MINUTES OF A REGULAR MEETING
July 6, 197o

Mayor Walter A. Benson called the Regular Meeting of the City Council of the
Town of Los Altos Hills to order at 7:50 P. M. in the Council Chambers of the
Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members
answering roll call: Present: Councilmen Davey, Grabowski, Helgesson and
Mayor Benson. Absent: Councilman Aiken.

PLANNING COMMISSION REPRESENTATIVE: Commissioner �t
COMMUNICATIONS:
1. League of California Cities Bulletin advises:
a. AS 1114 would allow government employees to reside outside of the
district, wherein they are employed.
b. AS 2310 would establish a regional agency with taxing power for
preservation of the Bay Area.
ANNOUNCEMENTS:
1. Palo Alto Planning Commission meets July 8 to continue discussion of
Livingston & Hlaney Report #3.
2. ABAG General Assembly meets in Berkeley on July 30, 1970,
3. Signal Hill requests support for Senate Bills 966 and 967 which would turn
back unused oil leases and thus free that land for other uses.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Grabowski and carried unanimously by voice vote to urge passage of
Senate Bills 966 and 967.
SCHEDULED ITEM NO. 1:
REPORT ON TOWN -WIDE QUESTIONNAIRE.
Mrs. William Ward of the Hills Association presented the latest tabulations on
the Town -wide Questionnaire and noted that 842 answers had been received to date
of the 1889 mailed. These responses indicated the following about roads and
paths:
1. The Town was nearly 7 to 1 against paying any share of the costs with
Palo Alto should they plan to widen Arastradero Road to a four lane expressway
and where the road lies within the Town a similar ratio wished it to remain a
two lane road.
2. Nearly 6 to 1 favored making Town roads inconvenient to out-of-town through
traffic.
3. As to the adequacy that Interstate #280 was landscaped for beauty, the poll
showed a near 50/50 split, but 3 to 1 indicated improvement was needed with
t respect to noise.
City Clerk advised that, when flipping the tape when recording the OvvM
July 20, 1970 meeting, he had inadvertently erased the July 6, 1970 81317o
recorded Minutes.
SCHEDULED ITEM N0. 1: Town -wide Questionnaire cont'd.:
` 4. Natural paths (the least expensive) were preferred 6 to 1, and although it
was a near 50/50 split, the majority were against paving bike paths along main
arterial roads.
5. Coordinating our path system with neighboring communities was favored 4 to 3,
and nearly 2 to 1 favored completion of the Town's Master Path Plan to provide
continuous equestrian -pedestrian paths through the Town.
6. About 60% felt homeowners should be responsible to keep pathways bordering
their property clear of weeds.
Mrs. Ward noted many of the residents had no opinion as to the Town's policy on
variances, but the majority of those responding felt the current policy was not
too liberal.

The ranking as to bothersome noises was as follows:
1. Motorcycles 6. Harking dogs
2. Mini -bikes 7. Autos
3. Jet aircraft 8. Amplified music
4. Trucks 9. Foothill Expressway
5. Interstate #280 10. Sports events
Miscellaneous subjects covered:
1. A slight majority favored licensing of all horses, while 448 residents were
opposed to only licensing boarded horses.
2. Nearly 2 to 1 felt those who board horses should obtain a Use Permit.
3. About 70% were opposed to the Town providing a public equestrian riding ring.
4. A majority were opposed to the Town establishing restrictions on the
destruction of trees on private property.
5. Over 75% favored the current voluntary sewer policy as well as limited
consecutive terms for planning commissioners and committee members.
6. A majority indicated their public spirit by indicating their willingness to
volunteer for community projects.
Mrs. Ward stated residents' comments on Town goals had not been finalized; but
many indicated the desire to retain rural living, keep the master plan and maintain
one acre minimums.
The many voluntary hours spent by the Los Altos Hills Association in compiling
the data was lauded by the Council and Mayor Henson stated a resolution had been
prepared commending them for this public service. (See below under Resolutions.)
UNSCHEDULED ITEM NO. 1:
DISCUSSION OF FEASIBILITY TO PURCHASE HEAVY EQUIPMENT FOR TOWN'S PUHLIC WMM
DEPARTMENT.
MOPICN, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by Helgesson
and carried unanimously that the feasibility of the purchase of public works
heavy equipment be referred to the Fiscal Planning Committee for study and a
report be provided for the August 3 Council Agenda.

