Henley called the Special Meeting of the City Council to order at 7:17 P. M. in the Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members answering Roll Call: Presents Councilmen Aiken, Davey, Mayor Henley. Absent: Councilmen Benson (arrived 7:27 P. M.), Fowls. The Planning Commission was represented by Commissioner L. Dawson. PRESENTATION OF UTILITIES UNDERGROUNDING FILM: Mr. Stanley Howatt, Division Sales Manager for the Pacific Gas & Electric Co.., presented the film "When the Poles Come Tumbling Down". Councilman Benson arrived at 7:27 P. M. Mr. Howatt, assisted by several P. G. & E. representatives, conducted REEL 2 a question and answer period. Mayor Henley expressed the appreciation SIDE 1 of the Council for the presentation and offer of further assistance. TRACK 1 00-70 At 7:59, the Mayor adjourned the Special Meeting for recess. REGULAR ADJOURNED MEETING• At 8:02 P. M., the Mayor reconvened the meeting as the Regular Adjourned REEL 2 Meeting of the City Council. SIDE 1 TRACK 1 'APPROVAL OF MINUTES: - - 71 Omission: P. 7, City Manager's Report, Drainage Conference: Include following Action to para. 9 (a typo error): "MOTION, SECONDED AND CARRIED: Councilman Aiken moved, seconded by Councilman Fowle, that the expenditure as recommended by the City Manager be approved, was carried unanimously by Roll Call Vote: Ayes: Councilmen Aiken, Benson, Fowls, Deputy Mayor Davey. Noes: None. Absent: Mayor Henley." MOTION, SECONDED AND CARRIED: Councilman Davey moved, seconded by Councilman Benson, and carried unanimously by voice vote, that the Minutes / of October 16, 1967 be approved as amended. `,..� Due to the late hour, the Mayor deferred Communications and Announcements to take up the scheduled items of the Agenda. Scheduled Item No. 1: PRESENTATION OF METCALF & EDDY REPORT RE: ALTERNATIVE METHODS OF REEL 2 SEWAGE DISPOSAL. SIDE 1 lTRACK 1 I Mr. Dean F. Coburn, of Metcalf & Eddy, spoke briefly of the Final E2 Report to the Town upon Alternate Methods of Sewage Disposal dated October 1967, previously submitted to the Council. The following statement prepared by Councilman Aiken and at his request and without objection is incorporated in the Minutes: "Nowhere in this report do I find a meaningful comparison of actual costs, and, as I have stated before, the use of "present...." or "future worth" is meaningless to a resident who cannot put aside a chunk of cash so the interest will pay the bill. If he could, he would pay cash! "With the exception of footnote 2, page 37, a total cost of sewers is not given. Only a yearly charge (p. 41) or a cash cost (p. 37, 40). The foot- note on page 37 is for 15 years while residents are obligated to continue one of the bond payments for 30 years which would bring this figure for total costs for sewers to $4,115 per individual residents not including maintenance for the second 15 years. "None of the Charts show a meaningful cost of upgrading present systems, although page nl, paragraph 13 does mention it. I submit "CHART OF RELATIVE TOTAL COSTS OF SEWER DISPOSAL SYSTEMS Based on Figures in Metcalf & Eddy Report CASH FINANCING YEARLY MAINT. This makes these figures $5,682 (a) and $4,182 (b)." The Mayor expressed appreciation to Mr. Coburn for the final report of his finy Metcalf & Eddy. Scheduled Item No. 2: REPORT OF SFWSR COMMITTEE: REEL 2 BIDE 1 City Manager read letter from Mrs. P. R. ideisbart dated November 5, TRACK 1 1967 relating to Scheduled Item No. 2. - 168 Mr. C. A. Walter, Jr., Chairman of the Los Altos Hills Citizens Committee Studying Sewers,reada prepared final comment on the previously submitted final report of the Committee and requested the Committee be discharged. Without objection, the Mayor accepted the suggestion of the Chairman and so directed that the Committee Studying Sewers be dissolved with the pro- found thanks of this Council to each and every member. -2- Scheduled Iters No. 3: STAFF REPORT ON PROPOSED ORDINANCE RE: SEWAGE DISPOSAL. REEL 2 SIDE 1 The following communications pertinent to Item #3 were read by the City TRACK 1 Manager: 1) Letter dated October 27, 1967 from Por. Joseph R. Herr, 189 13,180 Mandoli Drive, transmitting his conclusions about sewage disposal and his suggestions to the Sewer Committee at its final meeting on October 24, 1957. 