Continued)
Mr. Frampton, Magdalena, g lena, noted that his home had been designated an historical site,
t at thh is created a nuisance due to public access and that he objected to the pro-
posed ordinance.
Mayor McReynolds advised Mr. Frampton that currently the Municipal Code did not
effectively provide for all the legal ramifications of historical sites within the
Town, therefore, this proposal should clarify existing sites as well as providing
for future designations or withdrawal of Mr. Frampton's property.
MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilwoman
Hillestad and passed unanimously to continue consideration of the Historical Preserva-
tion Ordinance until the next Council meeting (11/7/79) so that the City Attorney
might revise the proposal to include enforcement and limited public access measures.
2. Resolution # approving Final Parcel Map, LANDS OF ALHOUSE, File SA #6115-79.
MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilwoman
HTTlestad and carried unanimously to adopt Resolution #1240 approving Final Parcel
Map, LANDS OF ALHOUSE, File SA #6115-79.
3. Request for Final Map Approval, LANDS OF ANDERSON, File FM #3077-79.
MOTION SECONDED AND CARRIED: Moved by Councilwoman Hillestad, seconded by Councilman
Nystrom and passe unanimously to adopt Resolution #1241 approving Final Parcel Map
and approving and authorizing execution of Subdivision Agreement, LANDS OF ANDERSON.
`. MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman
Perkins and carried unanimously to adopt Resolution #1242 approving and authorizing
execution of Private Road Maintenance Agreement between Bob Owen Homes, Inc. and
Los Altos Hills.
4. Public Hearings:
a) Request for Tentative Map Approval, LANDS OF STEERS, File TM #2087-77.
MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilman
Perkins and passed unanimously to continue consideration of the LANDS OF STEERS to
the Council meeting of November 7, 1979 (as requested by the Applicant).
b) Request for Tentative Map Approval, LANDS OF HORTON, File TM #2066-77.
Mr. Naegle, Applicant's Engineer, requested continuance of this matter.
MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman
Perkins and carried unanimously to continue consideration of the LANDS OF HORTON to
the Council meeting of November 7, 1979 (as requested by the Applicant).
F. GENERAL ORDERS & UNFINISHED BUSINESS:
1. Request from J.T. Danaher for amendment to map, Tract #6208.
The City Manager announced that the applicant wished to continue this matter for
further discussion with residents in the area.
Council consensus was to continue this Item as requested.

iw G. NEW BUSINESS:

Mayor McReynolds questioned the absence of a City Manager's Report and Councilman
Perkins asked that two ongoing items on the Report should be: 1) The Edgerton
fire road problem and 2) Improvements proposed on Hilltop Drive.
Councilwoman Hillestad advised of the upcoming A.B.A.G. General Assembly on
November 3, 1979 and asked that all Council recommendations be given to her
as she would be attending.
Councilmembers asked that Staff inform all applicants and review thoroughly all
information to be put on Council agendas in order that they might have sufficient
data to facilitate the decision making process.
There being no further new or old business to discuss, the Council adjourned
at 9:00 p.m. to Executive Session - Litigation.
Thereafter, the meeting was adjourned at 9:40 p.m.
