MINUTES OF A REGULAR ADJOURNED MEETING
ri September 8, 1964
The Regular Adjourned Meeting of the City Council of the Town of
Los Altos Hills was called to order by Mayor Wm. B. Clayton,
Tuesday, September 8, 1964 at 7:58 Y. MI. at the Town Hall, 26379
Fremont Road, Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Fowls, Henley

ABSENT: Councilmen Aiken, Bowler
MINUTES: August 17, 1964.
ACTION:
Adopt Minutes of August 17, 1964 as submitted.
COMMUNICATIONS:
1. Division of Highways District Engineer - Deputy City Clerk
read letters dated August 19 and 21, 1964, regarding Town
responsibility for maintenance and operation of the undercross--
ing lighting proposed in connection with the Junipero Serra
Freeway, as shown on plans submitted.
The Town Engineer referred to his letter of September 4, 1964,
summarizing that all lights would be installed by the State at
no cost to the Town but that the cost of maintenance of the
lighting at the interchanges at E1 Monte Avenue and Page Mill
Road would total ",91.95 per month. Also to be considered, is
that additional lights will be installed at other Town grade
separation crossings, for which the City would also pay the
full operating and maintenance costs. The State desires agree-
ment to complete the plans or non -agreement in time to delete
the work if the City does not wish this responsibility.
Shwas discussed that this lighting would be a safety measure,.
however, Councilman Fowls was of the opinion this should also
be a matter of concern to the residents of Los Altos Hills and
asked that perhaAs Mr. W. R. George, President of the. Los Altos
Hills Association, could sound out the general feeling of the
Town. The Mayor suggested that this matter be held over until
the next Council meeting until all safety requirements and the
general feeling of the Town's People could be investigated.
ACTION:
That the matter of maintenance and operating costs
of the lighting at interchanges of Junipero Serra
Freeway be held over until the September 21st
Council Meeting.

COMMUNICATIONS Cont'd.:
2. Resignation of Planning -Commissioner - Commissioner Proctor
('� P;e llquist submitted his letter o£ resignation, dated August 27,
1964. The Mayor expressed the regret of the Council atlosing
the most valuable services of Commissioner Mellquist.
It was the opinion of the Council that Commissioner Mellquist's
resignation should not be accepted until a full quorum of the
Council is present. The Mayor will so communicate with
Commissioner Mellquist.
3. County of Santa Clara Board of Supervisors - Letter dated
September 3, 1964, advising of Public Hearing to be held
Tuesday,. September 15, 1964, at which time consideration will
be given to Resolution No. 278, a Resolution of the City Council
of the Town of Los Altos Hills, requesting designation of Page
Mill Road as a "Scenic Route". This matter will be taken up
under Item /10 of the Agenda, Development of Page Mill Road,
at 2:00 F. M.
4. League of _California Cities, Berkeley - Letter dated August�l�i,;�
1964, and attachments, regarding the League delegation frog . ' F ,.•'
Cities with Spanish names which will visit on an "Of$cial Vs
Fission to Mexico" following the League Conference•in Los
Angeles October 11-14, 1964.
5. Underground Power Conference, October 9, 1964, 8:30 A. M.., at
the Cabana, Falo Alto. Furpose: To stimulate wider interest
in solving the problems of underground power installations and
provide recent information regarding same. Conference
Membership Fee 95100.00; Individual Observer tickets - *520.00.
6. - League of California Cities, Peninsula Division - Meeting to be
held Wednesday, September 30, 1964, '7:30 F. M., Crystal Springs
Golf Club, Burlingame, Calif. Host City: San Francisco.

8. Santa Clara County FocalAg`nc Formation Commission - Notice of
Public Hearing, September 10, 1964 at 2:00 P. M., to consider
proposed annexation to City of Los Altos. The proposed
annexation has no bearing on the Town's limits.
ANNOUNCEMENTS:
1. Crossing Guard - Gardner Bullis School: The Mayor announced he
had conferred with ladies of the Gardner Bullis School FTA in
regard to their contribution toward the crossing guard (refer to
Council Minutes of August 17, 1964). The Mayor was informed by
them that the FTA will be unable to provide matching funds for
crossing guards within the framework of their organization and
when such guards are needed where the upper grades are not avail-
able, the cities provide the guards.
Deputy Don Tamm, of the Santa Clara County Sheriff's Office ,was
present, at the request of the Mayor, to make his recommendation.—.
Deputy Tamm explained that where it is necessary for an adult"'-
guard, his' Office will hire, train and supervise a guard.,.but.

the City must bear the cost - salary, insurance, etc. In speak-
ing with the principal of Gardner Bullis School, Deputy Tamm
determined the guard would be needed for a minimum of two hours
a day for 175 school days, and at the present rate of '".2.00 per
hour, the cost would be $700.00 per year. Deputy Tamm knew of
no situation in the State other than the Sheriff's Office hiring
and supervising the guards, and, therefore, it was his recommenda-
tion the Town of Los Altos Hills bear the cost of the crossing
guard, with the recruitment, training, placement and supervision
being done under the Sheriff's Office.
The Mayor stated the ladies of the FTA indicated their organiza-
tion would furnish the guard uniform, boots, slicker, etc.
ACTION:
That in addition to the $300.00 already voted upon
at the City Council August 1%, 1964 Meeting for the
purpose of hiring a crossing guard, an additional
sum of $400.00 be approved, to be budgeted out of
reserve funds for the coming school year.

