CITY COUNCIL
MINUTES OF AN ADJOURNED MEETING
June 12, 1974

Mayor Stanley Grabowski called the adjourned meeting of the City Council
to order at 4:00 P.M. in the Multipurpose Room of Fremont Hills School,
26800 Ortega Drive, Los Altos Hills:
A. ROLL CALL:
Present: Councilmen Cheney, Helgesson, McReynolds, Councilwoman Miller,
Mayor Grabowski
Staff: City Attorney Frank Gillio, Acting City Manaqer Alex Russell,
Deputy City Clerk Norma Hislop.
Mayor Grabowski announced that a scheduled meeting between the City Council
and the Santa Clara County Assessor planned for Tuesday, June 18, 1974 at
3:00 P.M. would be considered an Adjourned Meeting. He said that the Acting
`. City Manager was attempting to schedule a school bus if those attending the
meeting so desired.
1. Executive Session:
The Council and City Attorney retired to Executive Session, and returned
at 4:55 P.M. to continue the order of business.
B. CONSENT CALENDAR:
1. Motions for Adoption:
a) Motion to adopt Revised Order of Business.
The Mayor stated that the revised order of business had been in-
formally approved by Council at their last meeting, but he thought
a motion should be in order since this is part of the Municipal
Code, which could be changed by majority Council vote.
The Mayor also stated that under the revised order, ROLL CALL,
SPECIAL ORDERS, and ADJOURNMENT times would be exact, and not
approximate.
MOTION SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Councilwoman Miller and unanimously approved to adopt the revised order of
business.

Mayor Grabowski stated that in the Minutes of June 12, 1974, E1, p. 3,
para. 4 relating to the existing structures, condition k7 should be
that the existing buildings be allowed to remain for a period of five
years or until further development of said parcel, or whichever comes
first.

C. SPECIAL REPORTS:
1. The Mayor stated that Mr. William Minckley, Architect for the
remodeling of Town Hall, wished to make a presentation to Council, and
would be heard after Special Orders, because of the lateness of the
hour.
D. STAFF REPORTS, CORRESPONDENCE AND ANNOUNCEMENTS:
In response to a question by the Mayor, City Attorney Frank Gillio
stated that it would be in order to announce after this meeting that
the Council would adjourn to an Adjourned Meeting on Tuesday, June 18th,
for the purpose of a field trip to the County Assessor's office.
E. SPECIAL ORDERS:
Discussion began about the requirements for cuts on Moody Springs Court,
and the City Engineer read condition 4 of the check list which provided
the Town's guidelines and regulations. The City Engineer agreed that
there was a possibility of moving, back the contour lines from the road
so there is more a rolling effect then a trapezoidal one as a result of
the necessary cuts.
The Council indicated that the main area of concern was the existing
structures on the property. The City Engineer read the conditions of
the Planning Commission regarding these structures.
Mr. Murl Fritschle, representing the Developer said there were a few
exceptions the Developer wished to take to the Planning Commission list
of requirements. The one exception was to the two year restriction on
the destruction of the existing structures. He said the present owner
of Lot 1 was living in one of the buildings and would like to continue
to do so until his permanent home is built, which would probably be
longer than the two years.
Speaking from the Floor:
Mr. Ste hen Drews 24641 Mood Road: Stated that he was the occupant of

as the property was subdivided and approved. He felt the two year
restriction was unreasonable for economic reasons.
After discussion on this matter, Council moved to a discussion on the
40 path requirements for the subdivision. Councilman McReynolds objected

to the requirements for a path on the easterly side of the property
since there were two other pathways already in that area.
Mayor Grabowski moved, seconded by Councilman Helgesson, and unanimously
approved to amend the Check List of conditions as follows:
#4. Road cuts shall be warped back to the satisfaction of the Town
Engineer and the Enviror.%ntal Design Committee.
V. The three existing structures lying in a southerly direction on
the Tentative Mau, shall be allowed to renin for a period no
longer than five years, or until the permanent residence is built.
After further discussion on the path requirements, Mr. Fritschle asked
Council to allow the requirement to renin, with the understanding that
the Developer could request an abandonment if the path were not needed.
Council agreed that Condition #14 should be so amended.
MOTION. SECOMOED AND CARRIED: Councilman Helgesson moved, seconded by
Mayor Grabowski and unanimously carried that the Tentative Map for the
subdivision be accepted subject to the conditions recommended by the Planning
Commission and as amended above by Council action.
Council unanimously voted to extend Adjournment time to hear Special
Presentation by Mr. Hinckley.
Mr. Hilton Minckley, Architect for the remodeling plans for Town Hall
requested that Council check several revisions he had made to his
plan so a change order could be implemented.
After studying the plan and hearing the reasons for the changes, Council-
man McReynolds moved that the changes be approved provided there would be
no additional expenditure of money. Councilwoman Miller asked Council-
man McReynolds to amend his motion to also read that Mr. Minckley be
named the Architect of Record and be given the authority to make any small
changes he felt was necessary in the course of the remodeling. Council
then agreed that Mr. Minckley should be able to authorize any change up
to $50 without Council consent, and the Mayor was designated as the
authority to initial any change order. Councilman Cheney seconded the
motion and it was unanimously approved by Council.
G. NEH BUSIFESS:
1. Introduction of Ordinance # an Ordinance of the Town of Los
Altos Hills amending Title TV the Los Altos Hills Municipal Code by
adding thereto Chapter 5 entitled "Bicycles".
MOTION SECONDED AND CARRIED: Councilman Cheney moved, seconded by Mayor
Grahrnwski and unanimously carried to waive further reading of the Ordinance
AW and to introduce the Ordinance by its title.

2. Introduction of Ordinance n an Ordinance of the Town of Los
Altos Hills amending Title T—of the Los Altos Hills Municipal Code
by adding thereto Chapter 6 entitled "Abatement and Removal of
Abandoned and Other Vehicles."
IMITION SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Council-
woman Miller and unanimously carried to waive further reading of the Ordinance
and introduce the Ordinance by its title.
3. Introduction of Ordinance # , an Ordinance of the Town of Los Altos
Hills amending Section 1-3.13 relating to definitions of the Los
Altos Hills Municipal Code.
MnTION SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Council-
man Cheney and unanimously carried to waive further reading of the Ordinance
and introduce it by its title.
OTHER UNSCHEDULED BUSINESS:
Acting City Manager Alex Russell advised Council that the truck ordered
by the Town that had been scheduled for delivery no later than June 30,
` 1974, would not be delivered on time, according to the Company who had
won the bid. fir. Russell asked Council's direction.
After discussion, Council consensus was that the contract should be
cancelled subject to there being no objection by either party.
H. ADJOURNMEMT:
Council adjourned at 6:00 PM to an Adjourned Meeting on Friday, June 14,
1974 at 5:00 PH.
