Bowler, Monday, April 4, 1966 at 9:50 P. P?. at the Town Hall, 263')9 Fremont Road, Los Altos Hills, California. ROLL C)LL: PRESENT: Councilmen Aiken, Clayton, Fowls, Deputy Mayor Bowler ABSENT: Mayor Henley PLANNING COMMISSION REFRESENT9TIVE: Commissioner Don T. Hibner (Chairman) API'ROVAI OF MINUTES: March 21, 1966. ACTION: Adopt Minutes of March 21, 1966 as submitted. OLD BUSINESC: -� 1. Planning Commission Vacancies. In the absence of the Mayor, this item was carried over to the Anril 18t meeting. NEW BUSINESS: 1. Presentation from the Independent Order of Odd Fellows District No. 109. Mr. Donald F. Moody, District Deputy Grand Master of Odd Fellows District No. 10%, presented a Certificate of Appreciation to the Law Enforcement Department of the City of the Town of T.os Altos Hills (Santa Clara County Sheriff's office). The award was accepted by Los Altos Hills Chief of Police, Clayton J. Smith. DIVISIONS OF LAND: Tentative I`fans: 1. Sunrise Farms (317-66) 5 lots. Engr. Macabee. ^.CTI ON : That the Tentative Map of Sunrise Farm (31'7-66) be approved, in accordance with the Check List, the recent recommendations of the Flemming Commission, as well as all other recommendations of the Commission, and all approving agencies. POTION: Fowls; SECOND: Clayton; VOTE: Passed unanimouslyl. I r. DIVISIONS OF LAPID: Tentative Maps: (Cont'd.): 2. Hillcrest Estates Unit No. 3 (319-66) 4 lots - Engr. Hammond �? Assoc. Review of this map was postponed until the arrival of Mr. F. Saul, developer of Matadero Hills (the adjoining subdivision since he had requested a hearing in regard to the additional drainage from Unit No. 3. 3. McCulloch Investment Co. (318-66) 8 lots - Engr. Brian.. ACTION: That the Tentative Map of the McCulloch Subdivision (318-66), 8 lots, be a_rproved, subject to the conditions imposed by the Planning Commission and all approving Agencies. MOTION: Clayton; SECOND: .Aiken; VOTE: Passed unanimously. 4. Montebello Heights (314-66) 14 lots - Engr. Riley. In accordance with Town policy to avoid access from a heavily travelled public road, this tract is served by two intract roads, Cortez Lane - a private road, and Tripoli Court, a public road. ACTION: That the Tentative Map of Iiontebello Heights (314-66), 14 lots, be approved, subject to. the Check List and approval of all Agencies, and That the two cul-de-sacs be brought to public road standards with the exception the width of pavement shall be sixteen (16') feet. TTOTION: Aiken; SECOND: Fowls; VOTE: Passed unanimously. 2. Hillcrest Estates Unit No. 3 (319-66) Cont'd.: City Manager read letter submitted. by Mr. Frank Saul, developer of 17atadero Hills, on January 10, 1966 in relation to the sub- mittal of Hillcrest Unit No. 2, and. Mr. Saul stated his concern regarding the ground water and flow of affluent from Unit No. 3's septic drainfields onto Matadero Tract properties. &CTI ON: That the Tentative. Map of Hillcrest Estates Unit No. 3 (319-66) be put over for two weeks pending a soils engineer report and that the Town Engineer look into the matter and report to the City Council. �.i MOTION: Aiken; SECOND Clayton -2- DIVISIONS OF LAND: Hillcrest Estates Unit No. 3 (Cont'd.): Council questioned whether a soils report would be the answer -, to this problem and it was discussed that comments from the Health Department on the underground seepage, as well as a plan to divert this water would be necessary to arrive at a solution. In view of this discussion, the Motion and Second were withdrawn. ACTION: That the Tentative Mar of Hillcrest Estates Unit No. 3 (319-66) be held over for two weeks, if this length of time is adequate, pending a report from the City Engineer as to a proposed method of handling the drainage problem. MOTION: Aiken; SECOND: Fowle; VOTE: !eased unanimously. Mr. R. Towle, 26493 Weston Road, questioned whether the Engineer's report included the stability of the soil in re- lation to faults in the earth. ACTION: That a current soils report be submitted covering this area in regard to the stability of the soil, particularly at the entrance off Page Mill Road. MOTION: Clayton; SECOND: Aiken; VOTE: Passed unanimously. RESOLUTIONS: 1. Resolution No. 3345 - Intent to Sell Public Land and Calling for Bid. The City Attorney introduced and read in its entirety Resolution No. 345, a Resolution of the City Council of the Town of Los Altos Hills pertaining to a proposed sale of certain City -owned property. This resolution refers to property at the end of LaLanne Court, as discussed in Council Minutes of 3/21/66, Page 2, New Business, Item 1. A Public Hearing will be held Monday, April 18, 1966 at the Town Hall, 7:45 F. M.., at which time all interested persons will be heard and. City Council will receive informal bids for cash sale. ACTION: That Resolution No. 345 be adopted as read. POTION: Aiken; SECOND: Fowle ROLL CALL: AYES: Aiken, Clayton, Fowle, Deputy Mayor Bowler NOES: None ABSENT: Mayor Henley -3- RFSOLUTION (Cont'd.): 2. Resolution dealing with the Office of City Treasurer. City Attorney submitted written recommendations to the City Council. Matter was deferred to Anril 18Dh meeting for further study. IJARRANTS: 1. Bills, in the amount of ELEVEN THOUSU7D U1 D NINETY DOLLARS and Fifty-four Cents (';11,090.54), were presented for payment by Councilman Fowle. ACTION: That the bills, as presented, be approved and the City Clerk be authorized to draw the appropriate warrants.
