B. Clayton, at '7:53 F. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Councilmen Aiken, Bowler., Fowls, Mayor Clayton ABSENT.: Councilman Henley MINUTES: March 2, 1964.. ACTION: Adopt Minutes of March 2., 1964 as submitted. COMMUNICATIONS: 1. Richard P. Jobe., M. D. - Lotter dated March 16, 1964, requesting priority on his hearing before the Council because of a con- flicting meeting of the Los Altos School Board. So moved to the first item on the Agenda. ANNOUNCEPENTS: 1. League of California Cities, Peninsula Div. Meeting_ - Tuesday, March 31, 1964, San Francisco. NEW BUSINESS: 1. Richard P. Jobe., M. D.. - Exchange of Fath Easement. Dr. Jobe submitted map of Tract #3280 showing present easement (westerly side of Lot #5) and proposed easement (easterly and northwest edge of Lot #5), which will af£ard a continuous path to the Gardner Bullis School, when the Wald-Lenn subdivision is completed. Dr. Jobe requested the Towngrant him a quit claim on former easement and accept his deed for the proposed easement, subject to the approval of the City Attorney. ACTION: That the request of Dr. Richard F. Jobe to exchange easement, as shown on map submitted, be approved. MOTION:. Aiken; SECOND: Bowler; It was discussed that the 5' easement was not adequate for equipment to construct and maintain such a path. NEW BUSINESS: Richard F. Jobe, M. D. (Cont'd.) _AMENDMENT: I 11 However, the foregoing approval is subject to the receipt of a letter from Richard E. Jobe stating that the Town may have access beyond said easement for a period of one year for the purpose of con- structing a path. AMENDED BY: Fowle; SECOND: Aiken; VOTE: Passed unanimously. Under RESOLUTIONS, the City Attorney will submit Resolution No. 270, "vacating a pedestrian path easement", to the Council for action. FLANKING COMMISSION REFERRALS: 1. Paths at Freeway Interchanges. Letter dated March 8, 1964 from C. R. Garbett, Chairman of the Planning Commission, relating to pathways at the Junipero Serra Freeway, was read by the City Manager. Mrs. A. J. Micheletti, of 25380 Elena Road, and Mrs. E. Smith, of 25293 Cantata Way, commented on location of paths. Chairman Garbett, through the cooperation of the Citizens Committee for Paths and Trails, presented a map (having the unofficial approval of the Planning Commission) showing school sites, a continuous path (in existence and planned), graded trails and road shoulders in hilly areas for hikers and riders, and private trails extending beyond the Town's boundaries connecting to Palo Alto. This Fath Flan was presented as an updating amendment to the Master Path Flan unanimously adopted by the Council May 1, 1961, subject to development, growth and further amendment. It was the opinion of the Council that this was a milestone in the overall plan and should be recognized as such at this time. ACTION: Adopt Path Plan as submitted by Charles G. Garbett, Chairman of the Planning Commission, amending the Path Plan formerly adopted May 1, 1961. MOTION: Bowler; SECOND: Aiken; VOTE: Passed. unanimously. The Fath Plan Map is on display at the Town Hall. Mayor Clayton and Councilman Aiken will meet Wednesday, March 18, 1964, with Mr. R. A. State Prao iect at College Entrance - protection of Properties. The City Clerk read the letters submitted by Dr. & Mrs. K. Anderson, of 25005 Oneonta Drive, and Mr. E. L. Wasson, of 24985 Oneonta Drive, dated March 4m and 16h respectively, requesting action for the protection of land owners as a re- sult of the widening of E1 Monte Avenue. The Council concluded there was a definite hazard, and the Mayor stated this matter would be discussed at the foremen- tioned meeting with Mr. Hayler. 