MINUTES OF A REGULAR MEETING
September 21, 1964
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order by Mayor Wm. B. Clayton, Monday,
September 21, 1964, at 7:50 P. M. at the Town Hall, 26379 Fremont
Road, Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Fowls, Henley
Mayor Clayton
ABSENT: Councilmen Aiken, Bowler
MINUTES: September 8, 1964.
ACTION:
Adopt Minutes of September 8, 1964 as submitted.
COMMUNICATIONS: None. -
ANNOUNCEMENTS:
1. Santa Clara County Inter -City Council Meeti E - Thursday,
October 1, 1964, Sakura Gardens Restaurant, Mountain View,
7:30 P. M.
COMMITTEE REPORTS: None.
Councilman Aiken arrived at 7:52 P. N.
OLD BUSINESS:
1. Division of Highways - Lighting Maintenance, Route f#239•
The City Manager referred to Division of Highways'letter dated
August 19, 1964 regarding maintenance and operation of three
lighting systems marked in red, yellow and green on General
Plan, Nos. E-1 through 15•
Discussion and action followed on each system separately:
(a) Lighting System marked in RED (extreme lights - 100% cost):
It was discussed that cost was not the main point,
but basically it is the Town's policy to reduce
lighting to retain rural atmosphere. However, it was
agreed that the conduits should be installed.
OLD BUSINESS: Lighting Maintenance (Cont'd.):
ACTION:
l That the State be requested to install all the
appropriate facilities, but do not put the
lights into operation until the need is apparent
MOTION: Fowls
Councilman Fowls withdrew his Motion.
ACTION:
That the State be requested to install the conduits
for the two lights as marked in RED at the extremity
of the interchange at Page Mill Road and supply the
fixtures but not to install the standards.

Motion was lost for lack of a majority vote.
It was discussed that electroliers are not necessary, nor
practical to store.
ACTION:
That the State be requested to install the conduits,
but not the electroliers.

(b) Lighting System marked in YELLOW (100% of cost):
It was Councilman Fowle's recommendation the Town absorb the
cost of undercrossing lights. Mr. A. C. Carmichael, of 12791
Normandy Lane, spoke in favor of underpass lighting.
ACTI ON:
That the Town of Los Altos Hills absorb the operating
costs of the lights as marked in YELLOW at the inter-
changes at E1 Monte and Page Mill Road.

OLD BUSINESS: Lighting Maintenance, System (b); Cont'd.:
Chairman C. R. Garbett, of the Planning Commission, asked if
�. the under ..lights would apply at Arastradero-and Magdalena.
He was informed the State will. install soffit luminaires
in these areas, but are not under discussion at this time.
Question was called.

(c) Lighting System marked in GREEN (505 of cost):
Responsibility and reduced costs were discussed.
ACTION:
That the Town of Los Altos Hills agree
to the 5096 operation cost of the lights as
marked in GREEN on the main overpass at the
interchanges of E1 Monte and Page Mill Road.

2. Page Mill Development Co. - Building Site Approval.
Referring to Division of Highways Drawing No.. 84-A-8, Page
Mill Interchange showing proposed realignment of Matadero
Creek Channel, Councilman Fowle reported an on-site inspec-
tion showed no other solution.
ACTION:
That the request of Page Mill Development Co.
(BSA -4-64) for building site approval of the
substandard dimensions of Lot No. 13 be approved,
in accordance with the recommendations of the
Planning Commission.
MOTION: Fowle; SECOND: Henley; VOTE: Passed unanimously.
NEW BUSINESS:
1. Card Bob (V-202-64) - Appeal of Planning Commission's
Recommendation re Uverhead Utilities.
It was discussed this request did not meet the criterion of
the Council, no other overhead wires cross over Fremont Road
in this area, and a precedent had been established in a
similar case.

ACTI ON :
That the appeal of Bob Card (V-202-64 for
overhead utilities be denied.
MOTION: Henley; SECOND: Aiken; VOTE: Passed unanimously.
2. Krakaur, Stewart M. - Re -location of Lot Line, Tract No. 2958.
This re -location does not create any new building sites and
approval of Tentative Map under Section 3:40, Ord. No. 69,
for filing a Record of Survey was recommended.
ACTION:
That the Tentative Map of Stewart M. Krakaur
be approved, on the basis that the re -location
be accomplished by a Record of Survey.
MOTION: Aiken; SECOND: Henley; VOTE: Passed unanimously.

1. Bills, in the amount of ONE THOUSAND TWO HUNDRED AND SEVENTY-
THREE DOLLARS and Eighty-five Cents ('.x1,273.85), were presented
by Councilman Fowle.
ACTION:
That bills, as presented, be approved; that
the City Clerk be authorized to draw the
appropriate warrants.

RESOLUTIONS:
1. Resolution No. 282, a Resolution of the City Council of the
Town of Los Altos Hills adopting a Select System of. City
Streets, was presented and read in its entirety by the City
Attorney.
ACTION:
Adopt Resolution No. 282 as read.

OTHER BUSINESS:
1. Maintenance Agreement - E1 Monte Avenue.
In response to the Council's request for further information,
it was determined from the State the normal procedure is for
cities to assume maintenance before the final seal coat
(two years); however, if the Town chooses not to accept
maintenance now, the final seal coat could be applied at
once and the maintenance agreement executed in any case.
ACTION:
That the Town of los Altos Hills accept for
maintenance that portion of E1 Monte Avenue
marked in yellow on Exhibit"A", attached to
Freeway Maintenance Agreement, with the under-
standingthe State will resurface with the
final 1" seal coat at the completion of the
overpass.
MOTION: Fowle; SECOND: Aiken; VOTE: Passed unanimously.
Pathways and Hazardous Traffic Conditions - Magdalena Road.
It was the understanding of a number of residents that a
petition to construct a pathway along Magdalena Road might
be submitted to the Council, and the following residents
voiced their objections to any such path:
Mrs. R. L. Jones - Magdalena Road
Mr. George T. Hemmeter, 10791 Magdalena Road
Mrs. M. H. Hubbard, 10950 Magdalena Road
Nr. Hemmeter presented to the Council, as a matter of record,
a neighborhood petition opposing any such path, with the
request that a pathway along Magdalena not beconsidered
unless the residents who are so affected be notified.
Mrs. Wm. T. Samuels, Mr. Hemmeter, Mir. Frank P. Macdonald,
Mrs. Thomas J. Harvey, and R. Adm. (Ret.) Hubbard, all of
Magdalena Road, commented on the dangerous curve near the
San Antonio Road turn-off, offering suggestions and request-
ing additional traffic control.
The Mayor assured the residents the Council will act on this
matter.
Pathways - Gardner Bullis School Vicinity.
Mrs. Emerson Smith, 25293 Cantata Way, requested a pathway on
Fremont Road opposite the Gardner Bullis School, between the
school crossing and Manuella Road, since the sixth graders no
longer guard the cross walk at Manuella.

It was noted the Town has no path easement in this area and it
was suggested to Mrs. Smith that in order to facilitate matters,
�1 she arrange with the Gardner Bullis School FTA to discuss the
matter of an easement with the owners of the property in
question. -
4. Traffic Hazards on E1 Monte Avenue.
The following residents commented on the heavy traffic on
E1 Monte Avenue causing hazardous conditions to the residents
of Los Altos Hills, offering suggestions and appealing for
safer traffic control and signalization:

Mrs. Samuel R. Jackson, 12800 Dianne Drive
Mrs. John W. Overall, Jr., 12387. Stonebrook Road
Mr. Robert M. Carico, 25311 O'Keefe Lane
Mrs. Irma Goldsmith, 27330 Elena Road
Chairman C. R. Garbett, 13906 Page Mill Road
Councilman Aiken, concerned with the urgency of a solution
to provide safe roads for the children and residents of the
community, requested the Mayor to appoint a committee to
make an immediate study. In the meantime, Councilman Aiken
offered the following concrete proposal:
1. A marked pedestrian crossing at St. Nicholas School,
plus boulevard stops at the entrance to this school
on both sides.
2. Stop signal on El Monte Avenue at O'Keefe on lanes
going to Foothill College.
3. Stop signal at Summerhill Road.. .
4. Stop sign on Blander Way at Magdalena Road, with
double yellow lines on the Magdalena corner, and with
such signing as will improve the safety.
5. Doable yellow lines continued on Magdalena and on
Elena below Purissima to Poor Clare's Convent.
Councilman Liken contended that if the stop signals cannot
be put in immediately that at least cross walks with signs
"Stop for Pedestrians" be utilized only as an interim measure,
since full electrical signalization is necessary. Councilman
Aiken feels stop signs will accomplish two things - slow
traffic on EI Monte Road and allow a left hand turn. He also
recommended the pavement should be adequately marked.
Councilman Aiken will report later on as to the problems of
Elena,."agdalena, Blander Way, etc., but suggested immediate
discussion with the College on the El Monte problem.

OTHER BUSINESS: EL Monte Traffic (Cont'd.):
The Council was in full agreement with Councilman Aiken and
�} the Mayor requested the Staff work on the proposal and take
progressive action on a recommendation. The Mayor further
stated he would advise Mr. W. R. George, President of the
Los Altos Hills Association, as to the foregoing situations
in order to bring them before the Association.
A full report will be submitted at the October 5°-h Council
Meeting.
