Mayor Leslie A. Helgesson called the Regular Meeting of the City Council to
order at 7:45 PH in the Council Chambers of Town Hall, 26379 Fremont Road:
A. ROLL CALL:
Present: Councilmen Cheney, McReynolds, Councilwoman Miller, Mayor
Helgesson, Commissioner Perkins for the Env. Planning Commission.
Absent: Councilman Grabowski
Staff: City Manager Bruce Lawson, City Attorney F. Gillio, City
Engineer A. Russell, Deputy City Clerk N. Hislop.
Mayor Helgesson noted that Councilman Grabowski had asked to be excused
because of an emergency dental appointment.

B. CONSENT CALENDAR:
At the request of Councilwoman Miller, Item 1 was removed from the COFiSENT
CALEMDAR fo, separate crnsideration Councilman McReynolds requested that
Items 3, 4 (b&c) be removed.
MOTION SECONDED AND CARRIED: Councilman Cheney moved, seconded by Councilwoman
Miller and unanimously carried that the remaining items on the CONSENT
CALENDAR be approved, namely:

4 a) Resolution #749 designating precincts and rolling places and
appointing members of precinct boards for the Gena'ral Punicipal Election:
partially consolidated with Palo Alto Unified School District election to
be held on Tuesday, March S. 1S74, and directing the City Clerk to post
a notice of election, list of ale^..tion officers eod p071inq pla. ;, and
notice of nominees of Public Office.

Councilwoman Miller noted that under item D. Continuirq Rus:rens:

to her comments, and since she had presented alternate suggcstiors, hev
remakrs should be included. Following are the remarks to be include -l:

"Councilwoman Miller said she felt that the deterioration of the roads
severely started at the time the Town decided to take over the maintenance
of its own roads; that when the work was being put out for bid the roads
were never in such a condition, and that professional compenico ,c.t
more able to go out and make the necessary repairs because the Town was
not in the business of repairing roads. Her suggestion was for the Town
to return to the bid method of road repairs, and she felt that this item
was more important than any other item on which the Town spent its'
money. Councilwoman Miller also said that since the Town was maintaining
the roads the maintenance crew should be available on weekends and nights
during storms to clean culverts, place "danger" signs where necessary,
and do other emergency work. She also suggested an "Operation
Chuckhole", whereby citizens could call one special number at Town Hall
and report chuckholes so Staff would know exactly where the problem areas
were."
Minutes of January 30, 1974:
City Manager Bruce Lawson noted that the Minutes should be corrected to
reflect that Commissioner Magruder was absent from the Meeting.
MOTION SECONDED A11D CARRIED: Councilman Cheney moved, seconded by Council-
woman Miller and unanimously carried to approve the Minutes of Jaruary 1.6th
and January 30, 1974 as corrected.

After City Attorney Frank uillio explained the city's legal position and
Council had discussed the mattter, Councilman McReynolds moved, seconded
by Mayor Helgesson and unanimously carried that the DSA requiremant
be removed with the stipulation that at such time as the neighbors on
Radcliff Drive entered a joint maintenance agreement, the said property
owners mut enter the agreement.

After the City Engineer explainrd backgroend of Agreement, uisc;ssio;s

1. Discussion of a g or 7 member Environmental Planning Commission:
",iter a short discussion, 41ayor Helgesson asked the City Attorney if tie
had sufficient information to draw up an Ordinance. `Ir. =illio questioned
Council as to when they would like the Ordinance to be effective, and ex-
plained that it could deal with both the Evvironmental Planning Corinission
and the Board of Planning Administration in two separate sections. Council':
concensus was that the word "Environmental" be renoved from the name of the
Planning, Commission at this time. At the suggestion of "r. James `tu^.11er,
Chairman of tiie Planning Commission, afro spoke from the floor, Council re-

drafting of the Ordinance. Staff agreed.
2. Resolution # awardinc contract for inprovcments to Elnna Road

City �'ar,aper Bruce Lawson explained that only one bid cane in as a result
of the bid opening, and Staff did not fool a Resolution was justified be-
cause of the money involved. '1r. LaWSon then aske<!. 'Ir. Boom of the Cno-
sulting Engineer firm of ':cCandless, Boone and Cook to explain t” results

Discussion ensued or.. the consolidation of some of the items in the contract.
aayor Iielgesson suggested the omission of Section Two, and asked !Ir. Boone
if the bidw'c-rtout itemized if the items could be consolidated. ?ir. Boone
agreed.

the basis of the elimination of Section Two, and a consolidation of ail the items.
Councilwoman linter seconded the motion.
Speaking from the Floor:

Reauested that the Engineer consider the use of rolled curbs in place of a
berm, if at all possible.
Discussion ensued between :!r. Doone, Council and Staff.

Suggested rolled curb for down portion and berm for uphill portion of Elena
Road.

rrr Disagreed with Engineer that rolled curb was unsafe for bicycles.

Requested status of pathway for horses, bicycles and hikers.
Staff advised Council and public that it will proceed to secure easements
so a pathway can be constructed.
The question was then called on the Elena Road improvement bids, and passed
by the following roll call vote:

Councilwoman "tiller moved, seconded by 'layor Helgesson that the Town enter
an agreement with PG 3 E for the further undergrounding of utilities pro-
ceeding north along Fremont Road 2,1111 feet from St. Francis Drive.
Speaking from the Floor:

.After further discussion, the question was called, and the above motion
was unanimously approved by Council.
F. FIDOITIOAAL BUSINESS BY COUNCIL'1EIdo
1. Councilwoman Hiller:
a) Commented that it a,ould be appropriate for Council to send a letter
of appreciation to Florence Fava for her recent historical disnlay in honor
of the Toan's birthday. Council concurred.
b) Councilwoman Niller also said that the Historical Sites have been desia-
natAd on the General Plan and perhaps the Toon could look into purchasing
plaques to designate various Historical Sites within the Town. She thought
if this met with Council's approval the City Manager could be instructed
to look into cost estimates and report back to Council vithin a short tirL:.
Council so agreed.
c) Sugoested that the letter received from Mrs. Savin in the Council packet
should be referred to the Planning Commission for them to investigate.
d) Requested Council to place a discussion of the Standing Committees on
the agenda for next meeting because of the many existing vacancies. Council
agreed.
2. -Favor Helgesson:
a) Letter had been received from the City of Santa Fe Sprinns askinn Cuur.-
cil to go along with their proclanation of ';arch as "!larch for Youth :Art
Nionth" and brought to the attention of the schools. The 1ayor suggesteo.
that the City Manager contact the schools to see if they 1 -could be interes-
ted-, if so, the necessary proclamation could he drawn up.
b) h letter had been received from the League of California Cities regard-
ing who were doing a study on comprehensive health goals in cities within
Santa Clara County, and had asked what the Town pas doing in this regard.
Councilman "icRayrnlds sungested that the lett^r be referred to the 7mn s
Health Department ranresentative from the County for response. The '`payor
stated that he was open to any suggestions.
c) KQED was requesting the Tam to pass a resolution establ 1shino the. -e64
of February 24th as "KQEO WEEK". Tha City iIananer commented that sucl' a
proclamation had been passed last year. Council agreed to issue another
NW proclamation.

3. Councilman Cheney:
a) Reported to Council that the PPC of Santa Clara County voted at the
last meeting on an amendment to their ty-laws concerning weighted voting.
The motion !:as defeated by a 14-13 vote.
G. ORDI:`ANCES FOR ADOPTI^fl:
1. Ordinance 1215 amending Chapter_1 of Title 4 of the Los Altos Hills
tiunicip ehtitled "Emernency Services".
The City aanager explained that this Ordinance had been introduced at the
last meeting of the Council, and its purpose explained at that tim4.

City Manager La,,,,son introduced the proposed ordinance, and explained the
areas covered in the proposed changes.

I. STAFF REPORTS:
1. City Engineer.
?r. Alex Russell reported to Council on the recent TAC Committee meotinq of
Santa Clara County held recently.
2. Citv 'lanaaer:
a) 'doted that a report has been received from the County Animal Control
Department regarding their patroling the streets of the Town. The patrol
reports from January 17 thru January 31, 19V are: patrols - 12; stray pick
ups - 21; bite investigations - 14,; quarantines - 16; tfarn miners - 21.
b) ,ave Council background relative to correspondence received from, the
President of the St. 9icholas School Board regardinn traffic problems on E1
�'.onte Road at the school crossing. lr. Lamson stated that the State had
been contacted regardinn posting the off -ramp of IS2gn at E1 'conte.
Councilman Chaney suggested that yellow "School Crossing" markings might be
put on the off -ramp to warn motorists. '3r. Lawson agreed and that the rirk-
inns near the school would. he repainted when the street markers wer^ n^xt
in the ar=.a.
71ayor Helgesson also suggested that the Sheriff's Department be requested
to do sore selective partollinq in the area to enforce spe^d limit and
traffic signals. fIr. La,tson agread.

Rrs. Natalie Gieseler, Taaffe Road:
Suggested that the Tam notify the school that their oupils he instructed
that they were not exempt from obeying traffic rules; that bicyclists Come
off the hill of the school without stopping for traffic. :;r. Lawson said
he would so advise the school.
c) A letter had been received from firs. Pearl ,Abbott regarding u-=
tion of a public Uorks Commission.
d) The Town received copy of letter from P1r. L. Davisnn to the S. C. Rnard
of Sunervisors endorsing a "Bottle Bill".
e) Reminded Council of ICC Meeting at "sings in Palo Alto on February 14th.

included Dr. G. Pulford. Ar. Lawson also commented that he spoke with the
Prinicpal of Fremont Hills School, and a letter had been received from him
regarding moveable stop signs.
Council consensus was to leave the decision on the !leston R, Fremont stop
sign in the hands of the Traffic and Public Safety Cormittee for their recor
mendation.

requested Council's permission for the Committee to talk with various land-
