HomeMy WebLinkAbout01/04/1977f CITY COUNCIL ` I PLANNING COMMISSION JOINT MEETING Tuesday, January 4, 1977 SESSION NOT RECORDED Mayor Robert Cheney called the Joint Meeting of the City Council and Planning Commission to order at 4:45 P.M. in the Committee Room of Town Hall: 1. ROLL CALL: Present - City Council Members Brown, Hillestad, Proft (5:15 PM), Mayor Cheney Planning Commission Members Carico, Perkins, Schick, Stewart, Rydell, Young Absent - Commissioner Hahn (excused) Staff: City Manager Robert Crowe, City Engineer/Planner John Markl, Bldg. Secretary Helen Cygnarowicz L 2. CURRENT BUSINESS: �r a) Site Development & Subdivision Committees - Discussion of suggested organizational changes. The Planning Commissioners expressed reluctance to the ideal of removing a Commission representative from the Site Development Committee, but more in favor of compulsory attendance at the Subdivision Committee meetings. General conclusions drawn were: 1. The Planning Commission need not be represented on the Subdivision Committee; however, if a Commissioner wished to attend, he could. 2. A Commissioner should never be removed from membership on the Site Development Committee. 3. Mayor Cheney requested that the Commission make these recommendations formally to Council after final discussion at a future Planning Commission meeting. b) Standing Committees: It was concluded that the Ad Hoc Committee studying Committee reorganization should be charged with the responsibility of researching organizational charts and making.recommendations for any changes to the existing rules of procedures. 4WI CITY COUNCIL -PLANNING COMMISSION - MINUTES OF A JOINT MEETING January 4, 1977 �,W- c) Major Ordinance Revisions. Commissioners and Council Members discussed various inconsistencies contained in Ordinance #232. Commissioners Young and Perkins expressed frustration in no action being taken on various errors they had pointed out in writing. After discussion, Mayor Cheney directed that the Commission outline specifically the amendments they recommended to Ordinance #232 for Council's consideration. d) Commission Rules of Procedure. Councilwoman Hillestad stated that concern had been expressed over the absences of Commission Members which resulted, at times, in the lack of a quorum and the inability to conduct the Town's business in a timely manner. She wished to know if the Commission wanted Council to enforce the Rules of Procedure which dealt specifically with the number of absences permitted. No recommendations were forthcoming; however, with regard to the absence of Chairman Hahn (excused), it was agreed that Mayor Cheney would communicate with him to determine whether he planned on assuming his Commission seat in the near future. Mayor Cheney was L to report back to Council at their next meeting. �r 3. OTHER BUSINESS: %W. Commission and Council Members agreed that out -going Committee members should be honored at a "Committee Appreciation Night", which was tentatively scheduled for a Council meeting in March. 4.
