Mayor Albert T. Henley called the Regular Meeting of the City Council of the
Town of Los Altos Hills to order at 7:52 P. if. in the Council Chambers of the
Town Hall, 26375 Fremont Road, Los Altos Hills, with the following members
answering Roll Call: Present:
Councilmen Aiken, Benson, Davey,
Fowle_
Mayor Henley. Absent: None.

Davey and carried unanimously, that a one year extension (to March 20, 1969)
of time be granted to Nr. McCulloch, pursuant to recent amendments in the
State Planning Act which allow suet an e:cten;icn.
ANNOUNCZPE, NTS:
City Clerk presented to the City Council the petitions to recall Council- 14
men Davey and "Henley and noted the attached certificates showing the
results of the examination process required by the elections Code. City
Clerk also noted that the petition to retail_ Councilman Fowle had not been
accepted since the number of signatures, pri-.a facie, was less than the
minimum number of signatures requir?d by the tilections Code.

DISCUSSION OF ABAG: REEL 5
SIDE 1
Councilman Davey initiated discussion of the recent financial scandal TRACK 3
occurring within the Association of Day :..ea governncnts. Council 39
discussion ensued concerning the To„mis position on the controversy
which has arisen.
MOTION AND SECO7dD: Councilman Benson moved; Seconded by Aiken, that the
Council form a study committee to review tie Town's relationship to AGAG.
SUUSTITUTS MOTION, SECONDED iiND CiRRIT): Counciluan Fowle noved; Seconded
by Aiken and carried unanimously, that the appointment of this study
committee await the submission of a comolcte factual report by -LAC,
DISCUSSION OF ABAG cont'd.:
At Councilman Aiken's request, the following statement is incorporated,
without objection, at this point of the Minutes: "I cannot support a
blanket approval of regional government. I support regional solutions to
air pollution and water pollution but cannot support other items that
ABAG has discussed as being necessary, specifically, garbage disposal and
heliports."
MOTION, SECONDED AND CARRIED: Councilman Davey moved, Seconded by Fowle,
that the Town's official statement to ABAG at this time be as follows:
without advancing any support of the Association of Bay Area Government's
structure and while reaffirming our support of regional solutions to such
problems as cut across political boundaries, such as air pollution and
water pollution, the City Council of the Town of Los Altos Hills is greatly
disturbed over the apparent lack of proper fiscal accounting procedures
followed by the Association of Bay Area Governments. Therefore, we urge
a complete revamping of the fiscal accounting system after appropriate
investigation by an outside body. The Motion was carried by a majority
voice vote, Councilmen Aiken and Benson opposed.

TRAFFIC SIGNAL AT ST. NICHOLAS SCHOOL: SIDE 1

City Aanager noted that the County had determined that installation 211
costs for a traffic signal head and sensing device to permit safe exit
from St. Nicholas School would not exceed $600. City Manager recommended
the installation and noted the general fund could provide the necessary
funds.

that the signal be installed, at a cost not to exceed $600, was carried
unanimously by roll call vote: Ryas: Councilmen Aiken, Benson, Davey,
Fowle, Mayor Henley. Noes: None. Absent: None.

DISCUSSION OF SEPTIC TANK ORDINANCE:
REEL 5
SIDE 1
TRACK 3
Councilman Aiken noted proposed changes in the Ordinance and suggested 22d
discussion and the First keading of the Ordinance deferred. Thr. E.
Pearl, Santa Clara County Health Department, stated that the Health
Department felt the Ordinance shouldbe adopted as presented and cautioned
the Council against watering down the Ordinance by eliminating necessary
safeguards. He urged the Council to expedite proceedings for the proposed
Sewer Assessment Districts Nos. 2 and 3, as the Health Department considers
the S_ptic Tana- Ordinance as a stop -gap measure. Council discussion was
deferred without objection.

City Manager noted that the appraised value of this seven acre parcel TRICK 3
is $31,000 an" suggested Town make an offer of $31,000 for the 347
property and begin negotiating the tarns of sale.

that Council instruct the Staff to make an offer of $31,000 for the
property and proceed to negotiate terns of sale, which will be subject to
Council approval, was carried unanimously by roll call vote: Ayes: Council-
men Aiken, Benson, Davey, dawle, iLayor Henley. Hoes: None. Absent: None.
