Mayor Walter A. Benson called the Regular Adjourned Meeting of the City
Council of the Town of Los Altos Hills to order at 7:45 P. M. in the Council
Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the
following members answering roll call:
PRESENT: Councilmen Davey, Grabowski, Helgesson, and Mayor Benson,
ABSENT: Councilman Corbett.
PLANNING COMIDIISSION REPRESENTATIVE: Commissioner Donald E. Spencer.
APPROVAL OF MINUTES: May 17, 1971.
The Minutes of May 17, 1971 were approved on Motion by Councilman Helgesson,
Second by Councilman Grabowski and carried by majority vote, Councilman Davey
abstaining.
COMMUNICATIONS:
`r 1. The Minutes of the Traffic and Public Safety Committee were noted,
particularly that portion in which they recommended that the Town
relinquish its jurisdiction on that part of the Foothill Expressway
that lies within Los Altos Hills to the City of Los Altos for traffic
patrol only. The Committee also recommended the Town support AE 2107,
which is Assemblyman Mc Alister's amendment to Section 21954 of the
State Vehicle Code.
MOTION, SECONDED Arm CARRIED: Councilman Grabowski moved, seconded by
Ccuncilman Helgesson and carried unanimously that Staff advise the
State Legislature that the Town supports AE 2107.
2. League of California Cities announcing their Annual Conference to be
held September 26 through 29, 1971 in San Francisco.
3. State Division of Highways notifying the Town of a proposed reclassi-
fication of certain roads and highways. Los Altos Hills is not affected
by this proposal.
4. Los Altos Hills Association announcing the new officers for the current
year, with Mr. William C. Downey, Jr. replacing Dr. Kenneth L. De Haven.
S. Los Altos Hills Association in response to a letter from the City Manager
suggesting that the Town use students to man the recycling center at
Town Hall. They also suggested that the container, which is at the Town
Hall, be placed at Foothill College. The City Manager suggested that
the Town of Los Altos Hills might cooperate with the ecology group in
Los Altos and specify our collection center for recyclable material
be at the same location.

06 6. League of California Cities Bulletin reporting on pending legislation,
specifically, mobile homes and annexations.
7. State of California, Department of Finance, announcing the official
population of Los Altos Hills as of April 1, 1971 to be 6,925.
8. American District Telegraph Co, requesting the use of the Town Hall
to make a presentation on burglar and fire alarm systems. The City
Council referred this request to the Traffic and Public Safety Committee
for their sponsorship.
ANNOUNCEMUNTS:
1. Staff noted the donation of a new amplifier system from former Mayor
Wm. Ross Aiken. The Council requested their appreciation be expressed
to Mr. Aiken for his generous contribution and significant improvement
in the sound system.
2. Mrs. Irma C. Goldsmith reported on the printing of 1,000 pamphlets,
which were prepared to inform the equestrians of proper handling of
and caring for horses. Mrs. Goldsmith noted that she was able to save
$44.18 on the original estimated cost of $145.00 and suggested that
this amount be ear -marked for the printing of a trail map. Copies of
the pamphlet were distributed to the Council and audience.
SCHEDULED ITEM NO. 1:
MELTON, RICHARD B. UP -355-71) - REQUEST FOR USE PERMIT FOR BOARDING STABLE
AT 24970 O'KBEFE LANE. (M. Grupp, buyer)
City [.tanager reviewed the application for the Council and read the list of
conditions recommended by the Planning Commission. Floor discussion followed,
with participation by the following speaking in favor of the use permit:
Richard B. Melton, applicant, 24970 O'Keefe Lane; Morris Grupp and Eldon M.
Grupp, prospective buyer, 1965 - 16th Avenue, San Francisco; and Mrs. Irma C.
Goldsmith, 27330 Elena Road.
Those speaking in opposition to the use permit were: Pir, and Mrs. Maxfield
Brown, 12670 Dianne Drive; and Morgan McGilvray, 12823 Normandy Lane;
Mr. McGilvray also presented a petition containing 43 names opposing the
use permit; Mr, and Mrs. Robert M. Carico, 25311 O'Keefe Lane; George Seidman,
12690 Dianne Drive; Mrs. Louis F. Wilson, 25102 O'Keefe Lane; and Bert
Cppenheim, 12787 Normandy lane.
After general discussion by the City Council and with direction from the City
Attorney, it was concluded that the use permit could not be denied and that
the City Council could only spell out reasonable conditions which would apply
to the operation of the stable, since animal husbandry is one of the uses
allowed under the Town's Zoning Ordinance.
MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by
Helgesson and carried unanimously to carry over the request of Richard B.
Melton (UP -355-71) to the July 19, 1971 meeting to allow time to consult
tbe with the City Attorney.

