ROLL CALL: PRESENT: Councilnen Cheney, Helgesson, McReynolds, Mayor Grabowski ABSENT: Councilwoman Miller STAFF: City Manager Robert Crowe, Deputy City Clerk Norma Hislop 2. CANVASS OF VOTE: GENERAL MUNICIPAL ELECTION, [larch 2, 1976: At the request of Mayor Grabowski, City Manager Robert Crowe declared the results of the General Municipal Election as follows: CANDIDATE Keith M. Brown Lucile T. Hillestad David G. Proft Diana S. Miller Carmella Saviano TOTAL # OF VOTES CAST 1,153 1,359 1,466 965 396 Mr. Crowe informed Council that Keith M. Brown, Lucile T. Hillestad and David G. Proft had received the highest number of votes and were thereby elected to the Office of Councilman for a term of four (4) years Councilman Helgesson moved, seconded by Mayor Grabowski to adopt Resolution #940 declaring the canvass of returns and result of Consolidated Municipal Election. Motion carried unanimously by roll call vote. 3. DECLARATION OF PLANNING COMEHISSION VACANCIES: Mr. Crowe declared that, as a result of the election, three vacancies now existed on the Planning Commission. He encouraged citizens who were in- terested to apply to his office for an application which could be forwarded to Council Members for their consideration. Hr. Crowe also noted that, as a result of recent amendments to the Brown Act, all applicants to Planning Commission and Committees, if they are interviewed, must be interviewed in public and voted on in public. CITY COUNCIL MINUTES - March g, 1376 4, 4. PRESENTATION: OUTGOING COUNCIL MEMBERS: Mayor Grabowski presented the outgoing Council Members with a framed picture of the Town's seal as represented in the Chamber's stained glass window, thanking Councilman Helgesson for his many years of dedicated service to the Town, and Councilman He Reynolds for his efforts both on the Planning Commission and then the City Council. Because Councilwoman Miller was not in attendance, the Mayor requested that the City Manager see that she received her picture. 6. ADMINISTRATION OF OATH OF OFFICE - NE!! COUNCIL MEMBERS: Mayor Grabowski announced that three vacancies now existed on the Council, and requested Mr. Crowe, in his capacity as City Clerk.to administer the oath of office to the Council -elect. The Oath of Office was administered according to Government Code by the City Clerk to David Proft, Lucile Hillestad and Keith Brown, respectively. Immediately upon signing their oath, the new Council Members took their seat at the Council dais. Mayor Grabowski commented that the new Council Members would find out soon enough the work involved in the legislative process. fie said he felt the new Council could work closely together for the Tam, and hoped the new members would vigorously defend the zoning and philosophy of Los Altos Hills. 6. COUNCIL REORGANIZATION: a) Election of Mayor: Mayor Grabowski nominated Councilman Cheney as Mayor, and upon suggestion from Councilman Bram, amended the nomination to read for a term of two years. Councilman Brown seconded the motion. With the unanimous consent of Council, nomination for the office of Mayor for the term of two years was closed, and Councilman Cheney received the unanimous roll call vote of Council to succeed Mayor Grabowski in that office. Mayor Cheney thanked Council for their vote of confidence. He noted that in his three years on the Council that he had served under two great Mayors, Itelgesson and Grabowski, and he hoped he could serve as well. b) Election of Mayor Pro Tem: Councilwoman Hillestad nominated ex -Mayor Grabowski as Mayor Pro Tem, and Councilman Broin seconded the motion. Councilman Proft moved, seconded by Hayor Cheney to close nominations, and ex -Mayor Grabowski succeeded to the office of Mayor Pro Tem by unanimous 4W roll call vote. -2- 4W ow AW CITY COUNCIL MINUTES - March 3, 1976 7. RESOLUTIONS RECOGNIZING SERVICE OF COUNCIL MEMBERS: At the request of Mayor Cheney, City Manager Robert Crowe read the Resolution of the City Council expressing appreciation to Leslie A. Helgesson for his service on the City Council, who served as Mayor for a term of two years, and as Mayor Pro Tem for a total of four years. The Resolution commended Mr. Helgesson also for his service as a Member and Chairman of the Santa Clara Valley Hater District Commission; a member of the Santa Clara County Transportation Commission; Council's representative to the Association of Bay Area Governments, Local Agency Formation Commission, and the Town's Bicentennial Commission. Councilman Grabowski moved, seconded by Councilman Proft to adopt Resolution #941 expressing appreciation to Leslie A. Helgesson. Motion carried unanimously by roll call vote. Mr. Crowe read the Resolution expressing appreciation to Thomas P. 11cReynolds, who had served on the Council for two and one half years, during which time he served as Council's representative to the Santa Clara County Morthwest Zone Flood Control Advisory Board, the Bicentennial Commission, and pre- viously as a member and Chairman of the Torm's Planning Commission. Councilman Grabowski moved, seconded by Councilwoman Hillestad and unani- mously carried by roll call vote to adopt Resolution #942 expressing appreciation to Thomas P. McReynolds for his service on the City Council. Hr. Crowe then read the Resolution expressing appreciation to Diana S. Miller, who, while serving on the Council had been Council's representative to the Community Health Abuse Council; served as an alternate of the Santa Clara Valley Mater District Commission; was alternate representative to the Association of Bay Area Governments; and that Mrs. Miller had served a term of four years as Councilwoman. Councilman Grabowski moved, seconded by Councilman Brown and unanimously carried by roll call vote to adopt Resolution f943 expressing appreciation to Diana S. Miller for her service on the City Council. Immediately following the adoption of the above Resolutions, Mayor Cheney presented ex -Mayor Grabowski with his gavel and stand which had been mounted with an engraved plaque commending him for his service as Mayor for the past two years. Mayor Grabowski expressed his appreciation and stated that much could be done by the Mayor in the County and in Sacramento for the Town. He urged Mayor Cheney and other Council Members to maintain close relationships and communications with elected representatives relative to matters that would affect the Town. -3- CITY COUNCIL MINUTES - March 3, 1976 4, UNSCHEDULED BUSINESS: Mayor Cheney announced that Dr. Aitken, a Professor at San Jose State University, would give a presentation before the Planning Commission on Wednesday, March 10th at 7:30 P.M. which would deal with solar energy. He invited all interested members of the Public to attend. Commander Joseph Dochnahl, Central Drive, reminded Council that the Anza Trek would be passing through the Town on March 26th, at which time, the corner of Edith and Fremont Roads would be dedicated as a Park, which would be designated "Anza Corner." From this point, the party would proceed to the corner of Fremont and Miranda where a historical plaque would be un- veiled and dedicated. The times are scheduled for 9:15 and 9:30 A.M. re- spectively. Councilman Grabowski requested Mayor Cheney and members of the Council to consider going back to the former coffee machine at Town Hall. Council concensus was to agree with Councilman Grabowski. At the direction of the Mayor, Mr. Crowe was requested to look into improving the quality of the coffee at Town Hall. B.