UNSCHEDULED ITEM NO. 2:
640 DISCUSSION OF VEHICULAR I.D. IN LCS ALTOS HILLS.
Council discussion indicated the advantages were desirable, but it would create
administrative burdens as well as be ineffective if voluntary. Speaking from
the floor were Mrs. Priscilla Weisbart; Mrs. Frank Olgiati, 25960 Vinedo Lane;
Mr. Robert Cheney, 10737 Magdalena Road; and Mrs. Dominic Saviano, 12620 Corte
Madera Lane.
Council concurred that since the questionnaire results indicated a 50/50 split
among residents as to their desire that the Town have a vehicle I.D. decal, the
Council didn't feel there was a compelling need to have such identification
especially in view of the fact that legally it would have to be voluntary.
ORDINANCES:
MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by Helgesson
and carried unanimously that in order to expedite business at hand that
Ordinances #173, #174 and #175 be taken up in order for debate at this time.
1. Ordinance No. 173 - Second Reading.
The City Attorney read the title of Ordinance No. 173, an ordinance establishing
class salary schedule for the Town of Los Altos Hills for the fiscal year
1970-71.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Mayor Benson
and carried unanimously by roll call vote, that further reading of Ordinance No.
173 be waived.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
Mayor Benson that Ordinance No. 173 be adopted as read was carried unanimously
by the following roll call vote: Ayes: Councilmen Davey, Grabowski, Helgesson,
Mayor Benson. Noes: None. Absent; Councilman Aiken.
2. Ordinance No. 174 - Second Reading,
The City Attorney read the title of Ordinance No. 174, an ordinance of the Town
of Los Altos Hills adopting a budget and fixing the amount of money to be raised
by taxation.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Mayor Benson
that further reading of Ordinance No. 174 be waived was carried by the following
roll call vote: Councilmen Grabowski, Helgesson, Mayor Benson, Noes: Councilman
Davey. Absent: Councilman Aiken.

that Ordinance No. 174 be adopted as read was carried by the following roll call
vote: Ryes: Councilmen Grabowski, Helgesson, Mayor Benson, Noes: Councilman
Davey. Absent: Councilman Aiken.
3. Ordinance No. 175 - Second Reading.
The City Attorney read the title of Ordinance No. 1752 an ordinance of the
Town of Los Altos Hills fixing the tax rate for the current year.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by
` Mayor Benson that further reading of Ordinance No. 175 be waived was carried
by the following roll call vote: Ayes: Councilmen Grabowski, Helgesson,
Mayor Benson. Noes: Councilman Davey. Absent: Mayer Aiken.

to Discussion was then shifted to the Budget which was pertinent to passage of this
Ordinance.
SCHEDULED ITEM NO. 2•
BUDGET FOR FISCAL YEAR 1970 -71 -
The City Manager presented a Fund Balance Sheet, which detailed the starting and
closing balances for 1969-70 and the starting and projected closing balances for
1970-71 of the General and Special Funds.
The discussion of in -lieu path receipts noted that anticipated receipts did not
materialize. Mrs. Saviano, Chairman of the Pathway Committee, requested they be
provided with a written summary of the status of this fund. Council directed
Staff to provide this information to the Committee.
Councilmen Davey stated the $86,000 in the General Fund at the beg i^ni n9 of

fiscal year 1969-70 was reduced by $23,000 to $63,000 during the past year. To
offset this "deficit spending" due to land acquisition and security patrol she
proposed a $0.05 tax increase which could go toward payment of the security
patrol and wouldlrod& an additional $14,000 per year. Council noted that the
cost of the security patrol would be financed by the increased revenue from the
business licenses.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grabowski,
that Ordinance No. 175, an ordinance of the Tows of Los Altos Hills fixing the
tax rate for the current year, be adopted based upon the $0.25 tax rate with the
option to increase the tax rate, should this need be determined prior to
October 1, 1970. Motion was carried by the following roll call vote:
Ayes: Councilmen Grabowski, Helgesson, Mayor Henson, Noes: Councilman Davey,
Absent: Councilman Aiken.
UNSCHEDULED ITEM NO. 3:
RENEWAL OF CONTRACT FOR SHERIFF SERVICES FCR 1970 -71 -
City Manager recommended approval of the contract which will continue ten (10)
hours of additional Sheriff's service for the Fiscal Year 1970-71 at the rate
of $15.05 per hour.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grabowski
that the Sheriff's services of ten (10) hours a day for Fiscal Year 1970-71 at the
rate of $15.05 per hour be approved was carried by the following roll call vote:
Ayes: Councilmen Davey, Grabowski, Helgesson and Mayor Benson. Noes: None.
Absent: Councilman Aiken.
UNSCSEIULED ITEM N0. 4:
DISCUSSION OF UNIFORM FIRE CODE.
City Manager noted the proposed uniform fire code was submitted to the Council
several weeks ago for their review and with the idea that Los Altos Hills might
adopt this Code with or without amendments. In addition to the County Fire
Marshal, Mr. John Bilker, floor participation included Mrs. Saviano, Mr. Cheney,
Fire Marshal Farwell, A. M. Laws and Commissioner Corbett,

