TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
March 21, 1966
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order by Mayor Albert T. Henley, Monday, -
March 21, 1966 at 7:54 P. M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Fowls, Mayor Henley
ABSENT: Councilman Clayton (arrived 8:03 P. M.)
PLANNING COMMISSION -
REPRESENTATIVE: Commissioner Walter A. Benson
APPROVAL OF MINUTES: March 7, 1966,
ACTION:
Adopt Minutes of March 7, 1966
as submitted.
PLANNING COMMISSION REFERRALS:
1. Planning Commission Vacancies.
City Manager reported three vacancies have occurred in the
Planning Commission by virtue of the resignation of Commissioner
Arthur A. Alter and the expiration of term of office for
Commissioners Charles R. Garbett and Alexander C. Prentice, Jr.
NOMINATIONS:
Councilman Fowle nominated Mrs. Thomas Sherlock for office
of Planning Commissioner.
ACTION:
That Nominations be closed.
MOTION: Bowler; SECOND: Fowls
ROLL CALL: AYES: Aiken, Bowler, Fowle, Mayor Henley
NOES: None
ABSENT: Clayton
The Secretary cast a White Ballot and Mrs. Sherlock will fulfill
Commissioner Alter's unexpired term to July 10, 1968.
Appointments to the remaining two vacancies were deferred
pending further study.

1. Kohn .Stable - Architectural Approval.
In reviewing the architectural plans, Council took exception
to the aluminum roof in that the glare might be objectionable
to the surrounding neighbors and incompatible with the rural
atmosphere.
Councilman Clayton arrived at 8:03 T. N.
ACTION:
That the architectural plans for the Kohn Stable
(Ui-245-66) be approved in every detail, except
for the color of the roof.
MOTION:Bowler; SECOND: Aiken;
Comments were heard from the following individuals: Messrs.
David Janssen, 27440 Sherlock Road, and Richard Towle, 26493
Weston Drive.
The !question was called: VOTE: Passed unanimously.
' NEW BUSINESS:
1. John E. Warner - Request for Abandonment of Ten Foot (10')
Pathway Easement - end of LaLanne Court.
City Manager read letter dated March 10, 1966 from John E.
Warner requesting an abandonment of a 10' walkway adjoining
his property at 25631 LaLanne Court, and submitted Tract Map
and Exhibit A showing said location and County right of way of
the Foothill Expressway, together with Resolution of the Board
of Supervisors of the County of Santa Clara prohibiting
pedestrians and other uses of County Expressways.
ACTION:
That the request of John E. Warner for abandonment
of pathway easement be approved.
MOTION: Aiken; SECOND: Fowle
City Attorney advised this pathway is not an easement but a
fee simple holding of the Town and disposition would require
public hearings and a resolution of intent to sell and calling
Jbr bids. Mr. Warner stated he would be a bidder.
In view of the above discussion, Motion and Second were with-
,i drawn, and the Mayor instructed the City Attorney to prepare
such a resolution and bids called for at the April 4s meeting.

NEW BUSINESS (Cont'd.):
2. Zoning Violation 29540 Sherlock Road - Donald E. Spencer.
Messrs. D. Spencer, 27490 Sherlock Road, and D. Jameson, -"
27440 Sherlock Road, commented on the violation as stated in
Mr. Spencer's letter of March 13, 1966.
ACTION:
That the City Attorney be instructed to contact
the owner and take whatever steps are necessary
to abate this nuisance.

3. Councilman Aiken - Sight Clearance along Roads.
Although many similar hazards exist throughout the Town,
Councilman Aiken referred particularly to that area on
Magdalena Road near Blandor Way where the many overhanging.
trees along the curve restricts sight clearance, and requested
Council approval to have the trees trimmed since this situation
does not meet the legal requirements of Ordinance No. 78,
Sec. XI, Trees and Shrubs.
ACTION:
That the City Manager be instructed to determine
whether the trees in question are on private
property, and if so, contact the owners of the
land to request permission to correct the hazard.

USE PERMITS:
1. David Packard (Ur -249-66) - Request for Secondary Dwelling.
City Tianager read recommendations of the Planning Commission.
ACTION:
That the request of David Packard (UP -249-66)
be approved, in accordance with the. recommenda-
tions of the Planning Commission.

