Ross Aiken called the Special Meeting of the City Council of the Town of Los Altos Hills to order at 9:36 A. M. in the Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members answering roll call: Present: Councilmen Benson, Davey, Fowle, Mayor Aiken. Absent: Councilman Helgesson. City Clerk read letter from Lowell W. Morse, dated November 8, 1968, tendering his resignation as City Manager of Los Altos Hills, effective December 15, 1968, due to acceptance of a business position involving property and investment management. Council expressed their appreciation to Mr. Morse for his excellent service and achievements during the past two years. SCHEDULED ITEM: FOR THE PURPOSE OF CONSIDERING A REQUEST TO PAY FOR A SURVEY NECESSITATED �Y BY THE GIFT OF A 25 ACRE PARCEL OF PROPERTY TO THE TOWN. SAID PARCEL IS y �O ADJACENT TO THE PRESENT BYRNE PARK. City Manager presented proposed subdivision of the 91 acre parcel adjacent to Byrne Park, noting that negotiations with Mr. A. G. Lambert, President of Gerard Homes of Los Altos, and Mrs. Betty Byrne De Zahara have produced a proposed park donation. The proposed donation consists of approximately 25 acres, which would provide a corridor linking Byrne Park with the proposed County park on the Duveneck Lands. City Manager noted the following significant factors of the proposals: 1) In order to help the low density development in the MAPS Area, sewer lines will not be installed in the portion of the proposed subdivision which naturally drains toward Moody Court. 2) The proposed park donation will provide an excellent buffer zone between the Byrne Park and the MAPS Area, which is planned for extremely low density development. 3) Slope density requirements would allow the development of 58 lots, but the tentative map to be submitted will request only 46 lots. 4) Based on the appraisal of the Byrne property at $8,000 per acre, the Town would be receiving as a gift land valued at approximately $200,000. City Manager stated that the developer had requested that the Town survey the entire parcel as the only condition of the gift. City Manager further {` stated that the estimated cost of $6,500 for surveying the parcel would not be paid by the Town if the park donation does not come to fruition. i SCHEDULED ITEM cont'd.: Park Donation: 4 � Mayor Aiken expressed the Council's appreciation to Mr. Lambert for his v participation in preserving the natural terrain and open space desires of the community. Council discussion -ensued concerning the location of the proposed corridor, with Floor participation by Mrs. Donald Spencer, 27490 Sherlock Road. MOTION, SECONDED AND CARRIED: Councilman Benson moved, seconded by Davey, that the Council authorize an expenditure not to exceed $6,500.00 for engineering and other expenses related to the proposed De Zahara park donation, was carried unanimously by the following roll call vote: Ayes: Councilmen Benson, Davey, Fowle, Mayor Aiken. Noes: None. Absent: Councilman Helgesson. OTHER BUSINESS: 1. Councilman Benson noted that the Inter -City Council has been discussing the role of regional government and suggested the Council carefully consider the role of ABAG, and that this matter be agended for the November 18th meeting. Council concurred. 2. City Manager noted that he would be in Sacramento Wednesday, November 20, 1968, to maet with the State officials regarding noise abatement and the rezoning of the O'Keefe property to open space reserve. 3. Mrs. Barbara Packard expressed her surprise at the City Manager's /resignation and requested that the Council take no action in Executive 46r,Session regarding this matter until all the citizens of Los Altos Hills were informed of this development. Council discussion ensued regarding the discussion of personnel matters in Executive Session, with Floor participation by Mmes. Packard, Olgiati, and Spencer. Council concurred that an Executive Session regarding personnel could be postponed until a later date. There being no further business to come before the Council, Mayor Aiken adjourned the meeting at 10:14 A. M. to: NEXT REGULAR MEETING: Monday, November 18, 1968, at 7:45 P. M. at the Town Hall.
