Mayor In. Ross liken called the Regular Meeting of the City Council of the Town
of Los :altos ;-ills to order at 7:49 P. A. in the Council Chambers of the Town
Hall, 26379 Fremont Road, Los Altos Hills, with the following members answering
Roll Call; present: Councilmen Benson, Davey, Fowler Helgesson, Mayor Aiken.
Absent: None.

Upon Nation by Councilman Benson, seconded by Helgesson, the Minutes of
April 15, 1458 were approved as submitted by a majority voice vote, Councilman
Fowle abstaining.

COMMNUNICITIGHS:
The City Manager read the following communications:
1) Dean P. Larson, County Department of Public .forks, dated April 22, 1963,
requesting the Council to consider the inclusion of additional areas in Los
Altos Hills within the boundaries of the Countyts proposed sewer assessment
district. hr. Larson estimated the assessments would be less than $300.00 per
unit of use.
City Manager noted that Council had previously tentatively approved the
Summerhill >rea andexpressed interest to the County without granting extra-
territorial rights. He reviewed the nap, on file at the Town Hall, indicating
the requested additional areas (La Loma and Magdalena). Council concurred
Ar that this matter should be discussed with the City Manager of Los altos and
agend_nd for the May 20th Council meeting. '

2) Stanley -7. Corbett, 26450 Anacapa Vivo, dated May 6, 1968, sugges-ting the
Council revi-_a its policy regarding Minutes of Council meetings and noting
the need for n written record of the issues discussed but not acted upon.
Council concurred that this :natter should be agendaee for the May 20th Council
meeting.
3) Clark L. Bradley, State Senator, dated April 25, 1968, regarding motor
vehicle noises an.' legislation he has introduced to limit same.
,) Mayor %:io=n's reply to State Senator Bradley dated May 6, 1968, expressing
support for vehicl_ noise abatement legislation and offering to provide
Town represantatives to testify at the hearings in Sacramento.
5) Robert Swart, Jr., President, Los Altos Board of Realtors dated April 29,
1968, requesting the Council to proclaim May 19-25, 1968 as "Realtor reek';.

and carried unanimously that the Council proclaim May 19-25, 1961 as
"Realtor Neek" in Los Altos Hills.
6) Loagie of California Cities dated April 12, 1968 announcing an Institute
for payors and Councilmen to be held in :Anaheim May 20, 1968. Councilmen
Benson and Helgesson indicated a desire to attend and Council unanimously
concurred tc._t the next Council meeting could be delayed until May 22, 190
gtp alln; the attendance of interested Councilmen.
MOTION, AND CARRIED: Councilman Fowle moved, seconded by Benson,
twat th= Council authorize actual expenditures necessary to send two
Councilmen to the Special Institute in Anaheim on May 20, 1966, was carried
unanimously by roll call vote: Ayes: Councilmen Benson, Davey, Fowls,
Helgesson, Kayor Aiken. Noes: None. :absent: None.
7) Rev. Richard K. Meade, St. Nicholas Church, dated April 3, 1968, thanking
Council and City Manager for their efforts in making the safety of school
children possible.
8) John F. Lawler, President of County Social Planning Council, dated
�.pril 22, 1968, noting their support of legislation establishing a regional
center to serve the mentally retarded in Santa Clara County and three
neighboring Counties.
9) Mrs. Joan Pullen, Clerk of the County Board of Supervisors, dated
April 17, 1968, noting a vacancy on the Local Agency Formation Commission.
City Managor not -d this position was filled at the May 2nd Inter -City Council
meeting.
10) Pits. Jean Pullan, Clerk of the County Board of Supervisors, dated
i:pril 22, 1466, noting the expiration on June 30th of one term on the County
Library C=wission.
Council concurred that Miss Jean Gomes should be recommended for re -appointment
400 to the Library Commission.

Council discussion ensued concerning in lieu payments and Vic existence of

City Mancger noted that the position was already budgeted for the 1969 fiscal
year and that Staff and Planning Commission recommended immediate retention,
due to slope density implementation and a proposed General Plan review.
City Manager further noted that the planning consultant would receive a
r„onthly retainer of $350.00 for an estimated 21 hours per month of service.

that the Council hire the firm of 'Am. Spangle & Associates as part-time
planning consultants, with the payment schedule as outlined by the City Manager,

REPORT OF T04N-4IDE DiL,INAGE COIIIdITTS3 - C07NCILNAN HnLGESSON: 33/
Councilman Halgesson, Chairman of the Drainage Conmittee, presented an
intern, committee report recommending that the Council instruct the City
Engineer to sxpand his previous drainage report to include the following
information: drainage deficiencies on roads, drainage facilities carrying
run-off from upper areas to natural channels on private property, roconmanda-
tions for a coordinated storm water drainage system, and recommendations for
projects on 0njor streams which should be referred to the Flood Control District.
Councilman Halgesson emphasized that the Committee believes a drainage im-
provemant fund should be started as soon as possible, to be used in accordance
with a priority list established by the Engineer and to be available for
drainage facilities in any part of the Town.
MOTION -ND SECOND: Councilman Benson roved, seconded by Davey, that the
Council appropriate an expenditure of 01,000.00 for an expanded study of the
drainage report by the City Engineer.
Council discussion ensued, with Floor participation by B. f.. Breyman,
Mrs. F. Olgi�ti, and Elmer Clark.

City KAnagar reviewed his memo to the Council dated April 26, 1968 noting
that Unto officials had confirmed the possibility of rezoning the O'Keefe
proporty from R-1 to O -S -R. City Manager further noted that if the
property is rezoned by the Town, the Stara '+could either auction the property,
restricted to opon space usage, or offer it to the Town at a reduced price.
Council directed Staff to proceed with necessary amendments to the Zoning
Ordinance and requested the Planning Commission to set a Public Hearing on
sane for June 10, 1968.

PRES3i4TdTION OF FIRST DRYT OF BUDGET:
City 14anager noted the following highlights of the 1969 fiscal year budget:
1) a strost maintenance and construction budget totalling approximately
$200,000 (up from $780000 last year) or .approximately 50% of the total budget,
2) fate construction and maintenance program, 3) An employee hospitalization
program.., n) the establishment of the position of Town Planner, and 5) the
Addition of one maintenance man.
City Aanage'r noted that the total budget of $398,652 would be achieved while
retaining the .25 tax rate and that the Town's assessed valuation will
increase from $2-_,203,522 to an estimated $26,001,677. New sources of
revenue include California Water Service Co, franchise fee, real estate
transfer taxes and cigarette taxes.

City Attorney stated that the Executive Sessions were conducted entir_ly in
accordance with the law and that testimony wa.s received from a. plaintiff
regarding pznding litigation against t:re Town; i._.iediately following his
testimony, the citizen was dismissed fro.., the Executive Session ane' was not
permitted to be present during any or t}o closod discussion.
