MINUTES OF A REGULAR MEETING
May 18, 1964
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order Monday, May 18, 1964, by Mayor Wm. B.
Clayton, at 7:55 P. M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California.

(Councilman Fowle arrived at 8:12 P. M.)
MINUTES: Play 4, 1964.
ACTION:
Adopt Minutes of May 4, 1964 as submitted.
COMMUNICATIONS:
1. Julian F. Rowe27050 Elena Road - Letter dated May 7, 1964
stating appreciation o£ service and support of underground
(-1 utilities was read by the City Manager.
l ) 2. Office of the Sheriff.County of Santa Clara - Letter dated
May 15—,1964 inviting the City Council to a tour of the
detention facilities on Play 27tb, at 11:00 A. N.
3. Division
of
Highways, Right of Way Agent - Letter dated
May 14, 19 regarding their position on the replacement of
fencing located within the right-of-way in connection with
the recently completed construction on E1 Monte Avenue.
This letter was in response to an inquiry by the City Manager
on behalf of property owners affected by this construction
(Council Minutes of March 16, 1964). The City Manager was
instructed to request a copy of the agreement referred to in
the letter from the Division of Highways.
4. Foothill College, William B. Uutier, _Lean oz �MLvlcco -
Letter dated May 13, 1964 regarding extended sheriff patrol
coverage at Foothill College. The City Manager will
investigate the best means in order to effect this request
and report to the City Council.
5. The City Attorney referred to a letter dated May 11, 1964
from the attorneys representing the Town of Woodside advis-
ing that the Public Utilities Commission has accepted
`1 jurisdiction in the matter of the complaint of the Town of
COMMUNICATIONS: No. 5 (cont'd.)
Woodside against F. G. & E. It was their belief that the
State of California is now ready for conci6e recognition of
Cthe need for undergrounding of major transmission lines and
invited the Town of Los Altos hills to intervene in this
matter.
This matter was deferred for further study and the City
Attorney instructed to prepare a modification of the under-
ground utilities ordinance to include that all wires of all
voltages be placed underground.
OLD BUSINESS:
1. Selection of Payor - Deferred until the arrival of Councilman
FOwle..
2. Miriam E. Wolff - Claim.
The City attorney reported that, after a thorough investiga-
tion and conferring with Mrs. [Wolff, the matter can be
handled administratively and the claim withdrawn.
Councilman Fowls arrived at 8:12 F. F.
-_l 3. Bryan M. Shieman - Violation of Zoning and Building Code.
Following discussion with all parties concerned, action was
taken on the appeal of the denial of the Shieman variance by
the Flanning Commission, rather than on punitive action.
ACTION:
That the request ofBryan Pi. Shieman (V-175-64)
for reduction of side setback requirement to
16 feet be approved.
POTION: Fowle; SECOND: Henley
It was noted there were no objections from property owners
within a radial distance of 300 feet and that the Council
had no control over deed restrictions in the Town.
The Question was called.

(�) 4. Los Altos Hills Association Brochure - Appointment of
Committee.
r-11 Mayor Clayton will make the appointment during the coming
week. Mr. W. R. George was present and will confer with
the Mayor.
NEW BUSINESS:
1. County Library Commission - Recommendation for Appointment.
Deferred to June lst Council meeting. Recommendation due
June 15, 1964.
2. Appointment of Planning Commissioner.
ACTION:
That Commissioner Helen Ashby be reappointed
to the Planning Commission for a four-year
term, expiring May 18, 1968.

`�.. 1. Mass Transportation Study Financing for Santa Clara County.
Following a review by the Mayor of the financing available,
Resolution No. 273 was proposed by Councilman Henley as
follows:
RESOLVED,
That the City Council of the Town of Los Altos
Hills shall and does hereby recommend to the
Board of Supervisors of the County of Santa
Clara that the financing of a study of Mass
Transportation within the County be based upon
contributions from cities in the County derived
from the relative population of those cities.

1. Ordinance SSo. 99, an Ordinance of the Town of Los Altos Hills
(!) requiring approval of certain sites before issuance of
Y_ building permits, establishing a procedure therefor, and
1 establishing penalties for violations.
The City Attorney read the title of Ordinance No. 99•
ACTION:
That further reading of Ordinance No. 99
be waived.
