MINUTES OF A SPECIAL MEETING
Monday, May I, 1978

Mayor Lucile Hillestad called the Special Meeting of the City Council to order at
5:12 PM in the Council Chambers of Town Hall.
A. ROLL CALL 6 PLEDGE OF ALLEGIANCE:
Present: Mayor Hillestad, Councilmembers Brown, McReynolds, Nystrom and Proft.
Absent: None.
Staff: City Manager Robert Crowe, City Engineer Alexander Russell and Deputy
City Clerk Susan Buttler.
I. The City Manager introduced the re -consideration of the "Page Mill Road Culvert
Improvements" project, outlining cost saving measures obtained by eliminating
the creek re -alignment and materials changes. Discussion followad on the rejec-
tion of the very costly first bids, the Water District's 83% share of the project
cost and particulars of the work involved.
MOTION SECONDED AND CARRIED: Moved by Councilman McReynolds, seconded by Council-
man Nystrom and carried unanimously to adopt a Negative Declaration, Page Mill
Road Culvert Improvements.
MOTION SECONDED AND CARRIED: Then moved by Councilman McReynolds, seconded by
Councilman Proft and passed unanimously to adopt Resolution #1117 ordering the
performance of certain work and setting 2:00 PM, May 30, 1978 for receiving bids.
2. The City Manager detailed the structure as proposed for the Intergovernmental
Council Task Force and answered questions regarding costs and voting. Mayor
Hillestad stated that the number needed for a quorum should be shown.
MOTION SECCNDED AND CARRIED: Moved by Mayor Hillestad, seconded by Councilman
Nystrom and passed by the following roll call vote to approve the Task Force
concept as presented with the addition of the quorum needed to pass each action.
AYES: Mayor Hillestad, Councilmembers Brown, Nystrom and Proft.
NOES: Councilman McReynolds
Councilman McReynolds asked that his 'No' vote recorded because of the
Inequitable voting structure for cities represented.
3. The City Manager advised of the request for the Town's input into the establish-
ment of a County Justice System Advisory Board. The Council then recommended the
following changes to the County Ordinance relating to a County Justice System
Advisory Board:
PASSED BY CONSENSUS: "The Board shall be autonomous except in those Items man-
dated by State law to be advisory to the Board of Supervisors.

M PASSED BY CONSENSUS: "Section A6-136 Membership should be amended to a membership
of 19 by reducing b) to four from eight, changing five public members to one."
PASSED BY CONSENSUS: "Section A6-137 Organization, the Board of Supervisors should
only concern themselves with those procedures that would relate to the mandatory
advisory functions and not those functions that should be autonomous."
PASSED BY CONSENSUS: "Section A6-139 Powers $ Duties, Item 'c)' should be deleted."
PASSED BY CONSENSUS: "Section A6-140 Committees, advisory committees, the second
sentence should read: 'Any committee appointed shall consist of not less than three
(3) members.'; deleting the balance of the sentence."
MOTION SECONDED AND CARRIED: Moved by Councilman Brown, seconded by Councilman
Nystrom and carried unanimously to approve the draft Ordinance with the above
recommended changes.
There being no further business to discuss, the City Council adjourned the Special
Meeting at 4:57 PM.
