MINUTES OF A REGULAR MEETING

The RegularMeeting of the City Council of the Town of Los Altos
Hills was called to order Monday, March 2, 1964, by Mayor Wm'. B.
Clayton, at 7:55 P. M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California.

MINUTES: February 17, 1964•
ACTION:
Adopt Minutes of February 17, 1964 as submitted:
COMMUNICATIONS:
1. Mrs. Mar M. Paulsen 22 F'a e Mill Road Palo Alto - Letter
dated February 7, 19 4, relating to proposed path under the
Freeway location at rage Mill and Arastradero, was read by
the City Clerk. Deferred to New Business:

ANNOUNCEMENTS:

PLANNING COMMISSION REPORTS:
1. Memorandum from Commissioner Melvin L. Hawley for Chairman of
the Planning Commission dated February �5, 1964, regarding
Record of Survey Matters, was read by the City Clerk.
ACTION:
That the Memorandum dated February 25, 1964 from
Commissioner Melvin L. Hawley, regarding Record
of Survey Matters, be referred to the Subdivision
Committee of the Council for study.

NE6! BUSINESS:
1. Proposed Path under Freeway Location at Page Mill and Arastradero
Mrs. Mary M. Paulsen presented a petition with over fifty
signatures, requesting "that immediate action be taken to
create a 4 -ft pathway paralleling Page Mill Road through the
cloverleaf underpass of the Junipero Serra Freeway. �
"The California State Highway Commission's policy (confirmed in
writing) is to honor pathway facilities existing prior to final
planning for the Freeway. Construction is scheduled for
January, 1965•"
Existing easements were discussed, as well as a joint effort
of the Community, in order to establish such a path.
It was at the suggestion of the Mayor that Councilman Aiken
contact Mr. J. P. Sinclair, of the State Division of Highways,
and that the City Manager and the City Engineer prepare
specifications and estimated costs, in order that action may
be taken at the next Council meeting, March 16, 1964.
F. Malcolm Smith - Potential Claim.
Mr. and Mrs. F. Malcolm Smith were present to itate964 ttheiro the City
case as submitted in letter dated February 7,
Council.
Memorandum to the Council dated February 14, 1964 from
Clayton J. Smith, Building Inspector, was read by the City
Manager. This memorandum stated the Building Department
of the Town of Los Altos Hills operates under the provisions
of the 1955 Edition of the Uniform Plumbing Code, which does
not call for the installation of dielectric unions between
piping of two dissimilar metals.
Mr. F. M. Smith asked for a written reply that would contain
this pertinent information, and suggested a review of the
Town's Ordinances to include dielectric unions.
3. Tract No 3247 ( J. Melchor) - Acceptance of Improvements.
Resolution No. 268, a Resolution of the City Council of the
Town of Los Altos Hills, accepting improvements in Tract
No. 3247, was read in its entirety by the City Clerk.
ACTION:
Adopt Resolution No. 268 as read.

a Conditional Exception to allow the filing of
a Record of Survey (such Survey to show realign-
ment of lot line and Lot #1 as 1.90 acres) be
approved, as recommended by the Planning Commission.

RESOLUTIONS:
1. Resolution No. 267, a Resolution and Order of the City Council
of the Town o£ Los Altos Hills designating Precincts and
Folling Places and Appointing Members of Precinct Boards for
General Municipal Election to be held on Tuesday, April 14,
1964, and directing the City Clerk to Post a Notice of Election,
List of Election Officers and Folling Places and Notice of
Nominees for Public Office, was presented and read in its
entirety by the City Clerk.
ACTION:
Adopt Resolution No. 267 as reed.

2. Resolution No. 269, a Resolution of the City Council of the
Town of os Altos Hills relating to Power Transmission
Facilities, was introduced and read in its entirety by
Councilman Fowls.
ACTION:
Adopt Resolution No. 269 as read.

Councilman Aiken stated he would Second the Motion with the
additional phrase that power poles be painted or constructed
of material which will blend with the background".
ACTION:
Adopt Resolution No. 269 as read and modified.

change in the proposed Ordinance. The Mayor explained this
was a matter of terminology and not definition.

OTHER BUSINESS:
1. Mr. F. Vogler suggested a tax on horses in order to provide
for equestrian paths. It was suggested by the Council that
he put his plan in writing.