SCHEDULED ITEM NO. 2:
POWELL & LEE, INC. AGENT for Security National Bank of Reno (BSA -68-71) -
RERUEST FOR BUILDING SITE APPROVAL OF ONE LOT, #24, TRACT #2958, SERVED
BY PRIVATE ROAD AT THE END OF OLIVE TREE COURT.
Staff reviewed the subject application noting this lot was created in May of
1961 and that building site approval is required at this time before it can
be used as a building site, The Planning Commission has recommended approval
of this request, subject to the conditions of the Check List.
MOTION,SLOPDSD AND CARRIED: Councilman Davey moved, seconded by Councilman
Helgesson and carried unanimously to grant building site approval for one (1)
lot, #24, Tract #2958, subject to the conditions of the Check List.
SCHEDULED ITEM NO. 3•
PRESENTATION OF THE STANFORD LARD USE PLAN.
Mr. Robert R. Augsburger, Vice President for Business and Finance, Stanford
University, introduced Mr. Boyd C. Smith, Manager of Stanford University Real
Estate, who presented the Livingston and Blayney Report on the Stanford
University Land Use Policy/Plan.
Mr. Smith indicated that it would be this Fall before Stanford would be dis-
cussing this proposal so there is time for feedback from interested parties
and adjacent communities. In addition to questions and comments from the
City Council, Mr, Thomas P. McReynolds, 26045 Moody Road, and Mrs. Dewey L.
Shepherd, 13961 Fremont Pines Lane, spoke from the Floor.
The general concensus is that Stanford University needs to share the burden
in providing low/moderate income housing for the people working in the
industries located on Stanford Lands.
SCHEDULED ITEM NO. 4:
ACTION ON PENDING LEGISLATIVE MATTERS.
Councilman Grabowski reported on SB 1352, which provides for the retirement
of police and firemen at age 50 with 25 years of service at 50% of their
average annual income. He recommended that the Town go on record opposing
SB 1352.
MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by
Councilman Helgesson and carried unanimously that the Town of Los Altos Hills
oppose SB 1352, and that communications be forwarded to our legislators.
Councilman Grabowski reported on the trip to Sacramento on June 23, 1971
w-th Councilman Helgesson and Or. Marjorie W. Evans, calling specific
attention to the problem of rerouting incoming air traffic from the Los
Angeles area.
UNSCHEDULED ITEM NO. 1•
REQUEST PERMISSION TO NAVE A GUARD RAIL INSTALLED ON FREMONT ROAD AT THE
"LITTLE TWISTER" AND CHARGE THE EXPENSE TO 'ROAD IN -LIEU FUND".
Staff presented a recommendation for the installation of a guard rail to be
installed between the pavement and the recently constructed path along the
Little Twister on Fremont Road. The estimated cost will be $2,000.00 and it
is requested that this expense be charged to the Road In -Lieu Fund.
There was general discussion at Council level, with questions asked and
answered by Staff.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Davey,
to approve the expenditure of $2,000.00 and charge this expense to the
Road In -Lieu Fund, was carried by the following unanimous roll call vote:
Ayes: Councilmen Davey, Grabowski, Helgesson, Mayor Benson, Noes: None.
Absent: Councilman Corbett.
UNSCHEDULED ITEM NO. 2:
REQUEST FOR PERMISSION TO FILE A PARCEL MAP ON THE OLIVER P. WHEELER SUB-
DIVISION, TRACT NO. 5038.
Staff reported that the applicant has requested permission to file a Parcel
Map instead of a Tract Map for this subdivision. The State Subdivision Map
Act permits a Parcel Map to be filed for four lots or under.
Staff noted that all the conditions of the Check List must be complied with
tar prior to the filing of the Parcel Map.
MOTION "CO CARRIED: Councilman Helgesson moved, seconded by
Mayoz Benson and carried unanimously that Mr. Oliver P. Wheeler be allowed
to file a Parcel Map.
UNSCCHEDULBD ITBM NO. 3:
STAFF REPORTS:
1, City Manager presented a report from Mr. Jerry H. Crabtree, Town Engineer,
regarding the intersection of Page Mill Road and Alexis Drive. The Town
Engineer still recommends Alternate III as recommended at the time the
Matadero Oaks Tentative Map was approved. It was suggested that the memo
from the Town Engineer be distributed to the Council, Planning Commission
and interested neighbors and that this item be agended for the July 19
meeting.
2. City Attorney reported on legal action taken to eliminate the "commune"
on the 7Coch property on Miranda.
3. City Attorney reported on the progress being made on the codification of
Town Ordinances and asked for a decision as to the color of binders.
Council concurred that green would be satisfactory.
PRESENTATIONS FROM THE FLOOR:
`. 1. Mrs. Dianne Miller, 13076 Vista del Valle Court, mentioned there is an
existing chain link fence on Taaffe Road which protrudes into a path easement.
Staff was directed by Council to take whatever steps are necessary to remove
this fence.

