C. SPF.C'AL REP04TS:
1. Torr, Historian Florence Fava: Report on faetinq on n0n7a Trek.
Firs. Fava reported to Council that as a result of a meeting held recently
regarding the OeAnza Trek, the parade was scheduled to leave the Foothill
Expressway at Edith Avenue and foiioc, Fremont Road to Arastradero Road.
The day is scheduled for !larch 26th. She noted that the City of Los Altos
and the Town of Los Altos 'tills planned a .joint celebration .gith a pancake
breakfast and plans are nodi being formulated. In conjunction with the Trek,
the County nlanned to olace a marker at the corner of Fremont Road and
N ran,!a. She also noted that groups or hands who planned to particinate in
the event should let the County know by January 1st.
"eyor Grabo,ski inquired as to whether anyone planned to take films of the
event. Pars. Fava stated that the Bicentennial Committee had requested Mr.
Keith Merrill to film the re-enactrent; eho said he trould donate his cret!
and the Telan -ould just have to pay for the film. She also stated that each
City r�'as beingasked to r -ay for one uniform, and she thought the Committee
vould have sufficient fends for the expenditure.
2. Presentations from the Floor:
a) 'srs. Irma (Ioldsmith, Chairman, Traffic and Public Safety Committee:
Reported that as a result of their concern for bicycle safety and in an
effort to educate the '-dkn :•iter to the laws pertaining to bicyclists,
the Committee had sugnestae. a contest to he conducted teased on State
Bicycle laws. She noted that if prizes were a!•arded the winners, that
this right be an incentive for the children.
After discussion. it was the concensus of Council that the Committee
should proceed +::ith outlining their plans and proposal and then submit
them for Council annroval.
b) Mr. Larry Giller, 9inedo Lane!
Addressed Council concerninq the natter of the Los Altos School pistrict
and nlans in Process to sell Purissima School. He urned the Council to
create a form of zoning to prevent the school lands from b0 no converted
into a residential subdivision, noting that the Cities of Los Altos and
Palo Alto had made similar moves.
Because of the nature of the item, and because Council had no information
before them on !hich to base any decision, the Nayor, with the consent
of P"r. Giller an^ ,Ir. Jack Elmberg, directed that Staff nut the matter
on the Council Agenda of December 3rd for consideration at that time.

with the Santa Clara Cnunty Sheriff's Department. He noted that the basis
of the contract had charred considerably over the previous contract. This
centract charnel the To -m for each incident or activity the Sheriff responded
to rithin the Town. Ile said he had no problem with any of the items, but
exoressed concern with a variance from what ties agreed to at the last
negotiations session jhere the Sheriff's Department sungested maximum and
MIMML'm charros.
f1r. Crowe said he felt the maximum should be set at no more than 5%. Ile then
cited three alternatives he had suggested in an effort to conclude the
negotiations, none of !^much vrere acceptable to the County Executive's ^ffice,
`ie re..orted.
Discussion ensuel betunen the City +lanager, Council members, and '1r. C. D.
flarron, Fiel,I Enforcement Supervisor for the Sheriff's Department, regardinq
the terms of °h•� contract, the possible difference the change i!ould, make
monetarily to the contract, and the ger'iod this contract i,ould cover.
Mr. Harron oointad out that this naxi:ium-nininum rate specified in the
contract also applied to the cities of Cupertino and Saratoga. He said he
did not think that the Sheriff's activitieswithin the Town would. no the
maximum, and also noted that the contract would be on a six-month trial
`, hasis, after which the contract would. he re -negotiated.
Council concensus was to surport the City Tanager in his negotiations with
the Sheriff's Department. ''.r. C,ro,a noted that this matter would appear
next on the Board of Supervisor's Agenda within the next few weeks for their
approval, and if necessary, he ,oul.d appear before that body.
E. SPECIAL MDERS:
1. Leanne of Plonen Voters - Resoonse to request to appear;
At the request of the ;iayor, flr. Crowe read that portion of the Leanue of
Plomer. Voter's Observers Reports of flay 1975, which Council had objectee! to
at their last meetinn. Cr.Cro!xe stated that the "!,,Or had, as a result of
Council action on Ilovehber 5th, written a letter to the Leanue requesting
that a renresentative he present at the meetinq this evenin7 to support the
allegations made in their Deports, and he read the letter of invitation and
t',-1esubseouent response written by President Betty Enbysk wherein she stated
that no representative would appear at the Council meeting. sir. Crowe also
real a letter from the former President of Citizen's United For .A Rural
Environment, lir. Fred 3rutschy, respendinn to the alienations made in the
Observer Reports.
City Attorney Frank Oillio nave his lenal opinion of the charnes contained
in the neuasletter, station that it appeared the most serious one beinq that
a decision had. been reached by the Council before a public meeting. He
outlined the alternatives Council had for redress, if thev so chose.