1. Tract No. 3117 - Abandonment of RUE.
The City Attorney presented and read in its entirety
Resolution No. 281; a Resolution of the City Council of
the Town of Los Altos Hills, vacating certain public
utilities easements.
ACTION:
Adopt Resolution No. 281 as read.

2. Tract No. 3504 - Extension of Time for Improvements.
The Deputy City Clerk read Mr. Stanley D. McDougall's letter
dated September 1, 1964 requesting a six month extension in
order to complete improvements.
The Council inquired if Mr. McDougall had contacted his
Bonding Company for an extension. I9r. McDougall said he
1 would do so.

That an extension of six months to March 12, 1965
be granted Stanley D. McDougall, Tract No. 3504,
for completion of improvements, subject to receipt
of a letter from his bonding company extending a
similar period.
MOTION: Henley; SECOND: Fowle; VOTE: Passed unanimously.
3. Tract No. 3530 - Extension of Time for Improvements.
Deputy City Clerk read Engr. J. L,'. Riley's letter dated
September 1, 1964 reauesting a one year extension of time
to complete improvements in Tract No. 3530 (Izu Subdivision).
It was the opinion of the Council a six month extension would
be sufficient.
ACTION:
That an extension of six months to March 3, 1965
be granted in order to complete improvements in
Tract No. 3530, subject to a letter from bonding
company extending a similar period.
MOTION: Henley; SECOND: Fowls; VOTE: Passed unanimously.
4. Mount St. Joseph's Home for Girls - Request for Placement of
signs.
Deputy City Clerk read 1°r. B. P. Oliver's letter of July 29,
1964.
ACTION:
That the request of Mount St. Joseph's Home
for Girls for the placement of signs be approved.
MOTION: Henley; SECOND: Fowle; VOTE: Passed unanimously.
5. Cards Bob (V-202-64) - Appeal of Planning Commission action
re Request £or ahead Utilities.
Withdrawn from the Agenda at the request of the applicant.
VARIANCES:
1. Moeller, Hans (V-2000064) - Request for Overhead Utilities.
Deputy City Clerk read the recommendations of the Planning
Commission. The Council concurred the wires would be well
screened. There were no objections from property owners.
ACTION:
That the request. of Hans Moeller (V-200-64)
for overhead utilities be approved.

2. Bishop,- Stanley (V-203-64) - Request for Setback Reduction.
Deputy City Clerk read the recommendations of the Planning
Commission. There were no objections from property owners.

3. Beaver, Dr. Harold (V-201-64) - Request for Setback Reduction.
Deputy City Clerk read the recommendations of the Flanning
Commission. There were no objections from property owners.
ACTION:
That the reo_uest of Dr. Harold Beaver (V-201-64)
for setback reduction be approved.
LOTION: Fowls
Councilman Fowls withdrew his Lotion in order that the re-
subdivision of Valle Vista Hills (279-64) might be acted upon
first.
Tentative Map of Valle Vista Hills (279-64), Tract {!2093 was
discussed.
ACTION:
That the Tentative Map of Valle Vista Bills,
(279-64), Resubdivision of hots 19 and 20,
Tract ;'2093, be approved, as recommended by
the Planning Commission.
MOTION: Henley; SECOND: Fowls; VOTE: Passed unanimously.
The Variance requested by Dr. Beaver was then taken or,.
ACTION:
That the request of Dr. Harold Beaver (V-201-64)
for setback reduction be approved, as recommended
by the Planning Commission.
MOTION: Fowle; SECOND: Henley; VOTE: Passed unanimously.

2. Fremont Hills Devel. Co. (278-64) - Resubd. of Lots "l, 2, 3
and 8, Tract X284 . Engr L. G. Brian.
ACTION:
That the Tentative Map of Fremont Hills Devel.
Co. (278-64), Resubdivision of Lots `1, 2, 3 and 8,
Tract #2842, be aprroved, as recommended by the
Planning Commission.
MOTION: Fowls; SECOND: Henley; VOTE: Passed unanimously.

