Helgesson called the Adjourned Meeting of the City Council to order at 4:00 PM in the Council Chambers of Town Hall, 26379 Fremont Road: A. ROLL CALL: Present: Councilmen Cheney, Grabowski, Councilwoman Miller, Mayor Helgesson. Absent: Councilman McReynolds Staff: City Manager Bruce Lawson, City Attorney Frank Gillio, Deputy City Clerk Norma Hislop B. COMMUNICATIONS: 1. Mr. Lawson informed Council that the Santa Clara County Board of Supervisors had notified the Town of a meeting of the Historical Heritage Committee meeting on March 15, 1974 at 10:00 A.M. regarding Proposition 1 on the June 4th ballot. Mrs. Fava will attend as the Town's representative, and any Council member wishing to attend was invited. C. RESOLUTIONS FOR ADOPTION: 1. Resolution #754, a Resolution of the City Council of the Town of Los Altos Hills declaring the result of its canvass of the General Municipal Election held on March 5, 1974 for the purpose of electing two members of the City Council, and of the Special Revenue Limit increase and Annual Governing Board member elections in the Palo Alto Unified School District partially consolidated with the General Municipal Election. MOTION SECONDED AND CARRIED: Councilman Grabowski moved, seconded by Council- woman Miller and unanimously carried to adopt Resolution #754. B. OATH OF OFFICE - NEW COUNCILMEN: Councilman Robert C. Cheney and Councilman Stanley W. Grabowski, having been declared elected to the City Council for a term of four years ending March, 1978, avid having filed campaign statements with the City Clerk prior to this meeting, City Manager Bruce Lawson administered the oath of office and the Councilmen were re -seated, and the new Council reconvened. �r .? NEN BUSINESS: Mayor Helgesson, after extending congratulations to Councilman Cheney and Councilman Grabowski, said that he would like to accept nominations for Mayor at this time, since his term had expired. Councilwoman Miller requested that this matter be agendad to the next Regular Meeting of Council because of Councilman McReynolds absence today. The consensus of Council was to proceed with the election. Councilwoman Miller stated that she was not prepared, since she did not know the matter would be discussed at today's meeting, but said she would like to place the name of Mayor Helgesson in nomination to serve as Mayor for another two years, which was unprecedented. She said that Mayor Helgesson had the respect of both the townspeople and the Council, and for this reason she would like Council to consider setting a pre,..cedent in this case. Mayor Helgesson thanked Councilwoman Miller, but withdrew his name from nomination, since he felt strongly that the two year term of Mayor should be observed. Councilman Cheney nominated Councilman Grabowski to serve as Mayor of the City Council for a two-year term. Player Helgesson then declared the nominations closed, and CounciL'nan Grabowski was declared Mayor by the following roll call vote: AYE: Councilmen Cheney, Grabowski, Mayor Helgesson NO: None ABSTAIN: Councilwoman Miller ABSENT: Councilman McReynolds Mayor Helgesson then accepted nominations for Mayor Pro Tempore. Mayor -Elect Grabowski nominated Leslie Helgesson as Mayor Pro Tem, stating that he would look to the outgoing Mayor for guidance. Councilwoman Miller nominated Councilman McReynolds. The Mayor then declared the nominations closed. Roll Call vote was requested, and former Mayor Helgesson was elected Player Pro Tem by the following vote: AYE: Councilman Cheney, Mayor -Elect Grabowski, Mayor Helgesson NO: Councilwoman Miller ABSTAIN: Mone ABSENT: Councilman McReynolds. CITY COUNCIL MINUTES - ADJOURNED MEETING- 'larch 12, 1974 At this time, Mayor Elect Grabowski took the Seat as Mayor of the City Council, and the following is the ifext of his acceptance speech for the Council record: "Ladies and Gentlemen, fellow Council Members: I am, of course, delighted to have been elected Mayor, and also pleased to have'former..[d3yor.Helge.ssen at my right hand. As lie all know, the Town of Los Altos Hills has endured tumultuous and perilous distinct,ta and healthy asenever before. Ilast three surge tmyasupporterswande detractors to put partisan feelings aside. Attempts to alter our zoning and to rape our land will continue, I am sure we are all aware of that; and only if vie stand together can we hope to survive. Our present Council, I am confident, is dedicated to the common good. It is tough, yet fair; strong, yet compassionate. Give us your support. Give this Councij your support and you will not find us lacking in defense of our rural environment. Lastly, I want to offer my most sincere gratitude to former Mayor Helgesson and his truly outstanding selfless and devoted service to this Town as Mayor. And, believe me, it will be a tough act to follow. Thank you: F. ADDITIONAL BUSINESS: 1. Councilman Cheney: Expressed concern over who would be charged Staff time while the Use Permit requested by Mr. David Belluc1 was under study. Council consensus was that this matter should be agendad until next meeting and that the Chairman of the Planning Commission, Fir. James Mueller, be advised that this matter will be under consideration. G. ADJOURNMENT: Council adjourned the meeting at 4:50 to a Field Trip to the Dawn Ridge Subdivision site, and to the next regular meeting of the City Counril at 7:45 PM on March 20, 1974.
