RESOLUTION NO. 94-86
RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP OF
LANDS OF ELMBERG
RESOLVED, by the City Council of the City of the Town of Los
Altos Hills, County of Santa Clara, State of California, that
WHEREAS, the City Council having examined the proposed Tentative
Subdivision Map entitled
Lands of Elmberg
Being a portion of Lot 73 , as shown on that certain "Map of
Subdivision of Lot 2 and part of Lot 1 of Taaffe partition
in the Rancho La Purissima Conception" Recorded in Book 'H'
of Maps, at Pages 76 and 77 , Santa Clara County Records
herein referred to as the "Tentative Map; " and
WHEREAS, the Tentative Map having been reviewed by any other
public agencies entitled to do so, and the recommendations of any such
public agencies having been considered by the City Council prior to
its taking action on the Tentative Map; and
WHEREAS, the City Council having conducted a hearing concerning
the Tentative Map and having considered the evidence presented at the
hearing; and
WHEREAS, the City Council having determined that the Tentative
Map is in conformity with the requirements of Chapter 4 entitled "Sub-
division" of Title 9 of the Los Altos Hills Municipal Code; and the
Subdivision Map Act of the State of California commencing at Section
66410 of the Government Code; and
WHEREAS, the City Council having read and considered the proposed
conditions of approval concerning the Tentative Map which have been
recommended by the Planning Commission,

NOW, THEREFORE, IT IS HEREBY FOUND, ORDERED AND DETERMINED
as follows :
1 . The City Council of the City of the Town of Los Altos
Hills hereby approves the above-described Tentative Map subject to
performance of and compliance with each of the Conditions of Approval
which are set forth in Exhibit "A" attached hereto, entitled "Con-
ditions of Approval Tentative Map, " and which conditions are in-
corporated herein by reference and made a part of this Resolution
as though set forth fully herein.
REGULARLY passed and adopted this 2nd day of July,
1986..

CONDITIONS OF APPROVAL
EXHIBIT "A"
TENTATIVE MAP
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: CHAIRMAN, PLANNING COMMISSION
SUBJECT: LANDS OF ELMBERG, FILE #TM 12-84
TAAFFE ROAD, APN: 182-13-007
FOUR LOT SUBDIVISION
The Planning Commission at their meeting of June 11, 1986 ,
recommended approval of the above subject Tentative Map with the
following conditions:
1. LAND AND EASEMENT DEDICATIONS:
1.A. The owner shall dedicate a Conservation Easement as
redlined by staff, and modified by the Planning Commission, on
the Tentative Map (dated received April 22, 1986) to the
satisfaction of the City Engineer and Town Planner. No
structures, grading or vegetation removal shall be allowed
within the easement, except brush clearing for fire protection
purposes, small ornamental garden structures which receive
approval from the Site Development Committee, and open-style
fences which allow the migration of local wildlife.
1.B. The owner shall dedicate public right-of-way along the
entire Taaffe Road frontage, as indicated on the above
referenced Tentative Map, to the satisfaction of the City
Engineer.
1.C. The owner shall dedicate private right-of-way for the
first approximately 60 feet of access off Taaffe Road for
Parcels 3 , 4 and 2, as redlined by staff on the Tentative Map
and to the satisfaction of the City Engineer.
1.D. The owner shall dedicate a pedestrian/equestrian
easement, 10 feet in width along the entire westerly property
line, to the satisfaction of the City Engineer and Pathway
Committee Chairman.

2. FINAL GEOTECHNICAL AND SOILS REPORTS:
Prior to issuance of site development._ and building permits for
Parcels 1, 3 and 4, or major additions on
new development on ParJ
Parcel 2, the following conditions shall be satisfactorily
completed:
2.A. The applicant' s geotechnical consultants shall review
the existing preliminary geotechnical report and the .site
development plans and provide site-specific recommendations
for: site preparation and grading, site surface and
subsurface drainage improvements , and design parameters for
foundations (pier depths, etc. ) and retaining walls. This may
require additional subsurface exploration to sample and test
bedrock materials. Additionally, the existing fill materials
on Parcel 3 shall be characterized and appropriate mitigation
measures presented (e.g. , removaland recompaction) to ensure
the long-term stability of the proposed building site.
The site-specific geotechnical recommendations for each parcel
shall be described in a supplemental write-up and submitted to
the Town Geologis.t ands City Engineer prior to issuance of site

development and building permits.
2 .B. The applicant' s geotechnical consultants shall review
and approve all geotechnical aspects of the development plans
for each parcel , (i.e. , site preparation and grading, site
drainage improvements, and design parameters for foundation
and retaining walls) to ensure that their recommendations have
. been properly incorporated.
2.C. The geotechnical consultant shall inspect, test (as
needed) , and approve all geotechnical aspects of the project
construction for each parcel . The inspections shall include,
but not be limited to, site preparation and grading, site
- surface and subsurface drainage improvements, and excavations
for foundations and retaining walls prior to the placement of
concrete and steel .
The results of these inspections and as-built conditions of
the project shall be described by the geotechnical consultants
in a letter and submitted to the Town Engineer for review
prior to final project approval .
3. PUBLIC UTILITIES: -
3 .A. All public utilities shallbe undergrounded.

4. SEWAGE DISPOSAL:
4.A. All lots shall be required to connect to sewer. The
owner shall be required to obtain the necessary easements and
design and locate the pumping system to the City Engineer' s
satisfaction.
4.B. An agreement shall be entered into between the Town and
the owner, or any future owner, to convert the pump system to
a gravity flow system at such time as the gravity flow system
becomes available. The agreement shall also include a
provision that the pump system be privately maintained. This
agreement shall meet the satisfaction of the City Engineer and
City Attorney.
5. MISCELLANEOUS:
5.A. All structures made non-conforming with this subdivision
shall be removed prior to Final Map, to the satisfaction of
the City Engineer.
5.B The applicant shall enter into a recorded agreement to
preserve mature trees along the westerly property line, and
significant mature oak trees, i.e. , the 30 inch tree on Parcel
4 and the 24 inch tree on Parcel 2.
5C. The pathway easement described in Condition 1D shall be
cleared to Type 1A standards, to the satisfaction of the City
Engineer and Pathway Committee Chairman.
6. FEES:
6.A. Storm Drainage Fund:
