Mayor Pro Tem Leslie Helgesson called the Regular Meeting of the City Council to
order at 7:30 P.H. in the Council Chambers of Town Hall:
A. ROU -CALL:
Present: Councilmen Cheney, McReynolds, Councilwoman Miller, Mayor Pro Tem
Helgesson.
Absent: 'layor Graboo-rski, Commissioner 11illestad for Planning Commission
Staff: City Manager Robert Crowe, City Attorney Frank Gillio, City
Engineer .Alex Russell, Deputy City Clerk, Morma Hislop

At the request of Councilwoman Miller, the Minutes of October 1, 1975 were
40 removed from the Consent Calendar for separate consideration.
Councilman Cheney moved, seconded by Councilwoman ililler and unanimously
carried to approve the remaining items on the Consent Calendar, namely:
1. Approval of 11inutes: September 30, 1975 (Adjourned Meetinq)
September 22, 1975 (Adjourned Meetinq)
2. Approval of "arrants: 326,123.2E
3. Resolutions for Adoption:
Resolution h9g3 determining that public interest and necessity require
the acquisition of real property and directing the filing of Eminent
Domain proceedinns.

1. Approval of t1inutes: October 1, 1975 (Regular fleeting)—
Councilwoman hiller noted that on pane 2 of the Minutes under "Special
Reports.''it was indicated that she was absent from the Chambers, but
did not indicate she had returned. She requested that the Minutes be
corrected to reflect that she had only been absent for several minutes,
and had baen present to hear the report.

Puller and unanimously carried to approve the Minutes of October 1st as corrected.

C. SPECIAL REPORTS:
(Taken out of Order as it appaars on the Agenda)
1. Presentations from the Floor:
a) Mrs. Irma Goldsmith, Chairman, Traffic P, Public Safety Committee:
Stated that Committee had requested that she bring to Council's
attention the fact that Thatcher Drive, which is one of the quickest
routes to E1 Camino Hospital from the Town,had been dead -ended. She
said the Committee did not know whether Council wanted to act on this,
but felt it should be called to their attention.
After discussion, Council consensus was that, since there were alternate
routes available where the time differential was negligible, no action
should be taken by Council.
Mrs. Goldsmith also reported that her Committee had met with the Traffic
Consultant Firm doing the Identification and Surveillance of Traffic
Accident Locations, and reported they were doing an excellent job.
b. Request for Council Resolution calling for public information and
discussion re the Nuclear Initiative Hearings - "Project Survival":
Dr, Dave Rhus, speakinq for "Project Survival", requested that Council
adopt a Resolution requesting that the Warren Committee make known their
findings through the news media and requesting that all citizens become
informed on the nuclear initiative in order to vote intelligently on the
issue.
Council consensus that the Resolution, as presented, appeared to support
the Nuclear Initiative, and therefore they would not be in favor of
adopting such a Resolution. They also questioned whether a Resolution
was necessary, when a tetter might be sufficient to the purpose. Council-
woman Hiller suggested that Staff be requested to prepare a Resolution
for Council consideration which eliminated the verbiage of the proposed
Resolution. After furtl,er discussion, Council so agreed.
Speaking from the Floor:
Nr. F. Means, Sunset Drive: In favor of such a Resolution.
Mrs. Alma food, Stonebrook Dr.: Noted film which would be shorn at
DeAnza College on Oct. 30th sponsored by "Project Survival."
c) Mrs. Alma Flood, Stonebrook Dr:
Announced Public Forum in Council Chambers of Torn Hall on October 28th
at 7:45 PM by Ad Hoc Committee on Hestwind Farm. Stated that public was
invited for contribute their inputs and suggestions regardinn possible
uses of the land and barn by the Town. She also requested that the City
Manager or member of Staff be present at this meeting.

16, E. SPECIAL ORDERS:
1. Request for lfillianson Act Contract, Mr, and firs. P!m. Samuels, 10300
Maqdalena Ave., for 2.175 acres east of Elena between Vinedo and Josefa.
Mr. Crowe informed Council that the above application for a !Iilliamson Act
contract had been submitted, and that the City Engineer had reviewed the
documents and found then to be in order. He said that Staff recommended that
the contract be granted.
MOTION SECONDED AVID CARRIED: Councilman McReynolds moved, seconded by Council-
woman Miller and unanimously carried to adopt Resolution #909 accepting 4lilliam-
son Act contract between Town and Mr. and Mrs. Samuels.
2. Request for exception to Ordinance #136 re percolation tests, LA,i15S OF
!!RIGHT, File M12027-75, If. Lonomire, Engineer.
City Engineer Alex Russell noted that the Health Department had no objections
to the Town's granting the proposed request for exception regarding the depth
of holes to be sunt: for percolation tests, and Mr. Crowe noted that Staff
was in the process of revising the present Ordinance to chancle these re-
qu':rements as presently found in the Code.
In response to a question by Councilwoman Miller, Hr. Russell stated that
individual lot owners had the same opportunity to request such exceptions
F. from Council.
MOTION SECONDED AND CARRIED: Councilman McReynolds moved, seconded by Councilmar
Cheney and unanimously carried to grant the request for exception to Ordinance
4136 regarding percolation tests for LANDS OF HUNT, File #TM2027-75.
;. Public Hearings:
Vacation of a portion of Robleda Road (east of Alta Tierra):
Mr. Crowe stated that pursuant to the request of Foothill Construction Co.
for the abandonment of a portion of Robleda Road no lonrer in use, public
notice had been published in the newspaper, the property posted pursuant to
the provisions of State Law, and that no objections or correspondence had
been received concerning the matter. He added that in return for the abandon -
rent, other property �aould be traded.
Mayor Helgesson declared the Public Hearing on the pr000sed abandonment open
at 5:25 P.M. There being no objections or comments from the Floor, Mayor
Ilelqesson declared the public hearing closed at 0:26.
There being no comments or discussion by Council members, City Attorney
Frank Gillio advised Council that only one Resolution needed to be adopted
as oprosed to the two indicated on the evening's Agenda. Or. Crowe read the
Resolution title for Council, who waived further readini.
i Councils^orian Miller moved, seconded by Councilman Cheney to adopt Resolutica
�r #910 orderinq the vacation and abandonment of a portion of a certain street
under the rrovisions of the "Street Vacation Act of 1941. Motion carried
unaninously.

