Since the City Engineer's survey was not complete, it was deemed. by the Council that the traffic conditions on Fremont Road presented a threat to public safety and that an emergency ordinance should be enacted. The City Engineer will file the prerequisite report by August 4, 1965• .The City Attorney presented and read, in its entirety, Ordinance No. 10%, an Ordinance of the Town of Los Altos Hills, amending Ordinance No: 8'7 -of said Town by reducing the speed limit on a 0 portion of Fremont Road from 35 miles per hour to 25 miles per hour, being an emergency measure, effective August 5, 1965• _.. - ACTION: Adopt Ordinance No.. 107 as read. Corbetta Unit No. 2 (298-65) 6 lots. In reviewing the Tentative Slap, Eng. Lyons, representing Mr. L. Corbetta, was requested to include a site .location map. The City Engineer reported the key point to this subdivision was a recommendation from the County Health Department that this unit be served by sanitary sewers. Engr. Lyons requested the Council to consider a revision on the Tentative clap regarding sewage disposal to be shown as "Sanitary sewers.: subject to satisfactory arrangements with the neighboring tract, Silent Hills with regardto its installation." It was Mr. Corbetta s opinion that the expendi- ture was not justified for a 6 -lot subdivision unless this cost was shared. Deputy Clerk read letter from the County Health Department dated July 19, 1965 and it was noted the Department"recommended" sewers, but was not a firm condition of approval Since the Health Department also recommended sewers for the .adjoining tract, Silent Hills, Eng. E. F. Ho,, of Target - Engineering, and Mr. W. H. Miller, agent for the developers, joined in the discussion. Mr. Miller reported the County Health Department refused to release the results of the percolation tests, merely indicating that the soil was poor for individual sewage disposal systems. Council .concurred that the County Health Department should be present at the August 162 Council Meeting to present the results of the percolation tests on Silent Hills and submit a complete report of 'their requirements for these two. subdivisions. Discussion followed as to the length and cost of the trunk feeder lines, .the main objection of the developers being the prohibitive cost for the off tract trunk lines. As an alternative, Council suggested an assessment district be formed to include the adjoining lands, however, Mr. .Miller was not receptive due to the long, delay. in forming such a district. Councilman liken proposed that a procedure be established wherein the sewer system could be installed to serve additional areas. with a refunding agreement onanappropriated share from future subdivisions. This method would eliminate the waiting period in which to form an assessment district. U -3- Corbetta Unit //2 (Cont'd.): That both Tentative Maps of Corbetta Unit No. 2 (298-65)and Silent Hills (299-65) be brought back at the next regularly scheduled meeting of August 16, 1965, in conjunction with a complete report from the Health Department as discussed. MOTION: Clayton; SECOND: Fowle AMENDED MOTION: Further, include a Staff study of adjacent lands oahioh might be subdivided in the near future that could be within the service area of this sewer extension and that the City Attorney submit a step by step procedure for setting up a refund arrangement so all these lands can participate in the sewer system. PS4FNDED BY: Fowls; ACCEPTED BY: Clayton Councilman Aiken requested Engineers He and Lyons, on .behalf of their clients, to be in a position to accept or reject a '.�. formal agreement, which he felt would benefit them, as well as the entire area. Councilman Fowls made the point that he would be in favor of --insisting upon sewers, if feasible, even though the cost would besomewhathigher. ,The Question was called. VOTE: Passed unanimously. 2. Silent Hills (299-65) 19 lots - Target Engineering. In view of the two weeks' deferment, the Tentative Map of Silent Hills (299-65) was reviewed and the Check hist read. ..Councilman Aiken pointed out if there will be sanitary sewers, sewer easements would be required and, at present, are not on. the map. 1 - There were no other comments or questions. 