HomeMy WebLinkAbout08/12/1975CITY COUNCIL 6r TOWN OF LOS ALTOS HILLS 26379 Fremont Road Los Altos Hills, California MINUTES OF AN ADJOURNED MEETING August 12, 1975 Mayor Grabowski called the Adjourned Meeting of the City Council to order at 3:30 P.M. in the Council Chambers of Town Hall for the purpose of continuing the Joint Study Session with the Planning Commission on the Application for a Conditional Use Permit for Adobe Creek Lodge: A. ROLL CALL: Present: Councilman Helgesson, Councilwoman Miller, Mayor Grabowski Planning Commissioners Brown, Hillestad, Proft, Chairman Carico Absent: Councilmen Cheney, McReynolds Planning Commissioners Perkins, Schick, Young. Staff: City Manager Robert Crowe, Town Planner Ken Pastrof B. PRESENT BUSINESS: Discussion of Conditions of Planning Commission on Application for Con itiona Use Permit dobe Creek Lodge: Council, Commission, Applicant and Staff continued their discussion of each condition recommended by the Planning Commission. Following are Council and Planning Commission general concurrances for modifications and individual Council suggestions for modifications: Condition 6: Applicant requested (c) be modified by changing hours for Friday, Saturday and Special Events from 12:00 Midnight to 2:00 A.M. Council consensus was to limit to twenty times maximum per year that club could be operated until 2:00 A.M., and that the Town be notified of each occasion. Condition 8: Council consensus was to change line 4 to read, "Within 180 days of the effective date of the Conditional Use Permit." Condition 9: Applicant requested deletion of the last sentence. Council consensus on deleting last eight words: "Prior to the effective date of the Conditional Use Permit. Condition 10: Mayor Grabowski suggested rewriting as follows: "Prior to...... specific measures shall be recommended and implemented at the cost to the applicant within two hundred and seventy (270) days of the Conditional Use Permit. MINUTES OF AN ADJOURNED MEETING - August 12, 1975 DISCUSSION OF CONDITIONAL USE PERMIT CONDITIONS FOR ADOBE CREEK LODGE (Cont'd): Condition 10: (Cont'd): a) Adequate on-site parking and turnaround areas must be provided. b) All roads leading to or from parking lots (including those located on the ancient landslide mass) must be capable of simultaneously carrying two-lane traffic for safety and fire hazard protection. c) Owner may be required to install a left-hand turn stacking lane at main entrance capable of handling a minimum of eight cars, (widening road where necessary), to insure safety, expeditious traffic movement and no delay to emergency vehicles. - d) Traffic control facilities and resources shall meet the approval of the Los Altos Hills Chief of Police, Sheriff of Santa Clara County, and the Fire Marshall. Condition 12: Councilman Helgesson suggested: "Applicant to comply with conditions of the Santa Clara 4W Valey Water District." Condition 13: Mayor Grabowski suggested changing line 7 to "one Peace or Security Officer." Councilman Cheney suggested changing line 2 to read: "activities of 150 or more persons", and add under (a) the number of vehicles expected. Condition 15: Applicant requested (c) be deleted on the grounds it applies to special noise control laws. Condition 16: Applicant requested this item be deleted. Condition 17: Applicant was concerned about the definition of "guests". Condition 20: Council concensus that (a), (b) and (c) should be rewritten to allow employees of the proposed Club to use the dwelling units with the exception of Mr. Bellucci's residence and the residence on the hill in Area "C". Condition 22: Council concensus to change "Auditor" to "CPA". Condition 25: Applicant requested membership be 1,000 single class members. Condition 26: Applicant requested deletion and incorporate audit concept into P Condition 22. #' Condition 27: Applicant requested this item be deleted.