2) Letter dated november 6, 1967 from ti:e Santa Clara County Health De- partment unequivocally recommending public sewering for the Town, stating reasons therefore, and recommending the Town endeavor to complete contractual agreements with Palo Alto and Los Altos for future conveyance and treatment of sewage; in referring to the proposed sewage disposal ordinance, the Health Department letter recommended all reference to a "Sanitary Engineer employed by the Town" be deleted to leave the primary responsibility for administration to the Health Department yet providing for more stringent control of private sewage disposal, since discussions with.the San Francisco Regional Dilater Quality Control Board indicate their probable unwillingness for the Town to take over the administration of its own program for individual sewage disposal systems. The proposed sewage disposal ordinance was discussed point by point and amended in accordance with suggestions of the Health Department and Council discussion. The Mayor instructed the Staff to contact the San Francisco Regional Water Quality Control Board and the County Health Department in connection with the preceding discussion and agenda the revised ordinance fox the November twentieth meeting. Scheduled Item No. 4. PRSSENTATION FRONT HOMEOWNERS FOR RESPONSIBLi ACTION: REEL 2 SIDE 1 Mr. Thomas H. Marshall, 25560 Altamont Road, representing the Homeowners TRACK 1 for Responsible Action, read a prepared statement dated November 6, 693 1967, on file at the Town Hall, regarding the sewagedisposal situation and requesting Council approval of a policy resolution that 'tile developer shall be allowed to install in -tract improvements without prior legal establishment of all external services pertinent to completion of the subdivision". Without objection, the Mayor directed the Staff to agenda this iteca for the November 20th meeting. DISCUSSION ON PROPOSED SEWAGE DISPOSAL ORDINANCE REOPENED.- MOTION, EOPENED: MOTION, SECONDED AND CARRIED: Councilman Aiken moved, seconded by Councilman Benson, and carried unanimously, that the first reading of U the proposed sewage disposal ordinance be agendaed for the November 20th meeting. -3- Scheduled Item #5: RFQUBST FOR ACTION ON SEWER ASSESSMENT DISTRICT NO. 2 - Mr. Louis P. Corbetta. City Manager presented communications relating to scheduled Item #5- 1) Letter dated October 30, 1967 from Mx. Louis P. Corbetta✓ and attachments, requesting action on Sewer Assessment District #2, and 2) Letter dated November 6, 1967 from Mr. John T. Parker, 14225 Amherst Court, read by City Manager, objecting to formation of proposed Sevier Assessment District No. 5 and objecting to the formation of any assessment district in which the situation described by him prevails. Oral testiuony was given by Mr. Corbetta on his request. The Mayor announced receipt of a letter from Dr. M. Shibuya, 1605 Hollingsworth Drive, Mountain View, requesting that Assessment District #2 proceed. RECESS: At 10:25 P. M., the Mayor adjourned the meeting for recess. At 10:38 P. M., the Mayor reconvened the meeting. COKAUNICATIONS: The following communications were read by the City Manager: 1) Letter dated November 1, 1967 from Mayor Frances K. Dias, of the City of Palo Alto, advising of the meeting date of November 21, 1967, Tuesday, at 1:00 P. M. in the Conference Room of the Palo Alto City Hall, to explore the desirability of establishing a regional type human relations group. The Mayor stated a citizen will be chosen and the Council consulted. 2) Letter dated November 1, 1967 from Frank L. Martinelli, requesting consideration of his Tentative Map be postponed until the November 20th meeting. Council confirmed the request. 3) Letter dated October 19, 1967 from Wells Fargo Bank, San Francisco, Trustee of property in Los Altos Hills, objecting to the proposed slope density zoning. Dawson, 11625 Magdalena Road, expressing the family's appreciation to the Council for the Memorial Resolution. 6) Firs. R. F.
