I, 312 -End Mayor Luclle Hlllestad called the Special Meeting of the City Council to order at 3:40 PM In the Council Chambers of Town Hall. ROLL CALL 8 PLEDGE OF ALLEGIANCE: Present: Mayor Hlllestad, Councilmembers Brown, McReynolds, Nystrom and Proft. Absent: None. Staff: City Manager Robert Crowe, City Attorney Frank GIIIic and Deputy City Clerk Susan Buttler. Press: Iver Davidson, Los Altos Town Crier and Frank Cracolice, Mercury -News. I. Consideration of Proposal to update General Plan. E Councilman McReynolds provided Introductory remarks reviewing the scope of work deemed 4I necessary by the Ad Hoc Committee and the Priority List established by the Consultant. Council members concerns centered on funding with possible reductions to be found by utilizing Staff time supplementally on certain projects. Mr. Mader, Consultant, advised of the extensive studies made of the General Plan and all Town ordinances for inadequacies therein, the need to obtain consistency throughout all documents, the difficulties in splltting the re -organizing work effectively with Staff time and the need to consider Priority A items as urgency. Mrs. Wood, Stonebrook, questioned the annual budget amount shown for General Plan revision. The City Manager called attention to the aerial map and Pathways Map as two expenditures against this account with money still available to utilize for the proposed revision. Mrs Sobel Christopher's Lane, asked If the Town Planner could work on the revising and updating of the General Plan and ordinances. Council response was that, due to the vol um nous buI id Ing and subdi v ldIng occurring In the Town at present, the Planner time was heavily expended in the day to day implementation of Town ordinances. Per Councilman Brown's suggestion, the Council began an item by Item review of the Priority A list. Item I - No questions or discussion. Item 2 - Discussion on policy consistencies and the feasibility of the Consultant pro- viding the definition for Staff direction. Item 3 - Consensus was to have the Consultant handle all definition Inadequacies. Item 4 - Discussion on the need for a detailed review of our Zoning Ordinance, how to determine expertise for calculating slope density and the necessity to expend the number of hours allocated. CITY COUNCIL MINUTES - June 12, 1978 Item 5 - Discussion on the complexities of certain portions of the Subdivision Ordinance and the feasibility of dividing the clean-up work between Staff and the Consultant. Item 6 - No questions or discussion. Item 7 - No questions or discussion. Item 8 - Discussion on the review of the Scenic Highways Element currently being made by the Planning Comnisslon and the necessity of scheduling this Item as quickly as possible for Council approval. Council determined to reach final decision on the scope of Consultant services pending completion of budget review. 2. Budget Review. Following Introduction of his memo and revised budget pages, the City Manager stated that Los Altos Hills had not been as adversely affected by recent property tax limitations as other titles due to the frugal positions followed by City Councils since the Town's incor- poratlon and the following of the tenets of Proposition 13 long before its recent inception. Councilman Proft directed attention of Council to Page 28 of the Budget and requested direction as to funds to be allocated this year to the Drug Abuse Program. Consensus was In favor of an expenditure for this worthwhile cause with determination of the amount to follow a more detailed study of the Town's budgetary position for 1978-79.
