At the request of Mayor Grahowski, Items 4 an^ 5 were removed from the Consent
Calendar for senarate consiAeration.
Councilrioman Miller renuested the removal of Items 3 b), and c).
Councilman Helgesson moved, seconded by Councilman Cheney and unznimously
carried to approve the remaining items on the Consent Calendar, snecifically:

Mayor rraho,!ski asked when oollinq places would be determined and who
would determine then. sir. Gillio responded that subsequent to this
Resolution, Council lYould adopt another Resolution declaring polling
places ani election officers.
5. Actions of Planning Commission:

In response to Mayor Grabo,wski's question, Or. Pastrof responded that
the man attached to the Staff Report as "Appendix 'B"' was not a part
of tr_ Tentative Han, but was only a reference showing possible future
development.
1r. Pastrof also clarified the pathiway condition as recommended by the
Planning Commission, and stated that the owner of the subdivision had
agreed to pay road fees since he was the Omer of the both properties.

a map of nronosel paths and trails as part of an over-all plan to the Town
for comment.

Hr. (rune+man aduressed Council: stating that be was a nerher of the Trails
Tas!- Force, a volunteer citizen's committee ferne,l to IdviSe the Mid -
Peninsula Regional Park District. He noted that the rap submitted to the
cities within the District hoO been submitted for advice and comment prior
to any action by the Doard.
r::r. Grundman pointed out the trails and naths recomende-i on a map for the
benefit of residents and Council, noting that the Committee intention was
to work on land within the unincorporated areas: and not infringe on any
territory wit1iin a city's jurisdiction. In response to fla,lor "rabows!J,
fir. grundman stated that the paths and trails recommended would accommodate
horses and long-distance hikers, as opposed to People c!ho were just interested
in a short ural!<, at least until rest stops or such provision uwere made for
such persons.

Following the question-anstier period for the benefit of interested residents,
'trs. Lucille Goub", Ortega Drive, requested nermission to make a statement.
t Mrs. Gould stated that the Town of Los Altos Hills had spent a great deal
of time and -effort on paths and trails and realized the costs of acquirinn
and maintaining such a system. She noted that to -:!o residents !,ere actively
involved in both County and the Special District committees, as well as
being involved as members and advisors to the Toern's PaOttay Committee.
frs. could expressed concern over possible acquisition of school sites by the
Special District within the Teton's .Jurisdiction, and spoke to the issue of
duplication of effort on the part of sarroundinq municipalities, County and
the part: District, statin,, that budgetary limitations should he considered
as a factor in this matter. She stat_r' that acquisition of land _;,,r paths
and trails should be considered in light of th'_� fact that a small senment
of the nonulation was interested in this type of recreation. She also noted
that special interest grouns did not share costs incurred by taxpayers in
land aceujsition., la.- !suits, or maintenance costs. She requested that Council
consider placing on a future agenda the utilization of school sites so that
citizens night fall.; address the issue before any other agency or group con-
sidered this matter.
Councilwoman r°iller asked that the record show that she did not support some
of f!rs. f-oO d's statements, and felt that the District should he given the
opportunit for reh,ittzl.
Because the time had been reached for Snecial Orders, 'layor Grabowski thanked
!'* ^run9man for his presentation and. said that Staff Reports and Presentations
from the Floor i -could be taken later in the meeting.

alligations (Continued to Council neetinn of gecember 17th at request
of City Attorney.)
2. ABAG Phase I, Regional Housing Flement - Re?ort an<I recommendations of
Planning commission:
fIr. Crowe noted that the AW, Report on Regional I{ousinq Flement, Phase I,
had been fonnareed to the Planninn Commission for review and recommendation,
and a sub -committee had been formed consisting. of Commissioners Hillestad,
prolan and Perl!in.s for this nurnose. He said that subsequently the Commission
revie,,ed the Report and endorsed it with the recommendations attached for
Council.
'Iayr,.r grabowski stated for the record that he felt the subcommittee had done
a superlative joh on t`!e Renort and had taken a nreat burden from the Council
in reviewing the Renort. Councilman Cheney also tormented that the Renort
was so thorough an', cornlate that Council could move on the recommendations
and conclusions of the Commission.
Commissioner Judith Carico, Chairman of the Planninn Commission, addressed
Council. station that Commissioner Hillestad had bean Chaiman of the SO. -
Committee., ar� had manned to be at the meeting this evcninn, but eras
unable to do so. She stated that the Plannina Commission also felt the sub-
`, Committer had done an excellent job on the report.

Mayor frabm:ski req,irsted that Staff make copies available to the Public. I!e
moved that Council adont the Planninn, Commission sub -committee Renort in toto
on Phase I, Regional Housing Element of ARAr as Council Policy, and that
copies he forPard-::+ to all County and City renresentatives of ABAC,, Inter -
City Council; the nlanning Policl:, Commission. of Santa Clara County, and all
officials at the State and local level of government. Councilman Helgesson
seconded the notion which carried unanimously by roll call vote.
1. Consideration of alternatives re Purissima School land ase:
Nr. Crowe explained that this Item s•!as on the AnWp. this evcnina at the
request of citiaens concerned over the closing of Purissima School. He also
stated that a call had been received from the Superintendent of the Los Altos
School District requesting t'aat if Council took any action this evening, tf,e
District would like the opportunity of addressing Council.

Hr. Larry :eller addressed Council, stating that .'he honed some action
viould be taken this eveninn because of plans of the Los Altos School
nistrict to close several schools in the Town and sell some of the lands.
Me noted the consistent failure of residents to move the School nistrict
Board from this purpose and renuested Council to cone to their assistance.
He stated that the Board nistrict had already hired an appraiser, and that
a resolution had been adopted to sell the trio schools iiithin the To,:rn.
PIr. neller requested that Council move to zone the school sites and the
Town Hall site as public facility zones.

presentation, and said that his statement that the Park nistrict did
not intend to cone into the Tolan was very reassurinn. She felt that
❑any cities were in trouble today beca!ise of the rressure of outside
forces and the duplication of efforts by County, Park nistrict. and
To -n to provide narks and open snace. She cited the nurcaases of
land by the Toim to date, lands under 'fillianson Act Contract, and
the campus of Foothill Collene, a total of approxinately 35q acres.
She asked Council to ccnsider this burden on the taxpayer and ur.I
them to discourage further intrusion of outsi,ie_ forces and anencies.