F. GEHFRAL ORDERS AN.n UfIFINISHED BUSR!ESS:
1. Proposal to reduce Pathway Committee membership from 7 to 5 members:
Mr. Crowe stated that this proposal by Councilwoman Miller had been held
over from last meeting since it would require an amendment to a Resolution.
Cour.cil,.voman Miller noted that all standing Committees had been reduced to
five members by Council action recently, and she felt this reduction in
membership would keep the Committee memberships consistent.
Councilwoman Miller moved, seconded by Councilman Cheney and unanimously
carried to adopt Resolution 0911 further amending Resolution #696 relating
to Standing Committees.
Discussion then ensued between Council members regarding the vacancies ex-
istinq on the Committee which hindered them from conducting business. The
concensus was to make the necessary appointments to the Commitr
Committee
ethis
charges
evening so the Committee could proceed with their work,
to be reviewed by Council at a subsequent meeting. Council concensus was
to make nominations for the Committee vacancies at the end of the scheduled
Agenda items this evening.
2. Appointment to Public llorks Committee, District #4 - Councilman
McReynolds:
Councilman McReynolds offered the name of Mr. Matthew Boissevain, Sherlock
Road, to fill the vacancy existing on the Public llorks Committee. Council

x;ooman Miller seconded this motion, which carried unanimously.
G. ME11 BUSINESS:
1. Ordinances for Introduction:
City Attorney Frank Gillio informed Council that he had prepared an
Ordinance incorporating the two proposed amendments to the Municipal Code
toqether but Staff had prepared the Agenda before receiving it from his
office and therefore it appeared on the Agenda as two separate items.
Discussion ensued between Staff and Council, and Council felt that the two
items should be considered separately, as folloWS:
a) Ordinance #_ amending LAH Municipal Code to prohibit discharge of
fireworks �.aithin Town:
Mr. Crowe read the entire proposed amendment to the Code for Council. Mr.
Stu Farwell, Los Altos Fire Department, said that he and Chief John Sanders
were in agreement and in favor of the nroposed amendment.
Councilman Cheney moved, seconded by '.layer Pro Tem Helgesson to introduce
the Ordinance. Motion failed by the following roll call vote:
AYE: Councilman Cheney, Mayor Pro Tem Helgesson
P10: Councilman McReynolds, Councilwoman Miller
ABSENT: flaynr Grabowski

5. Councilwoman Piller: Expressed concern for a timely meeting of the
Council to review with Staff the proposed Subdivision Ordinance changes.
Council concensus was to have the City Manager poli individual members
for a meeting date in the evening as soon as possible.

Because of the tie vote on the matter, Mayor Pro Ter !!elpesson directed

Staff to Agenda this pronosed Ordinance for the next Council meeting
further consideration.
b) Ordinance # amending LAH Municipal Code relating to procedures of
Variance ani Permit Commission and Planning Commission:
Mr. Cro:ae read the title of this proposed Ordinance, and Councilman
Hiller and unanimously carried
McReynolds moved, seconded by Councilwoman
to waive further reading of the Ordinance.
Councilman McReynolds moved, seconded by Councilwoman Hiller and unanimously
carried to Introduce the Ordinance by its title.

Councilman Cheney moved, seconded by Councilwoman !tiller to appoint
for two
Mrs. Cindy Hettinger, Priscilla Lane to the Pathway Committee a
year term exnirinq June 30, 1977. [lotion carried unanimously.
Councilwoman Miller moved, seconded by Councilman Cheney to appoint
Mrs. Jean Struthers, Robleda Road, to the Path,jay Committee for a two
,year term exnirin9 June 30, 1977. Motion carried unanimously.
3. Mr. Al Traficanti, Voorhees Drive: Introduced Troop 35, Los Altos Hills
`.
Boy Scouts, who were attending this evening's meeting in order to better
understand the process of local government.
Mayor Helgesson welcomed the troop on behalf of council, and stated their
pleasure at seeing them at the meeting.