City Manager read recommendations of the Flanning Commission
and Check List and referred to Mr. R. L. Stone's letter of
March 6, 1966, objecting to any access to Black PTountain
Road from Lot #5, and Mr. L. Cedric Macabee's letter dated
March 16, 1966, objecting to certain requirements of the
County Health Department,
Mr. D. Macabee stated he has verbal agreement from the Health
Department on the changes and is in the process of annexing
the entire property to the rurissima Hills Water County District,
in accordance with Fire Chief's letter of February 17S^. Council
requested such confirmation from the Health Department be in
writing.
Mr. Stone reo_uested access for Lot #5 either from the existing
private road or Natoma Road. Mr. Macabee stated the private
road from the cul de sac has an excessive grade and originally
the easement was only given at the request of the Fire Chief.
The City Engineer reported there were no engineering reasons
why access to Black Mountain should be denied.
ACTION:
That the Tentative Yap of Sunrise Farm (317-66)
5 lots, be returned to the Flanning Commission
for further review, with a detailed study of
the driveway access problem and a firm recommenda-
tion.
MOTION: Fowle; SECOND: Bowler; VOTE: Passed unanimously.
DIVISIONS OF LAND: Final Maps.
1. Berry Hill Farm - Tract No. 4082 - Engr. Clegg.
City Manager read letter froom. Mr. R. H. Guelich (received
March 15, 1966), developer of the property, requesting the
recommendations of the City Engineer relating to the improve-
ment of two culverts be deferred for a period of five years
or when lot ,2 is further subdivided. The City Engineer
would endorse the request, but upon advice of counsel the
developer must request a yearly extension by application to
the Council.
It was noted the Final Map does not conform to the Tentative
in that the path easement on the northerly and westerly
perimeter is not shown.

_ ACTION:
' That the Final S".ap of Berry Hill Farm, Tract
No. 4182, be approved, subject to the correction
of the Final Lap to conform with the requirements, _

That an extension of one year to Parch 22, 1968
may be granted in regard to the improvements of
the culverts only, as referred to in gage Mill
Park's letter received March 15, 1966.

2. Frank. Taylor - Tract No. 3879 -Fngr. Riley.
Council was informed by Engr. Riley that Mr. Taylor retains
ownership and maintenance of Sunset Drive and is a part of
the subdivision. Council requested such ownership be
indicated on the Final Map.
ACTION:
That the Final Trap of Tract No. 3879 be approved,
subject to a revision of the tracing of the
Final Map being approved by the City Clerk and
designating the private road as Parcel 11^.11.
MOTION: Fowle; SECOND: Aiken; VOTE: Passed unanimously.
3. Springerest, Tract No. 4034 - Engr. Eiley.
ACTION:
That the Final Map of Tract No. 4034 be approved.
MOTION: Clayton; SECOND: Bowler; VOTE: Passed unanimously.
RESOLUTIONS: .
1. Resolution No. 342 - Acceptance of Improvements in Tracts
Io 352$ - Kaplan, and No. 3609 - James Hill.
The City Clerk introduced and read in its entirety
Resolution No. 342, a Resolution of the City Council of the
Town of Los Altos Hills, accepting improvements in Tracts
No. 3529 and No. 3609.

2. Resolution No. 343 - Acceptance of Landscaping in Tract
No . -3 59 - Matadero Hills.
.The City Clerk introduced and reed in its entirety Resolution
-Vo. 343, a Resolution of the City Council of the Town of
Los Altos Hills accepting imnrovements in Tract No. 3659.
ACTION:
That Resolution No. 343 be adopted as read.

3. Resolution No. 344 - "Countdown 66" - 1966 Census.
The City Clerk introduced and read in its entirety Resolution
No. 344, a Resolution of the City Council of the Town of
Los Lltos Hills designating the week of March 21st through
March 28th as "Countdown 66 Week".
ACTION:
That Resolution No. 344 be adopted as read.

1. Mayor Henley introduced and read in its entirety a
Froclamation proclaiming March 26tb and 27n, 1966 as
"KNIGHTS OF DUN.ANIS FCUNDER'S DLY", a National Eagle Scout
Honor Society of the Boy Scouts of America.

1. Bills, in the amount of FIVE THOUS,:ND TWO HUNDRED NINETY-FIVE
DOIIARS and eighty-seven Cents ($5,295.87), were presented for
payment by Councilman Fowle.
ACTION:
That the bills, as presented, be approved and the
City Clerk be authorized to draw the appropriate
warrants.

OTHER BUSINESS:
1. Mr. D. Janssen commented on traffic control and law enforcement
on a private road.
Since there was a difference of opinion between resident and
the Sheriff's Office, the City Manager was instructed to
correct any misunderstanding.
2. Council- Representative at Planning Commission F,eeting of
March 28ib: Councilman Gordon E. Bowler.
There being no further business and no objections, the I ayor
adjourned the meeting.
