mayor Albert T. Henley called the Regular Adjourned Meeting of the City
Council of the Town of Los Altos Hills to order at 7:49 P. V. in the Council
Chambers of the Town Hall, 25379 Fremont Road, Los .Altos Hills, with the
following members answering Roll Call: Present: Councilmen Aiken, Benson
Davey, Fowls and F:ayor Henley. Absent: None.
APPROVAL OF MINUTES: December 18, 1967.
_Corrections:
1) Add to P. 7, Staff Reports, City vianager, the following subsections:
d) Mr. Pl;ilip M. Oliver's offer to give the Town a sewer line, off
O'Keefe Lane. 14ayor instructed the City Manager to confer with
the City Attorney to study the matter further and report to the
Council on a refunding agreement. The City Attorney stated there
might be a possible conflict of interest on his part, which he
would investigate.
4W e) Regarding the communication from .Attorney David Aaguire (Item 3
of Communications, P. 1), City Attorney reported no action was
necessary since maps are being presented to the Planning Commission.
2) P. 8, Resolutions, Resolution No. 418, change Hillcrest Estates Unit #2
to Unit -,1.
3) P. 1, Communications, No. 1, add to first sentence after read, "or noted
receipt thereof".
Upon Motion by Councilman Towle, Second by Councilman Benson, the i4inutes
of December 16, 1967 were unanimously approved as correcte6.

1, Ci'iy Manager read letter dated. December 26, 1967 from The League of TRACTS 2
I�oraen Voters requesting permission to solicit funds in Los Altos Hills 15
for its annual finance drive. City idanager was instructed to notify the
League of Women Voters that solicitation by letter and a follow-up tele-
phone call would be within the ordinance, but that door-to-door snlicitation
without prior approval of the ho:xseholder is not permitted.
2. City Hanager read letters from the following citizens regarding the
recall movement:
a) David Jansson, 27440 Sherlock Roams dated December 26, 1967.
b, Dr, Marvin Katz, 26850 Ortega Drive dated December 20, 1957.
Councilman Davey noted receipt of Lr, J, ii. Shoolery's letter concern-
ing his variance before the Planning Commission.

1. City Manager announced that the Council will meet on Thursday,

discuss Sewer Assessment District No. 2 and variations thereof

2. City Manager announced that toe Council will meet in a study session
on Wednesday, January 10, 1968 at 6:00 P. M. at the Fremont Hills
Elementary School, 26600 Ortega Drive, Los Altos Hills. The Open
Discussion Meeting will cover the following subjects:
a) Sewers in the Barron Creek Area (Assessment District We. 3).
b) Proposed Sewer Contract with the City of Palo Alto.
c) Possible Alternates to Palo Alto Contract.
d) Possible Financing of Sewers in the Entire Area of the Town whirl:
drains to Palo Alto.
e) Other Aspects of interest regarding Severs.

Mr. Donald A. miller, Chairman of the Freeway Noise Abatement Com- TRACK 2
mittee, presented an oral progress report and referred to his Summary 65
of Remarks as presented at the Council meeting of December 1B, 1967.
Mr, hiller announced deferment of the Committee meeting until
January 11, 1966 to avoid conflict with City Council Study Fession.
Mr, Miller deferred comment on Truck Ban Ordinance No. 131 until its
scheduled appearance on the Agenda.

Ar, Deckert requested withdrawal from the Agenda and the City C1crk
was instructed to re -agenda this item for the January 15th meeting.

STAPF REPORTS:
City manager reported on the following subjects:
1) Santa Clara County has relinquished intersections on 11 Monte
Avenue to Los Altos Hills and will 2.iscontinue maintenance of
signalized intersections on January 15, 1965. City Aanager requested
permission to arrange for County maintenance on a contract basis and
was so ordered.
2) City ✓ianager submitted a rubbing o:` revised commemorative— plaque,
9;;10", and was instructed to proceed ,vith the purchase and with plans
for a public ceremony. The cost of the plaque and ceremony is to he
borne by Donations.

MOTION, SECONDED AND CARRIED: Councilman Benson moved, seconded by
Councilman lowle, and carried unanimously, that the City Council of the
Town of Los Altos Hills supports tie League Resolution.

Following discussion concerning fees regarding the proposed Site
Development Ordinance, City Manager was instructed to reproduce and

Councilman Ranson, that the sales agreement between The Nature
Conservancy and the Town of Los Altos Hills be executed, was carriod
unanimously by roll call vote. Ayes: Councilmen Aiken, Benson, Davey,
Fowle, mayor Henley. Noes: None. Absent: More.
Council commended the Staff, Pathway Committee, and other citizens for
their participation in this achievement.

a resolution of the City Council of the Town of Los Altos Hills
amending Position Classification Plan.

Councilman Davey, that Resolution No. x:20 be adopted as read, was

City Manager summarized all revisions noted in Minutes of December 18, TRACK 2
1967 meeting. Suggestions and comments were heard from the Floor: 230
Planning Cmamissioner Dawson; Messrs. E. A. Breynan, 13456 Wildcrest
Drive; a. C. Carmichael, 12791 Normandy Lane; John B. Moxon, 501 Felicia
way, Los Altos; and Max Bleisch, 12422 Robleda Road. Council discussion
ensued and the following changes and amendments were approved:
MOTIOU, SECONDED AND CARRIED: [Motion by Councilman Davey, seconded by
Councilman Benson, and carried unanimously to amend the amendment regard-
ing landscape architect requirement on Page B, Sub -section 7 'Ahen specially
required by City Engineer' to "When specially required by the Site Develop-
ment Committee."
Council approved the addition of the word "single" between 'a' and'lot'
on Page 5, first sentence.
Council deferred further discussion of Ordinance No. 133, following
completion of the scheduled agenda itei.us.

ing the disposition of petitions against sewers. City Manager answered
statements in the letter pertaining to the reluctance of the Staff to
