City Attorney presented and read the title of Ordinance No. 111, an Ordinance of the Town of Los Altos Hills regulating parades, providingfor the issuance of permits therefor, and providing for. penalties for its violation. _. ACTION:. That further reading of Ordinance No. 111 be waived. MOTION:. Clayton; SECOND: Aiken Councilman Bowler referred to "Section 4, Issuance of Permits,. (a) the conduct of such parade will not substantially.interrupt the safe and orderly movements of other traffic contiguous to its roads;". Since .the City Manager is authorized to issue the parade permits when certain conditions exist, Councilman Bowler questioned whether it might be advisable to adopt apolicy resolution to provide guidance to the City Manager on what might be a reasonable length of service interruption. The City Attorney agreed that any guidance to the administration would be helpful and could be done by resolution, however, he felt that this. typeof language would be upheld and that the wording "substantial interruption" is adequately specific. City 'Attorney presented and read the title of Ordinance No. 112, an ordinance of the Town of Los Altos Hills requiring preliminary soil report of subdivisions and specifying the conditions under which a soil investigation of each lot is required. ....ACTION: _ That further reading of Ordinance No. 112 be waived. M. City Manager explained the County of Santa Clara has requested ✓extra territorial jurisdiction relative to the above sewer improvement district for the area bounded on the east by Magdalena, the north by Summerhill and south by the Junipero Serra Freeway rightofway to a point at the end of Dawnridge - Road, veering back to the line of the Hill Haven Subdivision, taking in Dawnridge Road, Princess Eleena Court and a portion - ofHilltop Drive. As requested by the Council, City Manager reported that granting too foresaid request of the County would in no way jeopardize :the .position of the Town with Los Altos; however, as Los Altos Chas refused sewer connections to service property in unincor- porated areas nincor-poratedareas and connection in another direction would prove. '.too expensive, the situation was at an impasse. Since any delay would be detrimental in view of the serious situation for Los Altos Hills residents, Councilman Aiken .called for a preliminary investigation to see if it would be feasibleto initiate an assessment district within this area that would not be excessive in cost. Counsel. P. D. Assaf, of Wilson, Jones, Morton & Lynch, representing the County, assured the Council that the County's primary interest is to have as much as possible of this area severed. Mr. Owen Murray, 24160 Dawnridge Road, commented on his serious position, as well as Charles Walter, 24240 Summerhill Road, who was interested in hearing the cost of an assessment district if, ' formed by the Los Altos Hills residents in this area. Feasibility of such a district was discussed. :In view of the position taken by Los Altos and since there was no longer any urgency, the following action was taken at 8:35 F. M.: ACTION: That the Public Hearing be closed. MOTION: Clayton; SECOND: Aiken; VOTE: Passed unanimously. L"TION: That the action granting the extra territorial right to the County of Santa Clara be tabled. �_. MCTIO;d:. Liken; SECOND: Clayton; VOTE: _Passed unanimously. -4- 'PUBLIC HEARING (Cont'd.): ACTION: That the Staff and City Engineer be instructed to investigate in a preliminary way and report at the next meeting of January 17, 1966, the feasibility of establishing a sewer assessment district in the area of Summerhill and Dawnridge Road portion of the Town. MOTION: Aiken; SECOND: Bowler; VOTE: Passed unanimously. Press was requested to extendfull coverage and Messrs. Murray and Walteroffered to alert the neighborhood, with additional posting by this office. 1d= NTS : 1 .Bills, in the amount of SEVEN THOUS%uND, THREE HUNDRED NIIvTETY-FIVE DOLLARS and Thirteen Cents (17,395.13), were presented for payment by Councilman Aiken. ACTION: That the bills, as presented, be approved and the City Clerk be authorized to draw the appropriate warrants. Santa Clara Trafficwayss Committee - Councilman Bowler. Councilman Bowler announced the reorganization and redesignation of the Santa Clara County Traffieways Committee as the Santa -Clara .County Transportation Policy Committee, which has been enlarged to twenty-one members (16 city councilmen from 16 cities in the county and a citizen member appointed by each member of the Board of Supervisors).. -5- OTHER BUSINESS: Traffieways Comm. (Cont'd.): � There has been a request from the Chairman that each delegate obtain a position from its Council as to whether or not funds will be reimbursed out of Phase II bond money for work tobe done prior to the Phase II Unit. Following discussion of the issue, it was the consensus of .the Council to encourage any city to utilize funds in order to assist the transit problem and recommended Delegate Bowler vote affirmately when the issue is presented at the January 12ts meeting. 2. Accidents - Councilman Aiken. Councilman Aiken stated his concern for a safety factor on signals on El Monte Road and increasing accidents in hos Altos Hills, and asked that this matter be placed on the Agenda of January 190 for discussion.
