TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
August 1, 1966
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order Monday, August 1, 1966 by Mayor Albert
T. Henley, at 7:54 P. M. at the Town Hall, 263'79 Fremont Road,
Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Davey, Fowle,
Mayor Henley
ABSENT: None
PLANNING COMMISSION
REPRESENTATIVE: Commissioner Milton F. Minckley
APPROVAL OF MINUTES: July 18, 1966.
ACTION:
That the Minutes of July 18, 1966
be accepted as circulated.

COMMUNICATIONS:
1. Charles A. Wright, President, Hills Little League, 26570
urissima tc�a—d, letter dated July 30, 1966, read by Mayor
Henley. Mr. Wright requests Council recognition of the Hills
Little League Recreation Committee, listing its members and
its functions, whose prime interest is to secure a home for
Little League Baseball.
The Mayor appointed the Hills Little League Recreation Committee
to function as proposed, but with the single addition to Mr.
Wright's letter, and understanding, that such a Committee would
have the authority to negotiate and propose but not to bind the
City Council.
2. City Attorne I letter dated July 28, 1966, requesting a study

sesson regarding revision of ordinances.
Without objection, the Mayor will adjourn the meeting to Tuesday,
August 2nd, at 4:00 P. M. at the Town Hall for a study session.
Staff and Mr. E. R. Hanna will also attend.
ANNOUNCEMENTS:
1. Inter -City Council Meeting, August 4, Mariani's Restaurant,
Santa Clara, Cali£.
2. Councilman Aiken announced receipt of the Los Altos Hills
Association Newsletter dated July 30, 1966, commending the
authors for its excellence and clarity of the issues presented.
SCHEDULED ITEMS:
Consideration of Study of Central Drive Area Circulation Element.
Councilman Davey announced that a report from Mr. Nestor Barrett,
Toon Planning Consultant, had not been received; however, she pro-
posed a discussion be held in view of the attendance of the many
residents of the Central Drive area. Councilman Davey proposed
that a study by Nestor Barrett for an overall traffic circulation
be enlarged to include the undeveloped lands -along Adobe Creek and
the Rancho Purissima area, as well as the Central Drive and Buena
Vista Drive areas, as shown on Chas. S. McCandless map, updated
July 1965; and, that pending the outcome of such a study, a six
months moratorium be placed on subdividing. Councilman Davey also
recommended a Citizens' Committee be formed.
Council discussed a moratorium was not reasonable nor necessary but
agreed a study would serve the best interests of the Town, the
question being whether to start with a plan from the profession..)
planner which could be later modified, or begin with a line of
direction from the citizens for refinement by Mr. Barrett. In either
case, Councilman .'liken was of the opinion that consideration of the
residents' desires was the most important issue.
Comments regarding a citizens' committee and its functions were
heard from the following residents: S'1essrs. D. Spencer, D.
Janssen, A. H. Lachenbruch and J. W. Dochnahl.
Following discussion, the Mayor announced he would appoint a
Citizens Committee, not larger than 5-7 members with Councilman
Davey as adviser, which will be a fact finding and interviewing
committee, with the main purpose to get the sense of the residents
in the vicinity, as well as the periphery of the general area, on
a circulation plan.

ACTION:
That the request of Mrs. Rita S. Duval (BSA -29-66)
for building site approval be granted, as recom-
mended by the Planning Commission.

Episcopal Laymen's Group o£ Los altos (UP -259-66) - Request to
convert old Paris sima School to Chapel.
/ In contemplating action on the subject application, Councilman
Bowler made reference to the 1963 Revision of the General Plan
pertaining to land use policy limiting non-residential uses.
Councilman Bowler stated for the record that any approvalof a
small rural chapel, which would particularly satisfy the needs of
the residents in the immediate vicinity, is not to be confused with
the large, metropolitan type institution. Ne made clear that the
General Flan does not inhibit freedom of worship or discriminate
against denominations.
Councilman Davey suggested a plaque be placed on the Chapel stat-
ing it was the Town s first meeting place.
ACTION:
That the request of the Episcopal Laymen's Group of
Los '.ltos (UP -259-66) be approved, subject to the
conditions as recommended by the Planning Commission.
MOTION: Liken; SECOND: Davey; VOTE: Passed unanimously.
UNSCHEDULED ITEMS:
L appointment of Deputy Mayor.
Councilman Davey nominated Councilman Gordon E. Bowler for the
office of Deputy Mayor.
SCTION:
That nominations be closed and that a ldhite Ballot
be cast for Mr. Bowler for the office of Deputy
Mayor for one year to July 6, 1967.
MOTION: Davey; SECOND: Fowle; VOTE: Passed unanimously.
At 8:56 P. M., Mayor Henley excused himself and relinquished the
Chair to Deputy Mayor Bowler.
2. RustzH_S. - Request for In lieu payment of road improvements,
Tract No. 4052.
Engr. Cook verbally reported he could find no justification
for the Town to receive an in lieu payment since Camino
Hermoso is the only city -owned street in the immediate area,
thereby restricting the purpose of an in lieu payment, and
recommended the request be denied.
ACTION:
That the request of H. S. Rust be denied, and
that the bond be renewed for one year, subject
to the approval of the bonding agency.

That the use of a Parcel Map procedure for Ashby -
Crafts (309-65) Tentative Map be approved, subject
to the requirements of the Check List and that a
deed approved by the City Attorney for the dedica-
tion of the Tepa Way area be a further requirement.

4. Wickman, Fred - Proposal. for Interim Services <^.s External
Auditor.
ACTION:
That the Council accept Mr. Fred Wickman's
proposal as stated in his letter dated July 29,
1966, to be retained for a period of four months
at ". 0.00 per month.

5. Order Audit for 1965-1966 Fiscal Year.
ACTION:
That the current auditing firm be directed to
prepare an audit for the 1965-1966 Fiscal Year.

6. Order Inventory of City Property.

"-� Following discussion, the Deputy Mayor requested the City
Clerk to re -agenda this item for the '.ugust 15'-^ meeting in
order to present the specifications for the equipment to be
purchased, with s a:e idea of the price involved, and a legal
instrument fcr conducting the transection.

8. Revision to Master Fath Tlan - Excess Frecway parcels.
Mrs. E. L. Ginzton stated this is an atterpt to isplement the
Master Fath Flan, rather than a revision, and explained the
backgroundin accord --.nee with planning Commission minutes of
Jule 252.

the City engineer for parcel descriptions, be
authorized to prepare a letter to Mr. John S.
Greiner, Right of Way r..gent for the State
Division of Highways, requesting easements over
certain parcels along the .:Freeway route and the
dedication of the parcel at the corner of
lurissima and Elena_ Roads, as shown on the
implemented Faster Fath Ilan map dated. July 19,
1966.

FRESENT ;TIONS FROM THE FLOOR:
1. Mr. D. Spencer, 27490 Sherlock Road, requested that portion
of the Subdivision Ordinance pertaining to 60' right of way
for public roads, with the exception of cul-de-sacs, be
agendaed for discussion.
Since this matter will be before the Planning Commission on
.'.ugust 8, the Deputy Mayor instructed the City Clerk to agenda
the item "Application of Road Widths" for the September 6th
meeting, subject to a. report from the planning Cornrission.

1. Counciloan Giken reported he had received numerous requests for
a stop sign at the corner o£ Ravensbury and Ca:�ino Hermoso.
2. Councilman Davey reported she had received a request for a sto;;
sign on Concepcion at the cross roads of Viscaino and Roble
Veneno, to slow down traffic.
Chief of Police was instructed to investigate and submit a
report regarding above items at the :.ugust 150 mecti.ng.
3. City Clerk recommended the purchase of a. radar unit for the use
of the Denuty Sheriff, which would be retained at the Town Hall.
Deputy Mayor Bowler requested the City Clerk to obtain cost
figures, procedures on the use of the radar, and whether the
Sheriff s office will cooperate with such an arrangement.
City Clerk will submit a report at the ".ugust 151 meeting.
4. Deputy Bowler requested the City Clerk to obt^.in sore word on
the completion date of the Expressway and Freeway.
5. Phase IT of Expressway Fro rar,_ ..Deputy player Bowler referred
to the study by the County Public Works Departnent on These II
which proposes possible public projects and that the Council
should be prepared to adopt some position on the proposal, or,
if there is any support at all for a Fhase IT Frogram.
