B. Clayton, at 7:55 F. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Henley Mayor Clayton ABSENT: Councilman Fowle MINUTES: May 18, 1964 and June 1, 1964. ACTION: Adopt Minutes of May 18, 1964 and June 1, 1964 as submitted. COM'UNI CATIONS: C) 1. Division of Highways, Frank J. Kane, Right of Way P_gent - Letter dated. May 22, 1964 in answer to the Town s letter requesting copies of agreements between the affected property owners and the State for the improvement of EI Monte Avenue. The Deputy City Clerk was instructed to so advise the affected property owners who had written the Council for its assistance in this matter. 2. Division o£ Highways, Mr. R. A. Hagler, Acting District Engineer - Letter dated May 28, 1964 granting approval of a fenced median strip for pedestrian traffic under the pro- posed El Monte Road interchange, which will be performed as part of the major freeway contract. The Mayor commended Councilman Aiken for his work and results on this pathway and appreciation to the Division of Highways for its cooperation. 3. Santa Clara County Heart Association, Inc I: ., Dr. B. I. Lewis - etter dated May 20, 1964 requesting modification o£ recent ordinance regarding "door to .door solicitation". It was pointed out by the Mayor there is no vehicle for relief under the existing Ordinance and the City Attorney explained 16 Ordinance No, 96 was adopted on the basis of the provisions of ''<.COMMUNICATIONS:. (Heart Assn. Cont'd_): the .Green River Ordinance: Following further discussion, itwas suggested to Dr. Lewis he might call on the City Attorney at his office should further clarification be needed. ANNOUNCETIENTS: None. OLD BUSINESS: 1. Adobe Creek Lodge - Progress Report. The Deputy City Clerk stated Mr. Bellucci has submitted im- provement plans to the Planning Commission. A further progress report will be submitted to the Council at its - July 6t meeting. 2. County Library Commission - Recommendation for Appointment. ACTION: That the County of Santa Clara Board of Supervisors be advised, that after due deliber- ation, the Council of Los Altos Hills has no recommendation of nominee for the County . Library Commission. - U MOTION: Henley; SECOND: Bowler; VOTE: Passed unanimously. NEW BUSINESS: 1. Standards Specifications. - Chairman Garbett, of the Planning Commission, reported that as a result of well -attended Public Hearings on the proposed' Standards, a Citizen's Committee has been formed to make its non-technical recommendations to the Planning Commission at the. June 22nd meeting. - Due to the great deal of interest shown by the residents of the Town, it was suggested at the June 8'L Public Hearing that a joint meeting of the Planning Commission and Council be held. - Therefore, the Mayor directed that a meeting of the Planning Commission and Council be arranged for Monday,..June 29t, at 8:00 P. M. at the Town Hall_ - ff -2- ( 2. Nelson, Hilmar C. — Request for Extension of Time for Filing Final Map... The Deputy City Clerk read a letter from J. W. Riley, on behalf of Colonel Hilmer Nelson, requesting an extension of time for filing FinalSubdivision Map. There were no objections from the Staff. ACTION: That the request of HilmerC. Nelson for extension of time to July 3, 1964 for filing Final Map be approved. MOTION: Bowler; SECOND: Aiken; VOTE: Passed unanimously. 3. Los Altos School District - Request for Acceptance of Gardner Bullis .Sewer Line. At the request of the City Attorney, this matter will be deferred to the July 6tb Council Meeting. 4. Santa ClaraCounty - Request for Inclusion in County Federal Aid Secondary System. The Town Engineer explained the County Engineering Division. is requesting the Town of Los Altos Hills to adopt a prepared resolution to include Los Altos Hills roads (Page Mill, Moody and E1 Monte) in the County Secondary Road System, so that the County will have sufficient road mileage in order to participate in Federal Funds. Mr. Cook assured the Council the Town will not lose control of standards for improvements under this program. The City .Attorney read the proposed resolution. The Mayor instructed the Attorney to prepare a'report and present. it at the July 6th meeting. Attendance of a County Engineer would be helpful. VARIANCES: l.. Maloney, Merrill J. V-186-64) - Request for Overhead Utilities. ACTION: That the request of Merrill J. Maloney (V-186-64) for overhead utilities be approved, as recommended by the Planning Commission. MOTION: Aiken; SECOND: Bowler;. VOTE: Passed unanimously. 1 -3- That therequest of Erle Kirk (V-187-64) for overhead utilities be granted, as recommended by the Planning Commission. MOTION: Henley; SECOND: .Aiken; VOTE: Passed unanimously. 