RESOLUTION NO. 124-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF
LOS ALTOS HILLS URGING THE UNITED STATES POSTAL SERVICE
TO LIST THE TOWN IN THE NATIONAL ZIP CODE DIRECTORY, AND
TO ASSIGN FIVE-DIGIT ZIP CODE 94024 TO THE TOWN
RESOLVED, by the City Council of the City of the Town of Los
Altos Hills, County of Santa Clara, State of Calfornia, that
WHEREAS, the City of the Town of Los Altos Hills (herein
called "Los Altos Hills") representing eight and one half square
miles of land in Northern Santa Clara County has been incor-
porated as a General Law City since 1956, and as of Janauary 1,
1986 has a population of 7,934; and ,
WHEREAS, Los Altos Hills does not have its own United States
Postal Service Zip Code but is assigned Zip Codes for the cities
of Los Altos and Palo Alto; and
Los Altos Hills shares a border with the City of Los
Altos and the similarity in city names has caused confusion which
has been compounded by the fact that the cities have separate and
distinct streets with identical names; and
WHEREAS, the confusion is seriously exacerbated by the Postal
Service' s use of the same Zip Code for both cities; and
WHEREAS, the Postal Service has successfully encouraged gov-
ernment, businesses, industries and individuals to rely upon Zip
Codes and the National Zip Code Directory for place identi-
fication in the delivery of mail ; and
WHEREAS, Los Altos Hills is not listed in the National Zip
Code Directory, causing users to believe that Los Altos Hills is
a part or neighborhood of Los Altos or of Palo Alto; and
WHEREAS, the United States Postal Service, by nationwide dis-
tribution of its Zip Code Directory which states that certain Los
Altos Hills streets are within the City of Palo Alto and implies
that the rest are within the City of Los Altos, may have caused
serious problems which have not yet been ascertained by Los Altos
Hills residents or officials; and

WHEREAS, because Zip Code-based computerization of addresses
by government, business, and industry is increasing due to its
cost effectiveness, it has become difficult if not impossible for
the citizens of Los Altos Hills to retain their city name on
mailing lists; and
WHEREAS, the resultant incorrect residence address records
have caused significant hardship and inconvenience to the
citizens of Los Altos Hills; and
WHEREAS, Los Altos Hills has a significant interest in provid-
ing accurate information about the Town; and
WHEREAS, the Postal Service when queried about Los Altos Hills
provides the public with erroneous information in that the Postal
Service indicates that Los Altos Hills is not a city, but rather
just a neighborhood of Los Altos; and
WHEREAS, most cities the same size and population as Los Altos
Hills have individual Zip Codes assigned to them by the Postal
Service; and
WHEREAS, Los Altos Hills has been informed that Zip Code num-
ber 94024 has not been assigned to any area and that this avail-
able Zip Code is within the geographic area covered by Los Altos
Hills; and
WHEREAS, the Postal Service' s directory states that the "Five-
Digit Zip Codes lend themselves to geographic and demographic
utilization; " and
WHEREAS, Los Altos Hills has been informed that the assignment
of Zip Code 94024 to Los Altos Hills would not result in any sig-
nificant financial burden to the Postal Service; and
WHEREAS, the assignment of Zip Code 94024 would provide Los
Altos Hills citizens with the reasonable benefits of allowing
their mail to be addressed to the Town in which they live and a
further benefit would be the reduction of the erosion of Los
Altos Hills community identity; and
NOW, THEREFORE, BE IT FURTHER RESOLVED as follows:
1. The Town of Los Altos Hills does hereby request that
the United States Postal Service
a) Assign the Five-digit Zip Code 94024 to the
Town of Los Altos Hills, and
b) Immediately list Los Altos Hills in the
National Zip Code Directory

2. The City Clerk is hereby ordered and directed to cause
certified copies of the within Resolution to be transmitted to
each of the following: Postmaster General , United States Postal
Service, Local Postal Service Authorities, United States Senators
Alan Cranston and Pete Wilson, and United States Congressman Ed
Zschau.
REGULARLY passed and adopted this 20th day of August, 1986.
