j MINUTES OF A REGULAR MEETING
April 6, 1964.
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order Monday, April 6, 1964, by Mayor Wm. B.
Clayton, at 7:53 P. Pi. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California.
ROIL CALL: PRESINT: Councilmen Aiken, Bowler, Henley
Mayor Clayton
ABSENT: Councilman Fowle
(Councilman Fowls arrived at 8:05 P. M.)
MINUTES: March 16, 1964.
ACTION:
Adopt Minutes of March 16, 1964 as submitted.
COMMUNICATIONS:
�) 1. Pacific Gas and Electric Company, 0. H. Thornall, Manager,
Mountain View - Letter dated April 2, 1964 acknowledging
receipt of Resolution No. 269 and expressing their coopera-
tion in regard to the suggestions covered in said
Resolution.
2. Foothill College, William B. Cutler, Dean of Services -
Letterr ted a ch 26, 1964 stating that the Board of
Trustees of the Foothill Junior College District has form-
ally approved the proposal that the College District
finance the traffic signal system being studied for the
intersections of Stonebrook Avenue and the College entrance
with E1 Monte Road. This letter is also financial authority
for the Town of Los Altos Hills to direct the formal design
and preparation of working drawings.
3. Santa Clara Count Flood Control and Water District, San Jose -
Letter dated Narch 31, 19 advising of action taken to
enlarge the Flood Control Advisory Committees and requesting
that the City Council nominate a representative to serve
on the Northwest Zone Committee..
ANNOUNCEMENTS: None.
COMMITTEE REPORTS:
l i 1. Councilman Aiken reported a forthcoming meeting with
Mr. R. A. Hayler of the State Division of Highways on
April 71 1964 to discuss paths at E1 Monte Road and Page
Mill Road.
OLD BUSINEss:
( � 1. Miriam E. Wolff - Claim.
The City Manager reviewed the claim of Miriam E. Wolff as
stated in her letter of February 17, 1964. Mrs. Wolff
explained her position and stated she was agreeable to
working out the matter with the City Attorney.
The Mayor directed the Staff to provide a full written
report andthat this matter be taken up at the next regularly
scheduled meeting of April 20, 1964. At this time, a meeting
can be arranged between Mrs. Wolff and the City Attorney.
Councilman Powle arrived at 8:05 F. M.
2. Adobe Creek Lodge - Zoning & Building violation.
In reviewing the violations, it was stressed that the Town of
Los Altos Hills is no different than any other Town in that
building permits are required and such violations constitute
a misdemeanor. This matter was referred to the City Attorney.
nsuant discussion revealed the intention of Mr. Bellucci
to further improve Adobe Creek Lodge and it was suggested by
the Council that a variance be applied for, outlining for the
Planning Commission a general master improvement plan, but
with the proviso that such a variance would not extend the
life of the non-conforming use.
The Mayor directed that -a progress report be reviewed at the
City Council May 4Uh meeting.

1. County_PlanningDeuartment - County's 701 Planning Program.
tir. Lee 7.Iilcox, of the 'Santa Clara County Planning Department,
spoke regarding the objectives of the County's 701 Program,
complementing his talk with graphic and statistical slides..
Mr. 4lilcox distributed copies of "Framework for Policy" and
asked the cooperation of the Council in formulating policy
plans for 1970.
The Mayor, on behalf of the Council, thanked Mr. Wilcox for
his enlightening interpretation of the Program.
2: Traffic - Robleda Road.
Letters from Mrs. John S. r'atterson, 12820 Alta Tierra and
Mr. C. E. Persons, 26%31 Taaffe Road regarding Robleda Road
traffic were paraphrased by the City Manager.

(� S?r. J. S. Patterson, spokesman for Robleda area residents,
summarized the traffic problems and the serious accidents,
.suggesting additional patrolling and control in some
physical manner, such as, a dividing curb down the center-
line of the road.
Messrs. Marko, Hibner, Persons, Briggs, Austin,. Johnson
and Carmichael, and the Mrs. Patterson and Goldsmith
commented on this traffic problem. Suggested solutions in-
cluded the widening of shoulders and road, warning signs,
additional law enforcement with high fines, and radar control.
Commissioner Hibner volunteered to work with the City Manager
in investigating and correctinthis situation.
Councilman Aiken offered the following expedient measures:
1) Improve road and shoulders, with drainage control
2) Warning signs
3) Radar control
4) Chatterbars in the centerline of the road
5) Have the Foothill College advise the students,
since E1 Monte Avenue is rebuilt, there is no
longer any need to use these back roads.
The City Manager explained improvements in this area had been
(-� planned on the Town's road schedule for three months and are
( due to be started in about two weeks, consisting of grading
for better site clearance, widening of shoulder on southerly
side, additional signing, and drainage control.
ACTTOIT:
That .the Council instruct the Staff to:
(1) Immediately take steps to better sign the
area of Robleda Road, between I'urissima
and Wildcrest.Drive, and to consider -
seriously the possibility Of installing
chatterbars immediately and taking what-
ever action that can be done on anemer-
gency basis;
(2) Study and submit a plan to the Council for
a longer range improvement of the road
itself.

road during construction of El Monte Avenue and investigate
the possibility of closing the Robleda traffic pattern.
VAR.I LYCES :
1. Shieman, Bryan M. (V-12::64) - Reduction in Setback.
The City Clerk read the recommendations of the Planning
Commission dated March 23, 1964.
ACTION:
That the variance request of PIr. Bryan M.
Shieman (V-175-64) be returned to the Planning
Commission for consideration of its merits
alone, regardless of the violation; and,
That the Council by Committee come to some con-
clusion as to what action should be taken re-
garding the violation, and so provide a criterion
for such further situations in the future.

ACTION:
( � That the matter of the Bryan M. Shieman applica-
tion (V-175-64) for variance be referred to the
Planning Commission for recommendation on its
merits alone, regardless of the failure of Mr.
Shieman to obtain a Building Permit.
MOTION: Fowls; SECOND: Aiken; VOTE: Passed unanimously.
ACTION:
That the matter of the failure of Mr. Shieman to
obtain a Building Permit be referred to the City
Attorney for his recommendation for action as a
misdemeanor.
MOTION: Fowle;. SECOND: Henley; VOTE: Passed unanimously.
2. Whitehouse, David C. (V-176-64) - Reduction in Setback
Requirement to 25 foT r Addition of Sauna Room.
ACTION:
That the request of David C. 6ihitehouse (V-176-64)
be approved, as recommendedby the Planning
Commission.

be approved, as recommended by the Planning
Commission.

4. Nutto Robert (V-179-64) - Request to Tiove House out of
Town Limits..
P.CTI ON:
That the request of Robert Nutto (V-179-64)
be approved, subject to the conditions
suggested by the Staff, specifically Item No. 4
in the Council Briefs dated April 1, 1964.
MOTION: Henley; SECOND: Fowls;
Mr. Nutto explained the house was to be moved to the north-
east corner of Magdalena and Ravensbury Roads, such notice
to be posted by the Santa Clara County Planning Commission
for a period of ten days.
The (,uestion was called.
VOTE: Passed unanimously.

ACTION:
