MINUTES OF A REGULAR MEETING
October 19, 1964
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order by Mayor Wm. B. Clayton, Monday,
October 19, 1964 at 7:52 F. 11. at the Town Hall, 26379 Fremont
Road, Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Aiken, Fowle, Henley
Mayor Clayton
ABSENT: Councilman Bowler
MINUTES: October 5, 1964.
Correction:
Page 3, NEW BUSINESS, Item 1: Insert "a" in
'Easements".
ACTION:
Adopt Minutes of October 5, 1964 as corrected.
COMMUNICATIONS:
1-. Purissima-Bullis FTA Units - Letter dated October 19, 1964
expressing their appreciation to the Council, and particularly
to Councilman Aiken, for the prompt and definitive action
relating to safety problems on El Monte Avenue.
OLD BUSINESS:
1. Arthur Williams - Exchange of Land.
Deferred until arrival of Mx. Williams' Engineer.
NEW BUSINESS:
1. Lester. Kap lan - Request for Extension of Time for Completion
of Improvements, Tract No. 3529•
City Manager read Mr. Kaplan's letter dated October 12, 1964
requesting'a one year extension to November 5, 1965 in order
to complete improvements, and recommended approval.
ACTION:
That the request of Lester Kaplan for an
extension of time to November 5, 1965 to
complete improvements in Tract No. 3529
be approved.
MOTION: Henley; SECOND: Fowle; VOTE: Passed unanimously.
2. E. F. Albertsworth - Acceptance of Improvements, Tract No, 3425.
Resolution No. 288, a Resolution of the City Council of the
Town of Los Altos Hills, accepting improvements in Tract No.
3425, was presented and read in its entirety by the City Clerk.
ACTION:
Adopt Resolution No. 288 as read.

VARIANCES:
1. Bernard Aarons (V-205064) - Request for Overhead Utilities.
City Manager read recommendations of Planning Commission and
letter of objection from Mr. H. R. Sherman. Location and
screening of existing pole was discussed.,
ACTION:
That the request of Bernard Aarons (V-205-64)
for overhead utilities be approved.

:. Councilman Aiken clarified his No vote in that it was his
opinion the previously discussed considerations were out-
weighed by the letter of protest and lack of any Particular
reason, outside of cost.
BLDG. SITE APPROVAL:
1. Bernard _u'.arons (BS,' 6 -64) 1 lot - Engr. Plehn.
The City Manager read letter dated October 14, 1964 and
recommendations of the Planning Commission. The City Attorney
explained that one of the purposes of Ordinance No. 99 is to
ensure a map equal to current engineering standards, and
therefore provides for the filing of a new Record of Survey.
ACTION:
That the request of Bernard Aarons (BSL -6-64)
for Building Site Approval be approved, and
the applicant be required to fulfill the require-
ments of Ordinance No. 99 by filing a new Record
of Survey.
MOTION: Fowle; SECOND: Henley; VOTE: Passed unanimously.
Dr. Aarons was informed the recorded Survey must be presented
to the Building Inspector before a Building Permit may be
issued.

" OLD BUSINESS:
1. ...Arthur Williams - Exchange of Land.
City Manager read letter dated October 19, 1964 from Mr. Elmer
�- M. Berliner, Real Estate Appraiser, retained by Mr. Williams.
Mr. Berliner, on basing his appraisal, considered the fact
that only about one-half of the land involved was useable by
reason of the creek running through the parcel. It was the
Council's contention, however, that it would be a reasonable
approach from the Town's viewpoint, to appraise the land as
being more _valuable when using this portion for acreage.
It was discussed the only other property sold by the Town was
on '3sneranza Drive in 1962 and could not be considered a
precedent as the sale was made under different circumstances.
Councilman Fowle abstained from the discussion and voting.
ACTION:
That the Town be authorized to transfer the
triangle of land in question to Captain Arthur
Williams for the sum of $650.00, in accordance
with Resolution No. 289•
MOTION: Henley; SECOND: .liken; V=1: Passed unanimously.
The City Attorney introduced and read in its entirety
Resolution No. 289, a Resolution .of the City Council of the

Town of. Los Altos Hills concerning sale of certain public
lands.
ACTION:
Adopt Resolution No. 289 as read.

ACTION:
That the Staff be authorized to meet with Captain
A. Williams' Engineer, Mr. J. W. Riley, and the
City Engineer, to conclude the matter of "in lieu"
pr -went of the improvement obligations for
Tract No. 3793•

1. Davide Bellucci (UF -191-64) - Entry Gates, (dobe Creek Lodge.
The City Manager read the recommendations of the Planning
Commission.
ACTION:
That the applicant, Mr. David Bellucci, be reminded
that the property in question is a non -conforming
use, and further,.
That the condition of approval for the erection
of entry gates shall be on the basis that the
structure so permitted shall be removed, at no
expense to the Town, within one year following
written notice to the permittee to remove it;
said structure to be removed in all event upon
the date of the termination of the non -conforming
use, as set forth in applicable zoning ordinances.

dated dugust 28, 1964 be approved, subject
to the conditions of the Check List and
approving Lgencies.

1. Bills, in the. amount of ELEVEN THOUS,' -!-,,D, ONE HUNDRED SIXTY-SIX
DOLLARS and Forty -Five Cents (311,166.45), were presented by
Councilman Fowle.

the City Clerk be authorized to draw the appropriate.

d I Commendation to Mayor.
ACTION:
That the City Council commend Mayor Clayton
for his successful efforts to obtain from the
Santa Clara County Trafficways Committee the
approval to expend -bond money on the Town's
rural roads.
MOTION: .Aiken; SECOND: Henley; VOTE: Passed unaninously.
2.. Signalization - El Monte Road.
The Mayor reported the results of a meeting with Mr. J. T. Pett,
Director of County Public Works Department, and other concerned
parties regarding stop signs, etc. on E1 Monte Road: ", recom-
mendation will go to the Board of :Supervisors that traffic
signals be installed at E1 Monte and Stonebrook, and St.
Nicholas School and Summerhill. Temporary devices will be
installed as soon as possible, and sixty days after the Board
gives approval, the signals Brill be installed.
3• Traffic Safety Committee Report.
Mr. W. R. George reported his Safety Committee had met, the
general scope having been considerably enlarged. Mr. George
said the report will be worthwhile and comprehensive, and will
take at least two more weeks to complete.
4. Mr. M. R. Johnson, representing the Purissima Hills Water
District, commented on their problems occurring with the
Page Mill Development Co., in order to bring these difficulties
to the attention of the Council.
Councilman Fowls was ex^used at 9:40 P. M.
5. The City Clerk reviewed the agreement between the Martin J.
Taaffe Co., Inc. and the Town of Los Altos Hills for the
performance of all normal street and maintenance work until
June 30, 1965.
ACTION:
That the Agreement between the Martin J. Taaffe Co.,
Inc. and the Town. of Los Altos Hills be approved
and that the Mayor be authorized to execute said
Agreement.
