Henley called the Regular Meeting of the City Council of the Town of Los Altos Hills to order at 7`.45 P. M. in the Council Chambers of the Town Ha11, 26379 Fremont Road, Los Altos Hills, with the following members answering Roll Call: Present: Councilmen Aiken, Benson, Davey, Towle, and Mayor Henley. RIIQU3ST FOR EXTENSION OF TIME TO FIL3 FINAL MAP - OLIVER WHEELER: MOTION, SL'COND3D AND CARRIED: Motion by Councilman Aiken, Seconded by Davey and carri_d unanimously, that a one year extension (to March 7, 1559) of time ba granted to Mr. ✓Jheeler, pursuant to recent amendments in the State Plannijg Set which allow such an extension. Upon Motion by Councilman Davey, Seconded by Benson, the Minutes of February 26, 1968 were unanimously approved as submitted. Larson, County Department of Public ✓forks, dated February 29, 1968, re: inclusion of Hilltop Drive Area in County's Sanitary Sewer i,ssessment District. City Manager noted cost estimate of $250 - 350 for capacity right fees per typical unit (plus $104.50 connection fee). Council discussion ensued with Floor participation by Charles a, ':Jalter, Jr., 2<2d0 Suizaerhill Avenue. Mr. Halter noted that over 50% of the property owners in this area have expressed interest (via informal petition) in supporting this project. Saul, xJ9 South Pastoriaa avenue, Sunnyval Council noted with regret that two public hearings had been held, the va.riancc had been granted and could not be reheard since sufficient legal grcunds were not present. 6) Inter -City Council, dated February 27, 1968, ,re: special assessment of $150 to all members to publicize findings of the/Planning Policy Committee. Council discussion ensued with Floor participation by Clark Smith, 25231 La Rena Lan-,, vvho objected to any other use of the property than for open spaces, mr. L=itl, offered to furnish and plant trees on the property if the Council so desired. Council notae, that approximately fifteen persons were pres_nt in the audience who opposed any use of the property other than 4 for open space. Council concurred that a 30 -day extension of time should be requested from the State to allow review on possible purchase and use of the property. -2- Scheduled Item No. 2. REEL 6 REPORT ON STATUS OF PALO ALTO SEWER CONTRACT - City Manager: SIDE 1 TRACK 1 City ilanager reviewed status of the proposed Palo Alto Sewer Contract 295 and noted that it would be desirable for the Town to indicate its intent on a contract to the Palo Alto City Council prior to their march 11th meeting. MOTION AND SACOND: Councilman Fowls moved, Seconded by Davey, -flat the i-1ayor indicate in a letter to the Palo Alto City Council the Town's intent to enter into the proposed contract upon formation of Sewer Assessment District No. 3. Council discussion ensued. At Councilman Aiken's request, the following statement is incorporated, without objection, at this point of the Minutes: "Since this contract is based on sewering the entire portion of the Town which drains toward Palo Alto, it means sawering this entire area; therefore, I cannot in good conscience support it.'' CARRIED: The Motion was carried by a majority voice vote, Councilmen Aiken ane. Henson opposed. Scheduled Item No. 3. REEL 6 DISCUSSION OF SEPTIC TANK PROBLEM - Councilman Aiken. SIDE 1 TRACK 1 Councilman Aiken emphasized that the Town should give.more serious 344 consideration to sub -community systems suggested in the Matcalf & Eddy Report, noting that all alternatives should be considered before approving the Palo Alto Contract. Scheduled Item No. A. REEL 6 DISCUSSION OF PROPOSED SEPTIC TANK ORDINANCE - Councilman Aiken. SID; 1 TRACK 1 At Councilman Aiken's request, the following statement is incorporated 365 without objection at this point of the Minutes: "I want to make it abundantly clear that I do not agrae with what I consider to W excessive requirements in this ordinance.'' Councilman Aiken suggested the ordinance be deferred for additional review. MOTION, SECONDED AVID CARRIED: Councilman Aiken moved, Seconded by Benson, and carried unanimously, that the first reading of Ordinance No. 136 be deferred. Scheduled Item No. 5. REAL 6 DISCUSSION OF SLOPE DENSITY ORDINANCE - Councilman Benson. SIDE I PROPOSED JOINT MEETING WITH PLANNING COCM1ISSION RE SLOPE DENSITY - TRACK 1 Councilman Davey. 374 Councilman Benson noted Planning Commission conclusions on slope density and suggested Council initiate action on Phase II of the slope density ` study. Councilman Davey requested a joint meeting with the Commission to ` discuss slope density and suggested Council incorporate the Commission's formula into an amergeney ordinance. Planning Commission Referrals. Slope Density: 617 Comnis5ioncr Lachenbruch explained the slope density formula which Poe Commission is recommending to t__ Council. He noted the following major points inherent in the formula: a) The omz-acr-, sainimte, will be retain2cc throughout the Town. b) The Av=_rago lot size will be daterained by the following general -i'ornula: 1. IZ the average slope is 0-102, than 1.0 acre is the average lot size. 2.
