TOWN OF LOS ALTOS HILLS
AINUTES OF A REGULAR 19EETING
August 21, 1967
Mayor Albert Henley called the meeting to order at 7:55 P. N. in the Council
Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the
following members answering Roll Call: Councilmen Benson, Davey, Mayor
Henley. Absent: Councilmen Aiken (arr. at 8:00 P. M.), Fowle.
Approval of Minutes of the Regular Meeting of August 7, 1967 were APPROVAL OF
deferred to the next regular Meeting. MINUTES
The following communications were read by the City Manager: COM4UNICA-
1) Cormaunication dated August 5, 1967 regarding noise from ti�a TIONS
Junipero Serra Freeway and signed by Nr. & Mrs. John G. Ronsi,:k, 13023 (1)
Vista del Valley, Mr. & Mrs. J. D. Brodie, 26600 Elena Road, Mr. & Mrs.
Ralph A. Cowden, 26799 Cowden Lane, and Bonita L. Young, 26635 Taaffe Rd.
2) Communication dated August 16, 1;67 from the Los Altos Hills Assoc. (2)
regarding noise from the Junipero Serra Freeway. Since this communication
was received after the Agenda deadline, it :vas deferred to Presentations
from the ?loon. The Mayor assured all concerned that they have Council
cooperation, as well as from the Tree Planting Committee and City Banager.
Councilman Aiken arrived at 8:00 P. M.
3) The following communications were received after the Agenda deadline,(3a)
but were read at the request of the Council: a) Emanuel H. Pearl,
County of Santa Clara Health Department dated August 21, 1967, answering
Mr. Preston Burchard's letter dated July 16, 1967 and proposing to make
their files available to Metcalf and Eddy in their sewerage study; b) (3b)
Emanuel H. Pearl, County of Santa Clara Health Department dated August 21,
1967 advising they will no longer include the three last paragraphs of the
"Application and Agreement for Permit for Temporary Disposal System", but
that they could see no significant value in the commission of notifying
all signers of this agreement since it is a matter of public record that
these agreements are not legally binding.
Motion by Councilman Aiken, Second by Councilman Benson, that the Council ACTION
ask the County of Santa Clara Health Department to supply it with the ON COM -
list of all those who have signed this document so that the Town nay MUNICATIC
notify then, following approval of the City Attorney. Roll Cali Vote: (3b)
Ayes: Councilmen Aiken, Benson. Noes: Councilman Davey, Mayor
Henley. Absent: Councilman Fowl,— Thi Motion was defeated.
Motion by Councilman Aiken, Second by Councilman Bp_nson, that the ACTION ON
Council renew their request to the He�1th Ltipartment to provide that COMMUNICATI(
information as requested by Mr. Burchard to the Town and to Ketcalf (3a)
& Eddy.
Councilman Aiken requested the record show that his main concern is
the lade of confidence people have with the Health Department because
of their statements about the sewage problem and that there is a need
to know of the corrected and existing violations.
Amended Motion by Councilman Davey, accepted by Councilman Aiken, AMENDED
that the Health Department identify the total violations which have MOTION ON
occurred in the Tom , showing the violations which have been COM. (3a)
corrected and the ones which are presently outstanding, was passed
by the following Voice Vote: Councilmen Aiken, Benson, Davey.
Noes: Mayor Henley. Absent: Councilman Fowle.
Upon advice of the City Attorney, Council concurred that the names of
the violators were not necessary or wanted, but just the number.
City Manager announced the Peninsula Division, League of California ANNOUNCEMENTS
Cities, dinner meeting on Thursday, August 31, 1967 at 7:30 P, MI„
Sakura Gardens, Mountain View.
Motion by Councilman Davey, Second by Councilman Aiken, that the ADOPTION OF
design as submitted by Mr. Goodwin Steinberg, be adopted as the STANDARD
standard design for non -vehicular bridges as recommended by the DESIGN FOR
Planning Co:.uaission, with the exception the design show blunted NON -VEHICULAR
points, was passed unanimously by Voice Vote. BRIDGES
Mr. Steinberg was present and the Council thanked him in person.
Motion by Councilman Davey, Second by Aiken, that as a matter of ADOPTION OF
policy and a matter of administrative interpretation, the setback POINT OF

City Manager reported the Town Is application for a Federal Grant had FINANCING

memo to Council on the acquisition figures for purchase of the BYRNE
Byrne property and financing requirements, dated August 15, 1967. PROPERTY
Motion by Councilman. Davey, Second by Councilman Benson, to authorize FOR OPEN
the City Manager to deal with The Nature Conservancy in accordance SPACE
with points N1, 2, 31 4 and 7 of his report dated August 15, 1967,
but with the further instruction that he seek by every means to
secure a longer time, up to 211 years, in which to provide the corridor;
to seek financing in a manner legally permissible to the Town and
acceptable to the City Attorney, suggesting a lease/purchase agreement
with The Nature Conservancy; and that some consideration be given to a
no interest obligation.
The Mayor asked for comments from the Floor and the following residents
spoke: Mr, D, Spencer, 27490 Sherlock Road, and Mrs. R. L. Jones,
10791 Magdalena Road.
The Question was called: Passed unanimously by a Voice Vote: VOICE VOTE
The City Manager reported that Ordinance No. 121, pertaining to DISCUSSION
minimum area of steep lots, was an item of Agenda solely to call OF ORD, 121
attention to the fact that the slope moratorium has expired as of
August 15, 1967. Maps filed after that date, and prior to any
further action of this Council, will revert to the original requirements.
Motion by Councilman Aiken, Second by Councilman Benson, that in lieu of
extending Ord. No. 121, this Council wishes to indicate to the Planning
Commission that it would like it to strongly consider the effects and MOTION
dangers of developing steep lots and that this consideration be made in S VOTE
view of the pending report on the matter of slope density zoning, was
passed unanimously by Voice Vote.

2) Th- City lttornoy reported that in determining the status of
new ldgisintion on noisy vehicles, four bills war. introduced last
session, 2 failing and 2 passed, of which, one does not apply to the
Town. Ho stated the full text of the remaining bill will b2 av::i_able
for the next meeting.
City 'Engineer had no report. CITY ENGINEER
City Manager roported he had a s:assion with Mr. R. Towle, 26093 CITY
;Ycston Drive, on Ordinance No. Q (Grading) and as a result sub- MANAGER
pitted and road a memo to the Council dated August 17th regarding
grading ordinance violations. This nano suggested, that until the
Planning Commission is ably to submit a tentative grading ordinance,
that the Staff administratively require site development plans prior
to issuance of building permits in all instances, and further that
the Staff require grading plans for engineering approval for any
grading in excess of 600 cubic yards.
City .ttorney stated thorn was no 1 gal problem to adhering to this
proceaur_, since this was the intent of the grading ordinance.
Motion by Councilman .liken, Second by Councilman Davey, that fee Council MOTION
approve the memorandum of the City manager dated August 17, 1967 & VOTE
regarding grading ordinance violations, was passed unanimously by
Void Vote.

prevent Freeway noise; Pair. D. Spencer, 27000 Sherlock Road, spoke on
the subject of bills Collego influence on the MacArthur Freeway in
banning trucks.