3. Mehner., Eugene (305-65) 2 lots - Engr. Riley. Engr, Riley submitted corrected Tentative Map as requested by the Planning Commission (7/12/65). ACTION: VThat the Tentative Map of Eugene Mehner (305-65), dated August 2, 1965, be approved,. subject to the requiremants set forth by the Flemming Commission, and approving Agencies. $MOTION: Fowls; SECOND: Clayton; VOTE: Passed unanimously. -4- DIVISIONS OF LAND: Tentative Maps(Cont'd.): 4. Hemmeter, George T. (282-64) 2 lots'- Request for Waiver of Subdivision Requirements. Engr. Riley. Deputy Clerk read letter from Engineer Riley dated July 27, 1965 requesting a -waiver of the condition to file a final mar. and allow are cord of survey. If this request is denied, Mr. Riley requested a sixty day extension of the existing Tentative Map. Mr. R. L. Jones, 10791 Magdalena Road, and owner of Lot //I, questioned the use of the Record of Survey. Mr. Jones stated two points needed clarification: 1) a condition of approval from the Health Department requires that all existing drainfields must be within the boundaries of Lot ##1 and any encroachment of the drain£ield on the proposed property lines must be relocated. Mr. Jones requested this requirement be met by the subdivider before final approval; 2) There is conflict as to whether or not the easements over Lot #2 are revocable. ACTION: -~..� That the Tentative Map of George T. Hemmeter (282-64) be referred back to the Engineer (Riley & Floyd) for clarification and assurance to all parties concerned that all requirements are met, and That approval be granted for an extension of sixty days. MOTION: Fowle;-SECOND: Clayton Deputy Mayor Bowler requested that the Motion be clarified as to whether or not a Record of Survey will be accented. AMENDED MOTION: L Record of Survey Map will be acceptable. IS'l✓'NDED BY: Towle; ACCEPTED BY: Clayton Councilman liken stated he could not accept a Record of Survey in lieu of a full final map in view of the apparent dis- a;reement whether or not these easements are revocable, that easements are not shown on a Record of Survey, and because of the errors which have turned up in the subdivision map of Parcel `-2.. The City Engineer pointed out there is a.30 -foot dedication on J Magdalena Road which must be shown either on the Final IYap or by a separate deed, if a Record. of Survey is the instrument. -5- DIVISIO193 OF LU D: Hemmeter (Cont'd.): Following further discussion, the Motion. as amended was withdrawn. MOTION: Clayton; SE'CCIME: Fowls; VOT."&: Passed. unanimously. NES; BUSINMSS; (Cont'd.): 2. Standard Specifications for Subdivisions. Deputy Mayor Bowler requested a report from planning Com:_issioner Hibner, and that the Council review each recommendation separately. Commissioner Hibner reported the Commission's recommendations as follows: 1. Include a preface in the Standards. This preface should contain -`-/ (a) A statement of the Town policy regarding the use and application of the Standards to retain as much as possible the rural character of the Town, i.e., land- scaping, trees and a minimum disturbance of soil. _ (b) A statement that where the topography and aesthetics would permit a better solution .than set forth in the Standard Specifications, the applicant should be. encouraged to bring his ideas and proposed solutions to the Town for appraisal and possible approval. (c) In the area of steep topography, the applicant should refer to "Guidelines for Developers in Steep Slone Areas". (d) i, statement requesting the subdivider to refer to tha pertinent ordinances, since this is not the "Bible". (e) Addition of an index. (f) A suggestion to the subdivider to purchase this 'report, since it is pertinent to him. Council concurred with Recommendation No. 1 and instructed the City Bngineer to obtain the signature of the Chairman of the Planning Commission for the preface letter. ,:.:U -6- C") j, -Id. BUSIYESS: .Standard Specifications for Subdivisions (Cont'd. 2. Road Classifications and Widths. (a) Part I, page 3, "Secondary Roads" should be 'collector roads'. (b) Rerort does not mention the fact there is a division in the width of the collector roads. (c) Local roads recommended to be twenty feet (20') wide instead of twenty-two (22') feet as shown. (d). Cul-de-sacs recommended as,16' to 18', depending upon the number of homes (shown as 22') Councilman Clayton took exception to the Planning Commission's recommendation of 20' feet for local road's. He was of the opinion the width should be 22', thereby reducing the classi- fication to two - arterial and collector (local)'. He further contended that narrow roads involve a serious safety factor for future