ORDINANCES:
I. Ordinance No. 184 Second Reading: Adopting Budget (1971-72).
AW City Attorney read the title of Ordinance No. 184, an ordinance of the Town
Of Los Altos Hills adopting a budget and fixing the amount of money to be
raised by taxation.
MOTION S2CV0 D AND CARRIED: Councilman Helgesson moved, seconded by
Mayor Benson and carried unanimously by roll call vote that further reading
of Ordinance No. 184 be waived.
Councilman Grabowski mentioned the following items as a basis for his
opposition to the adoption of Ordinances No. 184 and 185 (fixing tax rate):
(1) The allocation of 030 on the tax rate for the Drainage Fund, because
there has been no information presented that indicates the need for
more money for drainage purposes.
(2) The allocation of 050 on the tax rate for police services, as there is
no additional service being provided only an increase in cost.
(3) The mileage allowance paid Town employees should be on a per mile basis,
rather than the lump sum system now being used.
MOTION, SEC�VDED AND CARRIED: Councilman Helgesson moved, seconded by
Benson, that Ordinance No. 184 be adopted as read was carried by the follow-
ing roll call vote: Ayes: Councilmen Davey, Helgesson, Mayor Benson.
Noes: Councilman Grabowski. Absent: Councilman Corbett.
2. Ordinance No. 185 Second Reading: Setting Tax Rate (1971-72).
City Attorney read the title of Ordinance No. 185, an ordinance of the Town
of Los Altos Hills fixing the tax rate for the current year.
KATION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Grabowski and carried unanimously by roll call vote that further reading
of Ordinance No. 185 be waived.
MOTIOTJ SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Benson, that Ord nance No. 185 be adopted as read was carried by the follow-
ing roll call vote: Ayes: Councilmen Davey, Helgesson, Mayor Benson,
Noes: Councilman Grabowski. Absent: Councilman Corbett.
3. Ordinance No. 186 Second Reading: Setting Salaries (1971-72).
City Attorney read the title of Ordinance No. 186, an ordinance establishing
class salary schedule for the Town of Los Altos {tills for the Fiscal Year
1971-72.
KATION. SECONDED APD CARRIED: Councilman Helgesson moved, seconded by
Benson and carried unanimously by roll call vote that further reading of
Ordinance No. 186 be waived.
During Council discussion, Councilman Grabowski mentioned that the Town
should not grant even merit increases this year and that fringe benefits
must be considered along with wages. He also mentioned that Councilman
Corbett, in a memorandum to the Councilmen, had recommended no increases
Of any kind, except for the Town Engineer.

Benson, that Ordinance No. 186 be adopted as read was carried by the following
roll call vote: Ayes: Councilmen Davey, Helgesson, Mayor Benson.
Noes: Councilman Grabowski. Absent: Councilman Corbett.

A4. Ordinance No. 187, First Reading: Amending Drainage Ord. #141.
City Attorney read the title of Ordinance No. 187, an ordinance of the Town
of Los Altos Hills amending Ordinance No. 141 of said Town by changing the
charge imposed on subdivided building sites.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Benson, that further reading of Ordinance No. 187 be waived, was carried
by the following roll call vote: Ayes: Councilmen Davey, Helgesson,
and Mayor Benson. Noes: Councilman Grabowski, Absent: Councilman Corbett.
There was Floor discussion from Mrs. D. Miller and Mr. A. M. Laws, 11210
Hooper Lane.
Second reading: July 19, 1971 meeting.
WARRANTS:
JUNE 30, 1971•
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Grabowski and carried unanimously by roll call vote, that the warrants as
presented for June 30, 1971 in the amount of FOUR HUNDRED SIXTY-NINE DOLLARS
and Five Cents ($469.05) be approved and the City Clerk authorized to draw
the appropriate warrants.
JULY 6, 1971:
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Grabowski and carred unanimously by roll call vote, that the warrants as
presented for July 6, 1971 in the amount of ONE HUNDRED THREE THOUSAND,
SIX HUNDRED EIGHTY-FOUR DOLLARS and Ninety-one Cents ($103,684.91) be
approved and the City Clerk authorized to draw the appropriate warrants.
