B. Clayton, at 7:50 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Councilmen Bowler, Fowle, Henley Mayor Clayton Councilman Aiken arrived at 7:58 F. Pi. ABSENT: None MINUTE'S: Januar, 1964. ACTION: Adopt Minutes of January 6, 1964, as submitted. COMMUNICATIONS: None. A NNOUNCEP?ET„TS : 1. Santa Clara Valley {later Conservation District Meeting - Monday, January 27, 1964, at 1:00 P. M., at Dunne Hall, Civic Auditorium, San Jose. The City Manager stated this was a routine matter and of no concern to the Town. - 2. League of California Cities, Peninsula Div. Meets - Thursday, January 30, 1964, 6:30 P. M., Holiday Inn, South San Francisco. 3. Santa Clara County Inter -City Council Meeting, Thursday, February 6, 1964, 7:30 P. M., at the Blackberry Farm, Cupertino. There will be a Mayor's meeting at 6:30 P, M., prior to the regular meeting. 1. Councilman Fowle reported he had attended two meetings - (a) Citizens Advisory Committee on Foothills Planning, January 15, 1964 relative to subdivision require- ments, roads, drainage and flood control; and (b) Santa Clara County, Bayshore Dine Development Meet- ing, January 17, 1964 - formation of a sample ! ordinance providing any changes in physical con- ' - ditions of bay lands. OLD BUSINESS: None NEW BUSINESS: 1. Petition re:School Bus Stop & Traffic - Black Mountain and Natoma Roads. The City Manager referred to the letter dated December 2, 1963 and petition as circulated by Mrs. Marguerite Svedeman, and. read the four suggested solutions. The City Manager reported a meeting with Mr. Pete Ross, Superintendent of Traffic of the Palo Alto School District, and they are willing to move the bus stop in question for the safety of the children. The City Manager recommended that the bus stop be moved to the intersection of Melody Lane and Black Mountain Road, with a crossing and appropriate signing to be installed across Natoma Road; however, he felt that the installation of 4 -way stop signs is not warranted at this time. Councilman Aiken arrived at 7:58 P. M. Mrs. Svedeman was present and expressed her appreciation of this recommendation and stated that when the area is built up, then perhaps the stop signs would be necessary. ...� ACTION: (`) Authorize the changes as recommended by the City Manager. MOTION: Fowls; SECOND: Henley; VOTE: Passed unanimously. 2. Tract No. 3147 - Colonial Estates No. 2 - Acceptance of Improvements. Resolution No. 257, a Resolution of the City Council of the Town of Los Altos Hills, accepting improvements in Tract No. 3147, was read in its entirety by the City Attorney. ACTION: Adopt Resolution No. 257 as read. MOTION: Bowler; SECOND: Henley ROLL CALL: AYES: Aiken, Bowler, Fowle, Henley, Mayor Clayton NOES: None ABSENT: None 3• 1964-1965 Fiscal Year Gas Tax Engineering Budget. JI Resolution No. 258, a Resolution of the City Council of the Town of Los Altos Hills adopting and submitting a Budget for j Expenditure of State Allocated (Engineering) Funds, was read -2- NEW BUSINESS: Gas Tax Engineering Budget (Contd.). l-) in its entirety by the City Clerk. ACTION: Adopt Resolution No. 258 as read. MOTION: Fowls; SECOND: Aiken ROLL CALL: AYES: Aiken, Bowler, Fowle, Henley Mayor Clayton NOES: None ABSENT: None VARIANCES: Overhead Service Lead-ins. Inasmuch as the Planning Commission, in their recommendation of January 13, 1964, asked the council for an established policy to follow regarding overhead service lead-ins, it was the opinion of the Council that such a criterion should be discussed and resolved before taking any action on the variances scheduled on the Agenda. However, before beginning any lengthy discussion, it was with the consent of all parties concerned that the last item on the Agenda should be acted upon first. DIVISIONS OF LAND: Final Maps: 1. James Hill, Tract No. 3609 - Engrs. Lutes & Associates. ACTION: That the Final Map of James Hill, Tract No. 3609, be approved. MOTION: Henley; SECOND: Bowler; VOTE: Passed unanimously. VARIANCES: Overhead Service Lead-ins. In an effort to arrive at an established policy on overhead service lead-ins, Councilman Aiken submitted a written report dated January 20, 1964. Said report, aesthetics, the Planning Commission's recommendation of January 136 and the problems involved were thoroughly discussed, with the following action to be directed to the Planning Commission: ACTION: That the Council advise the Planning Commission that a request for variance from the service lead-ins for underground utilities would be looked upon with favor, providing no additional poles are erected by reason of the variance being granted, and that the wires are strung from poles from the rear of the lot and screened from view. -3- VARIANCES Cont'd.): (`--� MOTION: Bowler; SECOND: Aiken; VOTE: Passed unanimously. 1. Argall., John L. (V-162-64) - Request for Overhead Electric and Telephone Service. ACTION: That the request of John L. Argall (V-162-64) for overhead electric and telephone services be approved. MOTION: Aiken; SECOND: Fowls; VOTE: Passed unanimously. 2. Roberts, Eugene (V-163-64) - Request for Overhead Electric and - Telephone Service. ACTION: That the request of Eugene Roberts (V-163-64) for overhead electric and telephone services be approved, providing specifically that trees be planted on the lot line or in an equivalent place, to hide the lead-in from view. MOTION: Aiken; SECOND: Fowls VOTE: AYES: Aiken, Fowle NOES: Bowler, Henley, Mayor Clayton ABSENT: None Request was denied. RESOLUTIONS: 1. Resolution No. 259, a Resolution of the City Council of the Town of Los Altos Hills relative to Workmen's Compensation Benefits for Registered Volunteer "Disaster Service Workers", was read in its entirety.by the City Attorney. ACTION: Adopt Resolution Na....259as.. read. MOTION: Bowler; SECOND: Henley ROLL CALL: AYES: Aiken, Bowler, Fowle, Henley, Mayor Clayton NOES: None ABSENT: None 2. Resolution No. 260, a Resolution of the City Council of the Town f of Y;os Altos hills, approving the Master Mutual Aid ^agreement, was read in its entirety by the City Attorney. -4- RESOLUTIONS: Resolution No. 260 (Contd.). ACTION: Adopt Resolution No. 260 as read.