planning and stressed the problems of school busses in connection with narrow roads. Councilman Clayton believed that two feet did not determine whether or not a road is rural, but adds a tremendous safety factor. Mr. 0. R. Johnson, commented the Citizens' Committee concluded the wider the road, the greater number of accidents; and the l J smaller and narrower the road, the£ewer accidents. Mr. L. M. Breymen was of the opinion narrow roads with rolled curbs and gutters for through roads and in tract city roads - would be the solution. Councilman Aiken proposed that where curbs are not required, the roads be edged with four inches of darkened concrete. In this way, the roads could be narrower and the edge of the road protected from deterioration, thereby reducing maintenance costs. Er. R. L. Jones commented this solution had merit. Councilman Fowle preferred the local roads at 20'. Council discussed preference for 18' on cul-de-sacs (Councilman ;`liken preferring 20' because of fire problems). although preferring narrow roads himself - but not atthe expense of safety - Deputy Mayor Bowler suggested the road widths be adopted as submitted (even though there was some feeling that the widths were too wide), with the view this is astarting point and the Standards can be changed, deliberating one item ata time. Council concurred that road widths should remain as submitted in the Standards (2nd Draft, July 1965)• -7 NYt BUSINESS: Standard Specifications for Subdivisions (Cont'd.): t ) 3. Planning Commission concurs 14' is adequate for a private road, without berm; however, recommends 16' -minimum with berm. Council concurred with Recommendation No. 3. 4. Under Section 5, Control of Materials, Sub -Section (a) Source of .Supply and O,uality of Materials, Planning Commission recommends the second sentence be omitted as follows: '3t the option of the Engineer, the source of the supply of each of the materials shall be ap^roved by him before delivery is started.' On Recommendation No. 4, Council took exception that the sentence should be omitted, but concurred the word 'shall' should be changed to 'may'. 5. Section 15, Page 12, Concrete Curbs and Gutters, Fara. (d), Coloring. Commissioner Hibner commented the black does not show up at night and the Eire Chief is against it; however, from an aesthetic standpoint, the Commission prefers the Liquibleck. C� - Council discussed suggestions to darken just the horizontal of the curb, or to reduce the amount of Liq_uiblack.to 6 pounds. Deputy Piayor Bowler adjourned the meeting at 10`.20 P. M. to examine the concrete samrles outside the Town Hall. Deputy Mayor Bowler reconvened the meeting at 10:2 P. ii. It was reasoned the white cement will darken and the black coloring will lighten, ending up with the same coloring in time. Since black is dangerous and the addition of the Liquiblack will increase the cost, the Council agreed to delete the coloring to concrete curbs and gutters. 6. Paths. Although the Commission did not recommend any change in the path. width, Commissioner Hibner commented he still believes 4 -foot paths would be best. (5' shown.) Councilman i,iken inquired of the City 'ngineer if he had any knowledge of the relative merit of a path which has. been sprayed for weed control and covered with a sheet of plastic before the base is laid.. The City Engineer had no such knowled;e.. Deputy Mayor Bowler suggested the Council adopt the path standards as proposed (5') feet and the City Enginear be instructed to investigate the materials available for such a method, the cost, and determine the action best for the Town.. Budgetfor the Fiscal Year 1965-1966 totalling 1190,470.95 was reviewed. / It was determined that since explanations on certain items of the budget were not available in. the City 15anager'.s absence, the budget should be enacted upon as a working budget. Since time was of the essence, any changes which might be required .could be made at a later date. Deputy Mayor Bowler requested this item to be placed on the dgenda for the September %tr meeting. The Deputy Mayor reconvened the meeting at 10:52 F. P'. to its regular session. ACTION: That the Budget as presented by the Staff, for the Fiscal Year 1965-1966 be approved. Council if the City eaould hold to the newly adopted Standards. Deputy Mayor Bowler informed Mr. Breyman the Standards are entitled "Standard Specifications for Subdivisions" and are effective immediately.
