I, 732 -End Mayor Lucile Hillestad called the Adjourned Meeting of the City Council to order at 3:07 PM in the Council Chambers of Town Hall. I. Executive Session - Litigation. Mrs. Wood, Stonebrook, requested a copy of the proposed budget. Council adjourned to litigation session - meeting re -convened at 4:02 PM. 2. Review of BSA #6079-76. Due to possible conflict of Interest, Mayor Hillestad vacated her chair and turned ( the meeting over to Mayor Pro Tem McReynolds. 16r The City Manager reiterated Items discussed at the previous meeting and Introduced the new driveway plan detailing brush removal and approximately four foot cut on Chaparral Way for sight distance, the re -designed driveway with approximately 20% less grading and the installation of retaining walls as needed. MOTION SECONDED AND CARRIED: Moved by Councilman Brown, seconded by Councilman Nystrom and passed unanimously to approve the driveway plan, received May 25, 1978, for LANDS OF Hillestad, BSA #6079-76. MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman Nystrom and carried unanimously to add as a new condition: That an exemption be granted to Section 9-4.712, Ordinance 232, to provide for one additional home on Chaparral Way. 3. Discussion of Westwind Farms. Mayor Hillestad requested suggestions from the audience and Council for the Board of Directors of Westwind Farms as necessitated by the upcoming review of the Condi- tional Use Permit and recent controversies experienced at Westwind. Mrs. Goldsmith, Elena Road, offered support and commendation for the work done at the Farm, especially, the recent "Olympics" benefit day. Mrs. Miller, Vista del Valle Ct., expressed hope for an early resolve of all con- fllcts and proposed that four of the Board Members not have stalls at Westwind. Council and Staff discussion centered on the most Important aspect of keeping the L stable operation beneficial to the community of Los Altos Hills, support of Mrs. Miller's proposal, eliminating control by select groups, by-laws revisions and re -structuring of the Board/Manager concept now utilized. Mrs. Wood Stonebrock, questioned a lack of financial statement from Westwind and determination followed to consider this proposal. i CITY COUNCIL MINUTES - May 25, 1978 law 3. Discussion on Westwind Farms. (Continued) Consensus of Council was to direct the City Manager to correspond with the Board of Directors relative to the Items of concern expressed. 4 4. Budget Review. As It was near the hour of adjournment, the City Manager gave a brief explanation of the Budget Summary, Assessed Valuation and Tax Rate and Estimated Revenues sections only. Briefly discussed were contingency measures subject to the outcome of the June 6th election, assessment figures as submitted by the County and current versus future revenues from construction In Los Altos Hills. 5.