3. Pratt Robert L. (V-188-64) - Request for Overhead Utilities. ACTION: That the request of Robert L. Pratt (V-188-64) for overhead utilities be granted, as recommend- ed by the Planning Commission. MOTION: Bowler; SECOND: Henley; VOTE: Passed unanimously 4. McKittrick Jack (V-189-64) - Request for Reduction of Setback Requirement to Thirty (30') Feet for Stable. ACTION: That the request of Jack McKittrick (V-189-64) J for setback requirement be approved, as recom- mended by the Planning: Commission. MOTION: Aiken; SECOND: Henley; VOTE: Passed unanimously 5. Heninrich Jos 2Dh V. {V-190-64) - Request for Reduction of SetbackRequirements for Utility Building and Carport. In regard to the drainage, Mr. Heinrich said he had "complied with the recommendations of the County Health Department, by providing 200 feet of drain£ields, with space available for future expansion. Also, Mr. Heinrich stated the Summerhill access would be closed. ACTION: That the request of Joseph V. Heinrich (V-190-64) for reduction of setback requirements be approved, in accordance with the May 25n recommendation of the Planning Commission. MOTION: Aiken; SECOND: Henley; VOTE: Passed unanimously. �6. Daniels Richard (V-192-64) - Request to Move Hobby Shop into Los Altos Hills. Mr. Daniels presented photographs of hobby and work shop for his avocation, not vocation. There were no objections from the surrounding property owners. Chairman Garbett explained the Planning Commission considered this a "special circumstance", bringing his own,possession to his new property, and did not invalidate the existing Ordinance. The Council concurred. - ACTION: Thatthe request of Richard Daniels (V-192-64) to move hobby shop into Los Altos Hills be approved', as recommended by the Planning Commission. ']. Kipper, J. W. (V-194-64) - Request for Setback Requirement toTwenty-one21' Feet for Patio Cover. ACTION: U That the request of J. W. Kipper (V-194-64) be approved, as recommended by the Planning Commission. MOTION: Aiken; SECOND: Bowler; VOTE: Passed unanimously. =ISIONS OF LAND: Tentative Maps: 1. Dreessen Betty (274-64) 2lots - Engr: J. W. Riley. The Deputy City Clerk read the recommendations of the Planning Commission and Check List. Tentative Map was reviewed. ACTION: That Tentative Map No. 2903, dated May 1964, of Mrs. Betty M. Dreessen beapproved in accordance with the Check List, and That the existing residence on Lot §1 constitutes a non -conforming use. // MOTION: Henley; SECOND: Bowler; VOTE: Passed unanimously. l.. _ -5- 395 IN ersr 1,01TS OF LAND: 'Tentative Maps (Coiit'd. ): Williams, Artlur (275-64) 4 lots. Engr. J. W. Riley. The Deputy. City Clerk read the recommendations o£ the Planning Commission and Check List. The Tentative Map is submitted based on the approval of the applicant acquiring title tothe Town property. In discussing the procedure for such acquisi- tion of title, it was noted that the intersection of - Concepcion and Fremont condLtutes a traffic -hazard and that perhaps an exchange of portions of property (Lot #1 and Los Altos Hills. property): could be effected to reduce the curve and allow a redesign of this intersection. It was the opinion of the Council that $7.nce this is a main circula-.. tion road between Purissima and Fremont, safety became the prime factor. Mr. Riley asked permission to work this out with the Town- Engineer for the proposed exchange of properties and 'design of the intersection, to be taken up with the Council at the time the Final Map is filed. ACTION: That the Tentative Map of, Arthur Williams, dated January, 1964, and Conditional Exception of lot area be approved in accordance with the JCheck List, and Subject further to the acquisition of title by the applicant for the .property shown on the Tentative Map as being in the name of Los Altos Hills. and a portion of the proposed Lot #1. MOTION: Henley; SECOND: Aiken; VOTE: Passed unanimously: O^;R BUSINESS: 1. -0crbetta Subd!vision Unit #1, Tract #3486 - Engr. Watson S. Clifford. - - Mr. Clifford asked to be heard as a matter of urgencydueto an interpretation of the Subdivision Map Act in regard to Lots hy+ and #5 as shown on the Final Map, Tract '#3486. It was requested that the easterly boundary lines ofLots #4 and #5 be deleted, adding lot #4 to the Lands of Corbetta and Lot //5 to Lands of McCutcheon. ACTION: That the request of Louis P. ACTION: That the City Manager be' authorized to purchase. the Councilman's Liability Insurance for Council members for limits of $50,000 with a deductible of $500 each and every claim, premium not to exceed $541.25, as submitted by Hallin and _ Bookwalter in their letter dated June 1, 1964. i70TI ON: Aiken; SECOND: Bowler ROLL CALL: AYES: .Aiken, Bowler, Henley, Mayor Clayton NOES: None ABSENT: Fowle RESOLUTIONS: 1. -Resolution No. 274, a Resolution of the City Council of the Town of Los Altos Hills Relating to Provision for Pedestrian Traffic at the Junipero-Serra Freeway - El Monte Road Inter- change, was introduced and read in its entirety by Council- man Aiken. U. ACTION: Adopt Resolution No. 274 as read. MOTION: Aiken; SECOND: Bowler ROLL CALL: AYES: Aiken, Bowler, Henley, Mayor Clayton NOES: None .ABSENT: Fowle WARRANTS: 1. Bills for May 31, 1964, in the amount of TWO THOUSAND AND THIRTY-NINE DOLLARS and Twenty -Two Cents ($2,039.22) were presented by Councilman Henley. ACTION: That the bills for May 31, 1964 be approved as presented; that the City Clerk be authorized to draw the appropriate warrants.