their objections to the alleaations made, stating she felt that this Council
was !workine well together for the good of the Toi•!n despite Philosophical
differences at time, and she would be the first to denounce any violation
of t'e Drown Act.

'Ir. Cro•ve stated that this ^atter sad been continued to this evening because
of questions concerninr the possibility of tmo dUelling units existinq on
the property in question. Ile said the owners of the nroperty had met with
him, and, as a result, !were requesting that only parcels 5 and 7 be included
under this contract.

of certain check list conditions.
Mr. Crowe noted a letter had been received from Iona Consultants, developers
of the property under consideration, recuestinq that Council consider re-
vising the nathway easement required for this property, and reconsideration
of Condition P16 regardinn drainage improvements.
Or. Hetzel, representing Iona Consultants, addressed Council regarding the
nature of their request. He stated that the Santa Clara valley hater District
was intereste-1 in purchasinn Lot 2 of the subdivision which would eliminate
the drainage requirements there, and this lot Would be used for flood control.
°!r. Hetzel also noted that the pathway change would be in accordance with the
one originally, requested for the lot.

Helgesson to approve the concept of selling Lot 2, DAMS' RIDGE ESTATES, to the
Santa Clara Palley Pater District, and referrinn the request for chance to
the present pathway easement to the Pathway Committee for recommendation.

At the request of Council, Or. Gillio outlined the changes, both major and
minor, which were being requested by the 3oard of Directors, and compared

Mr. Dale C`:urch, President of the new Country Cluh, addressed Council re-
gardinn the c!^anges which Caere being renunsted and the reasons for the
request. He addressed himself to the request for the change in the number
of membershins, stating that the Directors feel, after studying the matter
thoroanhly, that the break-even point to cover operating expenses vould be

from the Use Permit and the changes needed in the Permit if this !:ere
acceptable to Council.
"'rs. '.i. Saviano, Corte :Iadera Ct., a member of the Club's Board of Directors,
also addressed Council, aureeinq with the statements made by Mr. Church,
and requestinn that Council 'proceed with the reauest before them in a timely
manner so the Club would be able to qet under way.
Council discussion continued relative to the changes being requested. Be-
cause of the time factor on the Agenda this evening, Council concensus was
to hold an Adjourned fleetinn on this matter so Council members would have
additional time to study the changes requested, and asking the City Attorney
to reduce to writino the items he had noted this evening and what tynes of
chances anneared in the revised documents.
G. Public llearinn: Ordinance for .Adoption.
fir. Crate noted that this Ordinance had been introduced at the last meetinn
of Council and was before them for adoption this eveninn if so desired.
He stated that the Los Altos Fire Department had recommended that the
`, effective date for enforcement of the Ordinance be change" to July 6, 1975,
flavor rrabowski declared the Public Hearing on this matter open at 1.0:02 PPM.

There being no further objections or comments from the Floor, the Mayor
declared the Public Hearing closed at 10:09 P.!1.
Mr. Crowe read the title of the proposed Ordinance, and Councilman f!elcesson
moved, seconded by Mayor Frabowski and unanimously carried, to waive further
readinn of the Ordinance.
Councilman Helnesson moved, seconded by Councilman Cheney to adopt Ordinance
#228 amending Section n-2..10 of Chapter 2 of Title n of LAH Municipal Code
nrohbitinn discharge of firexorls within the Town effective July 15, 1976.
Motion carried by the following roll call vote:
