Henley called the meeting to order at 7:52 P, M, in the Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members answering Roll Call: Councilmen Aiken, Benson, Fowle, Mayor Henley. Absent: Councilman Davey. Chairman W. F. Minckley represented the Planning Commission. The Minutes of the Regular Meeting of July 17, 1967 were corrected APPROVAL as follows: 1) P. U, 7,NGIN3ERS, Slope Density Study, 6th para., OF 4th line: correct 'slope density' to "sewer study" in both Title MINUTES and 4th line; 2) COMUNI CATIONS, No. 11, 1st line: Omit 'residents' and substitute "interested". Upon Motion by Councilman Aiken, Second by Councilman Benson, the MOTION Minutes of July 17, 1967 were unanimously approved as corrected. The following communications were reac by the City Manager: COV94UNICA- Letter dated July 31, 1S67 from Ruth and Oscar Buneman, 12655 TIONS La Cresta Drive, Los .Altos Hills, regarding Freeway noise. Prof. (1) Buneman observed that trees are capable of alleviating the noise problem and also recommended the prohibition of motorcycles. At Councilman Aiken's request, the 14ayor directed the City Attorney ACTION to report at the August 21st meeting on a bill pending in the State Legislature, which would impose restrictions on motorcycles. Letter dated July 17, 1967 from Ricnard S. Wilbur, M. D., 300 Homer (2) Avenue, Palo Alto, directing remarks againstthepresent system of sewers in the southern San Francisco Bay Area. Letter dated August 2, 1967 from Frank G. DeWitt, 26122 Duval Way, (3) Los Altos Hills, regarding his right of ingress add egress to his property via Duval Way. City Attorney advised the Council that the Town is not involved, ACTION except that the danger of private roads should once again be called to the Council's attention. City Hanagar read letter dated August 1st, 1967 from William Spangle PROPOSAL & Associates, 322.0 Alpine Road, A+ n.o Parkandproposal for consult- FOR SLOPE ing planning services of A slope density study, which are on file DENSITY at the Town Hall. STUDY In summary, the proposed study will consist of two phases, of which Phase I will be completed within three months from data o authoriza- tion at a cost of $2,400, with rates stated for extra services be- yond the scope of this proposal. Included inPhaseI are two meetings with the Flanning Commission and one meeting with the Council, aftar completion and subsittal of the report. George G. ~fader, of William Spangle 'AOR SLOPE & Associates, was present to answer any questions. DENSITY 'STUDY At the request of tAe Council for an opinion, Commissioner (cont'd.) Lachenbruco also roconxended that this proposal be accepted, Motion by Councilman Benson, Second by Councilman Aiken, t.iat the MOTION firm of William Soangla & Associates be retained as Consulting Planners to undertake a slope density study for the Town oZ Los Altos Hills, in accordance with their proposal dited August 1, 1967. Council questioned Zr. Nador on two points: 1) the consideration of other factors, such as earthquakes, bac; access, drainage, fire and fire storms, etc. as a justification for lot size, as well as slope density; and 2) if ine report will delineate between the developed and undeveloped areas by possibly considering a different or second zone where the slope density ordinance would cause a hardship.