3. Town Specifications. Chairman Garbett stated this matter was reviewed at a Study Session with the City Engineer at the March 90 Planning Commission meeting. The planning Commission will make its recommendation at the March 23rd meeting. OLD BUSINESS: 1. Path - Page Mill Road - Deferred from March 2nd Meeting.. At the request of the Council, the City Manager.. and Engineer submitted cost estimates for paths from J.rastradero Road West (� to Arastradero Road, and from l:rastradero Road to North limits of the Town. The estimated cost of 114,153.99 included grad- ing, standard path and two suspension bridges. Availability of rights-of-way was discussed. NEW BUSINESS: (Cont'd.) 2. Signalization - E1 Monte, Stonebrook and College Entrance. Councilman Aiken presented a map of the proposed Foothill College signalization on E1 Monte Avenue, disclosing the loca- tion of switch signals, special types of switches, timing of switches, and pedestrian push buttons. Mrs. E. Smith questioned the signalization for a left turn to Los Altos on O'Keefe Lane. Mr. G. Ferrari, representing St. Nicholas School, asked the cooperation of the Council in solv- ing their traffic problems. Mr. William Cutler, Business Manager of Foothill College, suggested that in view of the amount of investment for the proposed signalization that a more "sophisticated" and flexible design would better solve the traffic problem. He also re- quested that the electric meter at the College be used to save costs. Mr. Cutler asked that the Council take action on the proposed 1 signalization in order that the Foothill College Board may ss S'a�n�aliaat�ion (ContId,) approve their budget so that the County may proceed with the (_. design and construction of the installation. I 'CTION: That the Council approve the design of the signal at the Foothill College entrance on El Monte hvenue and Stonebrook Drive, subject to minor alterations and specifically to include additional control equipment. MOTION: Aiken; SECOND: Fowle; VOTE: Passed unanimously. 3. Miriam E. Wolff - Claim. ACTION: That the claim of Miriam E. Wolff for property damage be referred to the Staff for study. MOTION: Aiken; SECOND: Fowle; VOTE: Passed unanimously. 4. State Dept of Public Works - Re: Camino Del Homes Division. The City Clerk read the letter dated March 9, 1964 from the State of California Department of Public Works requesting a ruling on zoning. Mr. Michael DiLeonardo, attorney for the Defendant, Camino Del Homes, requested affirmation of the Town's policy regarding variances. The City Attorney was directed by the Council to answer the State Department's communication and reaffirm our policy as written in the Ordinances. 5. Emerson Smith Division of Land - Request for Extension of Time £or Filing Final Map. The City Clerk read the letter from Scher & Fernandez, dated February 28, 1964, attorneys representing Mr. Smith. ACTION: That the request for extension of time for filing Final Map for Emerson Smith (215-62) 7 lots, to March 5, 1965, be approved. MOTION: Fowls; SECOND: Liken; VOTE: Passed. unanimously. -4- �., NEW BUSINESS: (Cont'd.) 6. L. Corbetta Division of Land - Request for Extension of Time for Filing Final Map. The City Clerk read the letter from Watson S. Clifford dated March 1, 1964, Civil Engineer representing Mr. Louis F. Corbetta. %CTION: That the request for extension of time for filing Final Map for Louis P. Corbetta "Corbetta Subdivision, Unit ;?1" (247-63), 5 lots, to March 4, 1965, be approved. MOTION: Liken; SECOND: Fowle; VOTE: Passed unanimously. 7. Revised Budget - Expenditure of Gas Tax Funds. The City Clerk introduced and read, in its entirety, Resolution No. 271, a Resolution of the City Council of the Town of Los Altos Hills adopting Budget for Expenditure of Funds allocated from the State Highway Fund to Cities. ACTION: Adopt Resolution No. 271 as read. MOTION: Fowle; SECOND: Aiken ROLL CALL: AYES:Aiken, Bowler, Fowle, Mayor Clayton NOES: None ABSENT: Henley 8. Adobe Creek Low - Violation of Zoning & Building Code. Following discussion of the work begun at '_dobe Creek Lodge without approval, the Council deferred action until the next meeting, April 60. (172-64) - Reduction of Setback Requirement :E17' for Cabana. { ACTION: That the request of F. W. Reinmiller (V-172-64) be approved, as recommended by the Planning Commission. ResolutionNo. 270, a Resolution of the City Council of the Town of Los Altos Hills vacating a Pedestrian Path Easement, was introduced and read in its entirety by the City lttorney. ACTION: That the bills be approved as presented; that the City Clerk be authorized to draw the appropriate warrants.