It was discussed that the land being taken by the State is
the back portion of the backyard on which a house is already
built and will not affect the property owner. A chain link
fence will be installed by the State and the creek realigned.
Councilman Fowle was of the opinion the natural beauty of
the creek should not be disturbed. Mr. Fletcher agreed to a
delay of two weeks in order that the Division of Highways
might be contacted.
ACTION:
That the Mayor delegate the City Manager to
discuss this matter with the Highway Division
to see if there could be a different proposal
rather than the realignment of the creek, and
that the Tentative Map of Page Mill Development
Co. (BSA -4-64) be held over until the September
21st Council Meeting.
MOTION: Fowls; SECOND: Henley; VOTE: Passed unanimously.
4. Matadero Hills (283-64) - Resubd. of Lots ✓4 and. 2, Tract x3659•
Deputy City Clerk read the recommendations of the Planning
Commission.
ACTION:
That the Tentative flap of Matadero Hills (283-64),
Resubdivision of Lots #1 and #E2, Tract #3659, be
approved, as recommended by the Planning Commission.
MOTION: Fowle; SECOND; Henley; VOTE: Passed unanimously.
5. Duveneck, F. B.(280-64) 9 lots. Engr. G. Nolte.
Deputy City Clerk read the recommendation of the Planning
Commission. Commissioner Hibner's objection was noted. It
was pointed out that these private roads will be called upon
to serve other areas in future development. Mrs. Dana stated
Peck Road is a dedicated road which could be accepted by the
City, however, the adjoining Duveneck Lands at the end of the
road are extremely steep. The Common area was discussed.
Mrs. Dana said she was receiving legal advice, and this
area could be supported by common ownership and properly
handled as an easement. The Council suggested the area might
be given a lot number as it is part of the subdivision
although not to be developed.
The Deputy City Clerk read the Check List. The Council
concurred with the Commission that a scenic easement should
be granted to the Town.

ACTION:

(280-64) be approved, subject to the conditions
of the Check List.

The Deputy City Clerk stated signs were posted as a Conditional
Exception according to section 6:20, Ord. No. 78. Health
Department letter dated August 10, 1964 was read, noting their
requirement that all proposed lots be sewered. The Council
stated any approval would be contingent upon the Health
Department requirements.
The (question was called. VOTE: Passed unanimously.
6. Taylor, Frank__(27'�-64) 4 lots. Engr. L. Baker.
Mr. 11. V. Hawley, attorney representing Mr. Taylor, presented
revised map showing easement, stating this easement will only
be granted to serve list -#4. Mr. Taylor stated he does not
intend to sell Lot §4 at the present time, however, in the
event of such sale, he would fully advise the prospective
- buyer that the 400-500 feet of improvement costs would be .
required of the purchaser.
ACTI ON :
That the. Tentative Map of Frank Taylor (273-64)
be approved, in accordance with the recommendations
of the Planning Commission and approving ,Sgencies,
and, including a 30 -foot dedication along Robleda
Road.
MOTION: Fowls; SECOND: Henley; VOTE: passed unanimously.
Commissioner Hawley reported to the Council that he had a
discussion with 11r. Wm. Bennett, of the Public Utility
Commission.regarding the possibility of an ordinance pro-
hibiting new poles or easements. Mr. Bennett thought this
was a worthwhile idea and would welcome a group to San
Francisco to discuss this.
Commissioner Hawley suggested that members of the Flanning
Commission and Council meet with Mr. Bennett as there are
possibilities to a long range program to eliminate poles if
total underground utilities is a workable goal.
The Mayor requested Commissioner Hadley to make the necessary
arrangements for such an appointment in order to p.:rsue the
matter.

RESOLUTIONS: .
1. Resolution No. 279, a Resolution of the City Council of the
Town of Los Altos Hills, Certifying Expenditures under the
Collier -Unruh Transportation Development Act, was introduced
and read in its entirety by the Deputy City Clerk.
ACTION:
Adopt Resolution No. 279 as read.

2. Resolution No. 280 - Accepting Subdivision, Improvements in.

The Deputy City Clerk introduced and read in its entirety
Resolution No. 280, a Resolution of the City Council of the
Town of Los Altos Hills, accepting improvements in Tract
X3331, Indian Hills.
ACTION:
Adopt Resolution No. 280 as read.

1. Councilman Henley inquired for what purpose was the
engineering being done on Taaf£e Road. The Deputy City Clerk
reported. it is to stake the side lines of Taaffe Road as
they are questionable in some areas.

2. Councilman Fowle questioned the status of the proposed Road
;Standard Specifications. The City Engineer reported they are
in abeyance until a new engineer is hired.
3. Councilman Fowle asked. the Mayor to have the City Manager
contact Mr. Bellucci for an informal discussion in order to
continue the Adobe Creek Lodge matter.
4. Underground Transmission Lines - The City Attorney reported
this proposed ordinance is still under consideration and
further study. The City Attorney is cooperating with other
Towns so that an effective ordinance may be presented.