was subject to interpretation and that a change in the Fire Marshal might prove

4+ to be disadvantageous to the residents if the interpretation of the Code were
perhaps less lenient. Staff noted a good share of the Code did not apply to the
Town. Also that, if desired, the present Ordinance 105, which was more or less a
boiled down version of the Code,could be modified and perhaps better accomplish
whatever the Town desired without outside direction. Staff recommended that
Section E be deleted from the Code and Ordinance 105 retained, if adoption of the
Uniform Fire Cale was desired. Council concurred that a public hearing be held
and that in the meantime Commissioners Corbett and Hibner and Fire Marshal Farwell
review Ordinance 105 and the Uniform Fire Code for presentation at the Public
Hearing to be held August 17, 1970 at 8:00 P. M.
PRESENTATIONS FROM THE FLOOR:
1. Mrs. Olgiati requested action be taken to stop archers from killing deer.
Staff was requested to contact the game warden.
2. Mrs. Saviano of the Pathway Committee requested permission to contact the
Planning Commission to have them consider in their study of a proposed path
ordinance restricting encroachments that they also include man-made obstacles
such as fences in the proposed ordinance. Council concurred.
3. Mrs. Diana Miller suggested a special meeting be held next year solely for
discussion of the budget. Council concurred that this would be desirable.
RESOLUTIONS:
1. Resolution No. 599•
City Attorney introduced and read in its entirety Resolution No. 599, a resolution
of the Council of the Town of Los Altos Hills consenting to the establishment of
that portion of Oregon -Page Mill Expressway within the Town of Los Altos Hills as
shown on the attached Exhibit "A" as a County highway and to the relinquishment
thereof to County.
MOTION, SECONDED AND CARRIED: Councilman Davey moved, seconded by Helgesson that
Resolution No. 599 be adopted as read, was carried by the following roll call vote:
Ayes: Councilmen Davey, Grabowski, Helgesson, Mayor Henson. Noes: None,
Absent: Councilman Aiken.
2. Resolution No. 600
City Attorney introduced and read in its entirety Resolution No. 600, a resolution
of the City Council of the Town of Los Altos Hills expressing appreciation for the
assistance of the Los Altos Hills Association regarding the Town questionnaire.
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grabowski
that Resolution No. 600 be adopted as read, was carried by the following roll call
vote: Ayes: Councilmen Davey, Grabowski, Helgesson, Mayor Henson. Noes: None.
Absent: Councilman Aiken.

1. Ordinance No. 176 - First Reading.
City Attorney introduced and read the title of Crdincumce No. 176, m 0-I'Ll.nce
of the Town of Los Altos Hills amending Ordinance No. 64 of said Town as amended by

4W amending the annual rates of certain business licenses, and by imposing a license
tax upon home occupations.
MOTION, SECONDED AND CARRIED: Councilmen Helgesson moved, seconded by Grabowski
that further reading of Ordinance No. 176 be waived was carried by the following
roll call vote: Ayes: Councilmen Davey, Grabowski, Helgesson, Mayor Benson.
Noes: None. Absent: Councilman Aiken.
WARRANTS:
MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grabowski
and carried unanimously by roll call vote, that the warrants as presented in the
amount of ONE HUNDRED SIXTY-FOUR THOUSAND TWO HUNDRED TWENTY-EIGHT DOLLARS and
Ninety-eight Cents ($164,228.98), of which ONE HUNDRED FORTY-NINE THOUSAND EIGHT
HUNDRED SEVENTY-TWO DOLLARS and Fifty Cents ($149,872.50) was approved on
June 29, 1970, be approved and the City Clerk authorized to draw the appropriate
warrants.
